We are seeking new consultant colleagues to join our enthusiastic team of consultant radiologists. Subspecialty interests would be fostered and encouraged. We would particularly value candidates with expertise in musculoskeletal and head and neck imaging. Flexible working/extended hours would be considered if desired. Remote access is utilised for on call scans with the current rota being 1:11. Overnight CT on call has been outsourced to a teleradiology company The departments utilise Carestream PACS, 2 modern MRI scanners, 3 multi-slice CT scanners, a gamma camera, 6 ultrasound rooms, angiographic room and 3 fluoroscopy rooms.. ENTER CRITERIA FOR POST. You should be trained in diagnostic radiology and will have spent at least 5 years in approved posts/ programmes to achieve CCT or equivalent. Applicants must have full registration with the General Medical Council and a licence to practice medicine in the UK. Those trained in the UK should have evidence of higher specialist training leading to CCT or eligibility for specialist registration (CESR) or be within 6 months of confirmed entry from date of Interview. Community Medicine The primary task of the Department of Community Medicine is the analysis of problems of health and health care in Fife and the planning of measures to promote health, prevent illhealth and provide health care. The aim of the department is the maintenance and improvement of the health of the community. Community Medicine Specialists advise the Director of Public Health on specified clinical areas including Acute Services, Mental Health, Care of the Elderly, Physical Handicap, Child Health, Well-Woman & Family Planning, Communicable Disease Control, and Environmental Health. Health Education The Department of Health Education supports all health educators in the community, including medical staff, and runs the Board’s Resource Centre and Library. CHPs The Department of Primary Care is responsible for administration of all Primary Care Services. This is a devolved service to three Community Health Partnerships (CHPs) delivering Primary Care Services. Community Health Partnerships will seek to bridge the divide between primary and secondary care and between health and social care. By devolving resources and decision making to frontline staff this enables health and social care professionals to look at the whole picture of care from a patient’s point of view. This is essential for achieving shifts in the balance of care and for developing new models of care that meet patients’ needs. The three CHPs operating within NHS Fife are: Kirkcaldy & Levenmouth Community Health Partnership Glenrothes & North East Fife Community Health Partnership Dunfermline & West Fife Community Health Partnership -5- PROVIDERS OF HEALTH CARE IN FIFE Health care in Fife is provided by one Division and three CHPs:Acute Services Division Community Healthcare Partnerships Acute services for Fife Community services for Fife Postgraduate Medical Education There is a Fife Area Postgraduate Medical Education Committee with an Associate Director of Medical Education, Professor Morwenna Wood, in post. There are two Foundation Tutors, Dr S Mowbray and Mr A Ballantyne. Postgraduate Medical Centres are located at Victoria Hospital, Kirkcaldy and Queen Margaret Hospital, Dunfermline; both offer study and library facilities. There is an extensive programme of postgraduate courses, lectures and clinical meetings. Further library facilities are provided in other hospitals and there is ready access to library facilities and postgraduate activities in Edinburgh. Many units maintain links with the University of Edinburgh and are involved in the Rotations Training Schemes at Edinburgh University, Vocational Training Scheme for General Practitioners and Rotational Training Scheme for Specialist Registrars (with NHS Lothian University Hospitals). Undergraduate Medical Education Fife has an ongoing Undergraduate Medical Education Programme in partnership with the Universities of Edinburgh and Dundee. Approximately 600 medical students attend for clinical attachment, in various specialties, throughout the academic year. Short clinical attachments and site visits in medicine, including elderly medicine, surgery, paediatrics and obstetrics are also organised for medical students from the University of St Andrews. Kirkcaldy and Levenmouth Community Attachment Scheme (KLCAS) will bring 160 medical undergraduate students to the Randolph Wemyss Memorial Hospital from the University of St Andrews. HOSPITALS The area Fife Hospitals serve a population of approximately 380,000. District General Hospital Services are provided at Dunfermline (Queen Margaret Hospital) and Kirkcaldy (Victoria Hospital). All acute inpatient services are provided on one site, the Victoria Hospital in Kirkcaldy. Queen Margaret Hospital, (QMH), is a dedicated Day Surgery and ambulatory care centre (diagnostic and treatment centre), along with day hospital, in-patient rehabilitation, intermediate care and continuing care beds. The nearest teaching hospitals -6- providing regional services are in Edinburgh (Western General Hospital and Royal Infirmary) and Dundee (Ninewells Hospital). Victoria Hospital Victoria Hospital (VHK) is a large fully equipped District General Hospital with a major new build which opened in January 2012. The hospital has approximately 600 beds and provides a full range of general hospital services to the residents of Fife. There is a critical care area consisting of an Intensive Care Unit and both Medical and Surgical High Dependency Units. Fully equipped endoscopy rooms operate throughout the week. The hospital includes the regional Obstetric Unit for the whole of Fife with a small midwife led unit at QMH. In addition to general radiology there are facilities for digital screening, ultrasound, radioisotope scanning and DEXA scanning. Specialist Vascular Interventional Radiologists for nephrostomies, angiography and embolisation are available. Modern multislice CT and 1.5T MRI scanners are on both sites. 