Dear Sir/Madam,
I am pleased to inform you that the National Oceanic and Atmospheric
Administration (NOAA), the University Corporation for Atmospheric Research (UCAR)
COMET® Program and WMO are co-organizing an International Hydrometeorology Analysis
and Forecasting Course in Boulder, Colorado, USA from 9 to 27 June 2008.
You will find in Annex I to this letter general information to assist you in the
nomination of suitable candidate(s). It may be noted that limited financial support is
available from NOAA, the terms of which are also outlined in Annex I. The main subjects
included in the course are indicated in Annex II.
As you can see in the attached material, participants will be required to take
online prerequisite computer-based training modules. I therefore encourage sending your
nomination(s) as soon as possible, but not later than 15 February 2008, by using the
Nomination Form included in Annex III.

INTERNATIONAL HYDROMETEOROLOGY ANALYSIS & FORECASTING COURSE

Background
1.
The International Hydrometeorology Analysis and Forecasting Course is being organized
by NOAA in cooperation with WMO and the University Corporation for Atmospheric Research
(UCAR) COMET® Program.
2.
The course is scheduled to be held from 9 to 27 June 2008 in Boulder, Colorado, USA,
hosted by the University Corporation for Atmospheric Research (UCAR) COMET ® Program. It will
be conducted in English.
3.
This course on hydrometeorological observation, analysis, modeling, forecasting, impacts,
and communications will be open to participants from all Regions of WMO. Candidates can be
nominated by the Permanent Representative (PR) of their country with WMO or by their
Hydrological Adviser.

The course includes formal lectures by NOAA experts as well as academic and private
institutions; computer lab exercises; a visit to the National Weather Service Weather Forecast
Office (WFO) in Boulder; and a field trip to visit the Big Thompson Canyon (in which a massive
flood killed 144 people in 1976), the Lawn Lake Dam (the 1982 site of a dambreak in the Rocky
Mountain National Park that resulted in a 25-foot flood wave that killed 3 people and caused
$31 million in damages), and the City of Fort Collins to discuss urban flood control.
Programme of the Course

The course will consist of three (3) weeks of lectures, lab exercises, field trips and
examinations on subjects as outlined in Annex II of this announcement.
6.
All participants will be required to give a formal 10-minute presentation to the group. This
presentation can include such topics as institutional organization, hydrological phenomena
impacting their country, existing hydrological forecast systems being used in the national
hydrometeorological service, and current and planned national hydrometeorological programmes
and projects, if any. Each participant will be allowed no more than four (4) PowerPoint slides.

Admission
7.
The course is designed for professionals in hydrology, with educational qualifications
corresponding to a university or engineering diploma in these or related fields, who are working in
national services or institutions concerned with hydrological forecasting. All participants will be
expected to have an adequate basic knowledge of mathematics and physics, hydraulics, and fluid
mechanics. It is expected that all participants will have at least one year of practical experience in
hydrological applications.
8.
All participants will be required to take online prerequisite computer-based training
modules provided by COMET®, which will demonstrate the participants’ knowledge of general
hydrology. It is preferred that this training is completed online, but DVDs can be provided where
Internet resources are limited. The training modules are:








Unit Hydrograph Theory;
Flash-Flood Processes;
Introduction to Ensemble Streamflow Prediction;
Introduction to Distributed Hydrologic Models;
Verification of Hydrologic Forecasts;
Hydrology of Dam Failures;
River Ice Processes (this will be optional for those participants from tropical
countries or those not affected by river-ice processes);
Snowmelt Processes (this will be optional for those participants from tropical
countries or those not affected by snowmelt processes).
Additional information about the training modules will be provided to each participant attending the
course.
9.
All participants will have to present an acceptable English-language proficiency certificate
(oral and written) unless English is their native tongue or the language of instruction from their
previous education.

10.
All participants will receive a certificate of completion at the end of the course.
Travel Support
11.
Applicants for the course are strongly advised to seek partial or full sponsorship within
their national framework.
12.
A limited amount of travel support for participants from least developed countries (LDCs)
will be granted for the course by NOAA. This support may consist in covering international travel
costs, in-country ground transportation, accommodation, meals, and incidental expenses. We ask
that each NMHS consider providing partial support so that a greater number of students can attend
this course. Please note that participants remain responsible for arranging life, health, and other
forms of insurance as they consider appropriate and accepted in the USA. All participants will
be required to present proof of health insurance to COMET®.
