Created, developed and managed all human resource programs, including hiring, discipline, benefits, training and general management control functions for the Center.

NASA Headquarters, Washington, DC

Program Manager, Office of Human Resources and Education (1995-1997)

Developed workforce strategies for managing declining budget. Projects included development of the agency’s full cost management system, designing standards for project staffing and managing the agency’s Organizational Change process.
