Application Procedures
(updated 1/26/16 based on revised CDE requirements)
What do I need to know about applying?
There are two separate applications that must be completed:
1. Colorado Department of Education (CDE) application for “One-year Alternative License”
2. Stanley Teacher Preparation Program application
In addition, if you plan on doing the master’s program, you will need to complete an
application to the University of Colorado Denver (a specialized application will be given to you
once you are accepted into the program; you do not need to apply to UCD at this time.)
Colorado Department of Education (CDE) Alternative Licensing Process
(Please begin as soon as possible!*)
*Licensure through the Stanley Teacher Preparation Program is dependent on receiving a
Statement of Eligibility (SOE). Candidates must first be issued an SOE from the CDE; once you
have your SOE and an employment contract from the Stanley Teacher Prep Program, you can
apply for your One-year Alternative License. (Please note: You will only be able to move
forward in the alternative licensing application upon completing and passing a background
check (fingerprints). The SOE is one step included within the process of obtaining an
alternative license. The alternative license allows you to work in classrooms.)
The following requirements must be met for approval of your SOE:
For Elementary Education:
 Completed fingerprints (see item #2 below)
 Uploaded transcripts (see item #4 below)
 Passing score on required content exam (PLACE or Praxis II) (see item #3 below)
For ECE:
 Completed fingerprints (see item #2 below)
 Uploaded transcripts (see item #4 below)
 Passing score on required content exam (PLACE only) (see item #3 below)
OR
 Transcript review: 24 hours of coursework in specific subject areas required (see
#4 below)
Colorado Department of Education: SOE/One-Year Alternative License Application

1. Visit the Colorado Department of Education website for important information about
Alternative Licensure. The state requires this one-year license to work in classrooms. You must
first be issued your SOE (the first step in the Alternative License application); once you are
accepted into the program and receive an employment contract, you will complete your
application for your One-Year Alternative License.
2. Complete Fingerprints and submit to CBI (see
http://www.cde.state.co.us/cdeprof/fingerprints.htm for more information).
3. Sign up for the PLACE or Praxis II exam.
What is the difference between the PLACE and PRAXIS II exam?
Both are content area assessment tests. PLACE was designed and developed for Colorado.
Praxis II is a nationwide test. The content area in which you choose to test (Elementary Education
or Early Childhood Education) will determine your area of licensure.

4. Order your official transcripts.
For Elementary Ed candidates, the CDE requires official transcripts from all institutions of
higher education attended showing bachelor’s degree and date conferred.
For ECE candidates, transcripts will be evaluated for coursework in the following subject areas:
English Composition (3 semester hrs.)
English Literature (3 semester hrs.)
Natural Sciences (3 semester hrs.)
Mathematics (3 semester hrs.)
Social Studies (3 semester hrs.)
Fine Arts (3 semester hrs.)
Physical Education or Health (3 semester hrs.)
Additional hours in any area above (3 semester hrs.)

CDE will notify you if any additional coursework is required. If you are missing coursework,

please sign up for the PLACE exam as soon as possible.
(Please note: It may take 10-12 weeks for the transcript evaluation. We encourage you to order
transcripts and begin this application process immediately.)
5. Start the One-Year Alternative License application by applying for your SOE:

Stanley Teacher Preparation Program Application
You do NOT need to wait for your SOE to clear or your PLACE or Praxis test results to apply to the
Stanley Teacher Preparation Program. Results from the CDE and testing facilities may take up
to 10-12 weeks. Please plan accordingly AND check on the status of your application with
CDE on a regular basis:

Tours/Information Sessions
Stanley Teacher Preparation Program tours/information sessions are held twice a month;
applicants are highly encouraged to schedule a tour prior to the spring interviews. Please
contact Jessamyn Lockhart at 720-598-5035 or jlockhart@pebc.org to schedule a tour prior to
the spring interviews. Candidates who are chosen for an interview must be willing to visit
Stanley BPS at their own expense for interview dates in February or March.

Qualifications
Applicants must:
 Hold a bachelor’s degree from a regionally accredited institution of higher
education
 Demonstrate effective communication skills
 Attend a tour/information session to meet program staff and obtain program
information
 Some experience working with children is desirable but not required.
 Submit Stanley Teacher Preparation Program application
 Submit SOE/One-Year Alternative License application (you can
apply to the program while your CDE application is pending)
Selection
Final selection is based on a number of factors, including an interview, observation in the
classroom, written and verbal skills, potential contribution to the group experience, and
Statement of Eligibility (SOE) from the Colorado Department of Education. The Stanley

Colorado Department of Education Statement of Eligibility (SOE)/Alternative License

1. _____ A completed fingerprint card and processing fee must be submitted directly to the
Colorado Bureau of Investigation (CBI). See
http://www.cde.state.co.us/cdeprof/fingerprints.htm for more information. Your SOE cannot
be issued until your background check has been completed and the CDE has received
clearance from the CBI.
2. _____ For Elementary Education licensure: passing score on either the PLACE test
(Elementary Education test #01) or Praxis II test (Elementary Education test #5018); for Early
Childhood Education licensure: passing score on PLACE test (Early Childhood Education test
#02) or complete transcript review with the CDE. The content area in which you test will
determine your area of licensure.
3. _____ Official transcript(s) from the college(s) or university(s) where the coursework was
completed. CDE requires official transcripts from all institutions of higher education
attended showing bachelor’s degree and date conferred. An official transcript bears the seal
of the institution and the signature of the registrar. Official transcripts with the registrar’s seal

and stamped “Issued to the Student” are acceptable; photocopies are not. You should include
transcripts from those colleges from which transfer credit was accepted.
