On motion of Mr. Capella , seconded by Mr. Young , the following resolution was offered:

RESOLUTION NO. 110914

A resolution requesting the Jefferson Parish Legislative

Delegation and the Louisiana Congressional

Delegation to introduce, support and endeavor to have enacted legislation to establish State and Federal tax credits for expenses and costs incurred by residents of

Jefferson Parish and by residents of other Louisiana

Parishes that are vulnerable to tropical storms for the storm-proofing of their homes, including the purchase and installation of generators and storm shutters and the addition of flood-proofing.

WHEREAS , residents of many Louisiana coastal communities suffered devastating damages to their homes from wind and water in 2005 from Hurricanes

Katrina and Rita and in 2008 from Hurricanes Gustav and Ike; and

WHEREAS , much of these damages could have been avoided or greatly ameliorated if the homes in the storms’ paths had been storm-proofed using existing technology such as the installation of generators, storm shutters and floodproofing measures; and

WHEREAS , these storm-proofing measures, while they would be undeniably beneficial in assisting the rapid recovery of Louisiana communities following a major storm event, are prohibitively expensive for most homeowners; and

WHEREAS , the establishment of State and Federal tax credits for the expenses incurred by homeowners in such storm-proofing of their homes would encourage more wide-spread use of such measures, and would greatly enhance the St ate’s ability to reestablish it’s residential and economic base after a major storm event;

NOW, THEREFORE, BE IT RESOLVED by the Jefferson Parish Council of

Jefferson Parish, Louisiana, acting as governing authority of said Parish:

SECTION 1.

That this Council hereby requests the Jefferson Parish

Legislative Delegation and the Louisiana Congressional Delegation to introduce, support and endeavor to have enacted legislation to establish State and Federal tax credits for expenses and costs incurred by residents of Jefferson Parish and by residents of other Louisiana Parishes that are vulnerable to tropical storms for the storm-proofing of their homes, including the purchase and installation of generators and storm shutters and the addition of flood-proofing.

SECTION 2.

That the Parish Clerk is hereby requested and authorized to send a certified copy of this resolution to the members of the Jefferson Parish

Legislative Delegation and to the members of the United States Congressional

Delegation representing Louisiana.

The foregoing resolution having been submitted to a vote, the vote thereon was as follows:
