R6 supplement 7700-96-1, dated 07/10/1996 under 7722.04a provides criteria for determining who will approve the design. 7721.04b - Regional Foresters The Regional Staff Director for Engineering Activities must approve bridges, retaining walls and complex major culverts not utilizing approved Regional standard designs. 7721.04c - Forest Supervisors 1. The Forest Engineer will: a. Approve engineering reports for bridges, major culverts, arches, fords, trash racks, retaining structures and asphalt or cement treated pavements. b. Approve site plans for bridges, major culverts, arches and retaining structures. c. Approve designs for major culverts utilizing industry standard designs, retaining walls, log stringer bridges, utilizing regional standard designs and designs for trash racks and fords. For timber sale road construction and reconstruction, plans and specifications. Approval of Plans and Specifications 1. District Ranger The District Ranger makes the final approval of all road plans and specifications. The Ranger's signature certifies that proper interdisciplinary processes have taken place, there has been adequate input and review by specialists and the final design is coordinated with all resources. 2. The Engineer's signature certifies that the proper engineering processes have taken place, specifications selected will meet intended objectives and designs have received a technical review by a qualified person other than the designer. 3. Project Team Leader The Project Engineer must sign all plans. The Project Engineer's signature certifies that the design criteria have been met through proper selection and application of design elements and standards. The Project Engineer is also certifying the accuracy of the design calculations. Approval of Cost Estimates for Timber Sale Roads 1. Assistant Forest Engineer The Assistant Forest Engineer shall approve all cost estimates used in timber sale appraisals. The Engineer's signature certifies the costs are adequate for the work to be done. 2. Project Engineer The Project Engineer shall sign all cost estimates. The Project Engineer’s signature certifies the current costs are used, costs are adequate, quantities are adequate, all items have been included and calculations have been checked.
