ANNEX I World Meteorological Organization INFORMATION ON THE INTERNATIONAL HYDROLOGIC FORECASTING COURSE organized by the National Oceanic and Atmospheric Administration (NOAA) in co-operation with WMO 9 to 27 June 2008 Boulder, Colorado, USA Background 1. The International Hydrologic Forecasting Course is being organized by NOAA in cooperation with WMO. 2. The course is scheduled to be held from 9 to 27 June 2008 in Boulder, Colorado, USA, hosted by the University Corporation for Atmospheric Research (UCAR)/Cooperative Program for Operational Meteorology, Education, and Training (COMET). It will be conducted in English. 3. This course on hydrological forecasting will be open to participants from all Regions of WMO. Candidates will be nominated by the Permanent Representative (PR) of an interested national hydrometeorological institution (NHMI). 4. The course includes formal lectures by NOAA experts as well as academic and private institutions; computer lab exercises; a visit to the National Weather Service Weather Forecast Office (WFO) in Boulder; and a field trip to visit the Big Thompson Canyon (in which a massive flood killed 144 people in 1976), the Lawn Lake Dam (the 1982 site of a dambreak in the Rocky Mountain National Park that resulted in a 25-foot flood wave that killed 3 people and caused $31 million in damages), and the City of Fort Collins for a panel discussion with emergency managers. Programme of the Course 5. The course will consist of three (3) weeks of lectures, lab exercises, field trips and examinations on subjects as outlined in Annex II of this announcement. Admission 6. The course is designed for professionals in hydrology, with educational qualifications corresponding to a university or engineering diploma in these or related fields, who are working in national services or institutions concerned with hydrological forecasting. All participants will be expected to have an adequate basic knowledge of mathematics and physics, hydraulics, and fluid mechanics. It is expected that all participants will have at least one year of practical experience in hydrology and forecasting. 7. Furthermore, all participants will be required to take online prerequisite courses provided by COMET, which will demonstrate the participants’ knowledge of general hydrology (i.e., unit hydrograph theory, flash-flood processes, river-ice processes, and snowmelt processes). These online courses will be completed prior the participants’ departure from their home country, verified by COMET. Additional online prerequisite courses in ensemble streamflow prediction, distributed hydrologic models, verification of hydrologic forecasts, and hydrology of dam failure will also be required. 8. All participants will have to present an acceptable English-language proficiency certificate (oral and written) unless English is their native tongue or the language of instruction from their previous education. Certificates 9. All participants will receive a certificate of completion at the end of the course. Fellowship 10. Applicants for the course are strongly advised to seek partial or full sponsorship within their national framework. 11. A limited number of fellowships for participants from lesser developing countries (LDCs) will be granted for the course by NOAA. This support may consist in covering international travel costs, in-country ground transportation, accommodations, meals, and incidental expenses. Please note that participants remain responsible for arranging life, health, and other forms of insurance as they consider appropriate and accepted in the USA. All participants will be required to present proof of health insurance to COMET. Applications 12.
