F I F E C O U N C I L Environment and Development Committee 23rd February, 2004 Agenda Item No. ADOPTION OF FIFE MINERALS SUBJECT LOCAL PLAN 1.0 PURPOSE 1.1 Council procedures require the adoption of Local Plans to be undertaken through a resolution by the Environment and Development Committee. This report recommends that the Fife Minerals Subject Local Plan be so adopted. 2.0 BACKGROUND 2.1 The Fife Minerals Subject Local Plan has now passed through all the statutory procedures necessary for its formal adoption by the Council. Both Draft and Finalised Plans were published, a Reporter appointed by the Council considered all objections and the plan was subsequently modified in the light of his recommendations. At each stage of the process, extensive consultation exercises were carried out with local communities. The plan was approved by the Environment and Development Committee. 2.2 The Scottish Executive has now indicated that Scottish Ministers are satisfied that the Local Plan can now move forward to adoption. A resolution of this committee is now being sought to enable adoption to take place as soon as is practicable. Following the adoption advertisement, objectors may still make a legal challenge to the Court of Session within six weeks. The Plan would not be published until such challenges were resolved. 2.3 A copy of the Local Plan can be viewed in the various Members Lounges. 3.0 CONCLUSIONS 3.1 The Fife Minerals Subject Local Plan has undergone extensive public consultation and has been approved at all stages in the consultation process by the Environment and Development Committee. The next stage is to proceed with the formal adoption of the Plan for which Committee approval is now sought.
