Locum Staff Grade Psychiatrist
LEARNING DISABILITY PSYCHIATRY
DUMFRIES AND GALLOWAY REGION
The population of Dumfries and Galloway is 148,000, within a large geographical
area of about 2,500 square miles. Dumfries and Galloway stretches from Langholm
in the East to Stranraer in the West, and from Kirkconnel and Carsphairn in the
North down to the Solway Coast. There are a number of community hospitals in
various towns throughout the region, and an intermediate unit - Garrick Hospital,
with medical and surgical beds in Stranraer.
Dumfries is a bustling market town with a population of approximately 48,000 and is
situated in the eastern half of this delightful rural region. The River Nith runs through
the town to the Solway coast and the city of Carlisle is approximately 45 minutes
drive from Dumfries. Glasgow is within 1½ hours, Edinburgh and Newcastle within 2
hours, and Manchester and Liverpool within 2½ hours driving time from Dumfries.

NHS Dumfries & Galloway is one of only two integrated health organisations in
Scotland. It became operational on 1 st April 2003 when the two Trusts (Acute &
Maternity and Primary Care) were dissolved and one NHS organisation was created,
incorporating all NHS services along with the Health Board to create 'NHS Dumfries
& Galloway'. NHS Dumfries & Galloway has led the process of integration and is
seen as the model for the rest of Scotland to follow. Continuing new investment has
resulted from the system always having met all financial and waiting times targets.

Structure
The NHS Board has its headquarters on the Crichton site in Dumfries. Comprising
executive and non-executive Directors, its key responsibility is to ensure delivery and
development of the local Community Care and Health Plan. You can see a copy of

Services
A wide range of services are provided from over 50 bases across the region. Many
of these services are provided via one of four Local Health Care Co-operatives
(Annandale & Eskdale, Dumfries & Upper Nithsdale, Stewartry, Wigtown), whereas
others, such as Mental Health, Child Health and Sexual Health, are provided as
regional services. Most acute services are based at Dumfries and Galloway Royal
Infirmary with a network of out-patient clinics held throughout the region and a range
of acute services provided at the Garrick Hospital in Stranraer.

MENTAL HEALTH SERVICES
Mental Health services in Dumfries & Galloway are jointly managed and based
around the established Community Mental Health Teams as the core of the service.
Crichton Royal Hospital has undergone a major process of resettlement with the
development of alternative community facilities for the longer term care of individuals
requiring it. Acute beds for adult and old age services remain on the Crichton site
with 42 adult psychiatry beds for the population. A psychiatric day hospital and
rehabilitation units attached to the hospital provide for the needs of those with more
severe and enduring disorders.

The service is currently undergoing major redesign and initial agreement has been
reached regarding the development of a new build psychiatric facility to replace the
existing acute wards. The plans for the new build are at the outline business case
stage and the development of community mental health teams is ongoing.

basis. Nithsdale sector, including Dumfries town, has a population of approximately

THE POST
Psychiatric services to patients with a learning disability in Dumfries & Galloway are
provided on a region wide basis. There are approximately 800 people on the
learning disability register but only a percentage of these individuals have active
casework that could involve psychiatric services. There is a long established multi
disciplinary community learning disability team and the postholder would work with
the team offering psychiatric assessments when required under the direction of the
consultant psychiatrist.
In addition, in-patient beds are available within the new Midpark Hospital, Dumfries.
The postholder will have duties towards these in-patients.
The work therefore of the postholder will be shared between out-patient and
community work and in-patient work.
DUTIES OF THE POST

To provide medical input into the community assessment of patients with a
learning disability and in particular the psychiatric assessment of such
patients to assist the community learning disability team. It would be
expected that the majority of the assessments would be multi-disciplinary and
the postholder would be supervised in this by the consultant psychiatrist.

The postholder will provide psychiatric and medical input to the in-patients to
the learning disability in-patients in Midpark Hospital, Dumfries. This will
involve attendance at the weekly ward rounds currently held on a Tuesday
morning.
This may also involve attendance at appropriate Tribunals
regarding patients held under the Mental Health Act.

PRESENT MEDICAL STAFF
There is a full time consultant psychiatrist in learning disabilities services who will be
supported by the postholder.
GRADE OF POST
Staff Grade.
SALARY Salary scale is minimum £
HOURS OF WORK
Full time – 10 sessions per week.
CONTRACT TYPE
Fixed term for a maximum of 6 months in the first instance.

community learning disability settings.
QUALIFICATIONS
Suitably medically qualified individuals are invited to apply. Previous experience of
psychiatry is desirable as is membership of the Royal College of Psychiatrists or
possession of MRCPsych Part I. Particular preference will be given to applicants
eligible for approval under Section 22 of the Mental Health [Care & Treatment]
[Sotland] Act 2003. Appropriate experience of psychiatric problems in primary care
settings will also be given due weight.
As the post will involve visiting patients in the community, the possession of a clean
driving licence is essential.