2 128 slice CT scanners recently installed in Kirkcaldy. -7- d) Radiotherapy/Oncology Oncology services are provided from the Western General Hospital, Edinburgh. Clinical Oncologists with special interests in most cancers hold large outpatient clinics each week. e) Theatres There are 8 main theatre suites within the new build, including a dedicated fully staffed 24 hour emergency theatre. f) Library As part of a well-equipped medical education centre. g) Regional Laboratory Service The Fife Regional Laboratory is on site. The department provides a comprehensive service in haematology, immunology, histopathology, cytology, microbiology and clinical chemistry on a Fife-wide basis. The Microbiology Department provides an overall microbiological surveillance system throughout the region. Queen Margaret Hospital The hospital is now a fully equipped ambulatory and day care centre providing day surgery services for the whole of Fife. A full range of out-patient clinics are provided for the residents of West Fife. There are two fully equipped endoscopy rooms. There is also radiology support for ERCPs. In addition there are a range of elderly medicine services including a 30 place day hospital (supporting rapid community assessment, specialist clinics, early supported discharge and rehabilitation), a 60 bed assessment and rehabilitation unit, and continuing care beds. Specialties provided within the hospital (a) In-Patients Elderly medicine – rehabilitation including orthopaedic and stroke (b) Out-Patients The full range of out-patient clinics is provided (c) Radiology -8- There is a full range of radiology services available, including a spiral 64 slice CT scanner and an MRI suite opened in 2008. Mammography, fluorscopy and ultrasound scanning are also on site. (d) Library As part of a well-equipped medical education centre. St. Andrews Community Hospital This local hospital provides rehabilitation, transitional and long term care beds and outpatient facilities for North East Fife. Clinics provided are: Urology Orthopaedics ENT Respiratory Medicine Parkinson’s Disease General Surgery Gynaecology Gastroenterology Cardiology Geriatric Medicine A theatre and recovery area is available for Endoscopy and Local Anaesthetics only. Adamson Hospital, Cupar This small friendly local hospital provides a range of surgical outpatient and day care services, as well as community GP and NHS long term care beds. St Andrews Community Hospital and Adamson Hospital have an outpatient dermatology service provided by NHS Tayside. The hospital is currently undergone renovation and the new build has better inpatient and diagnostic facilities. Cameron Hospital, near Windygates, Leven This hospital is situated at Windygates, approximately 5 miles from VHK. The Sir George Sharp Unit houses the Fife Rehabilitation Service, which provides specialist rehabilitation for under 65s. There is a 12-bedded stroke rehabilitation unit, along with beds for both elderly general rehabilitation and interim care. Other Hospitals Other hospitals include Stratheden Hospital, near Cupar and Whyteman’s Brae Hospital, Kirkcaldy, which provide mental health services. Randolph Wemyss Memorial Hospital provides day hospital facilities, as well as community based rehabilitation and 16 NHS long term beds. These hospitals are 12 miles apart and easily reached by car via the A92. Both hospitals are within walking distance from train stations with onward connections to Edinburgh and beyond. These are new and replacement posts funded through new investment into the radiology service by NHS Fife. You will have a strong background in general cross-sectional imaging although opportunities exist to develop, or continue with the practice of, a wide range of sub-specialist interests. All subspecialty interests would be considered, but we would particularly value expertise in musculoskeletal and head and neck imaging. Support Facilities (Offices/Secretary): Office accommodation will be provided on both sites. You will have access to typists for reports although VR is currently being introduced to the department. You will have support from departmental personal assistants on both sites as well as by the PACS teams. DUTIES AND RESPONSIBILITIES a) Clinical You will provide radiological interpretations for CT, MRI, ultrasound and plain film examinations. Opportunities exist for fluoroscopy and some interventional radiology if desired. Core “general work” is shared by all radiologists but you will have the opportunity to develop your sub-specialist interests in a number of clinical areas. These include, but are not limited to paediatric, breast, head and neck, musculoskeletal, nuclear medicine, GI, GU and chest imaging. We have excellent relationships with our medical staff in Fife and you will also liaise with them on your duty session in regards to discussing cases/ arranging examinations. You will be encouraged to attend and support some of the wide variety of MDT meetings according to your clinical interests. b) Managerial You will be expected to work with local managers and professional colleagues in the efficient running of services and will share with consultant colleagues in the medical contribution to management. c) Clinical Audit, Data management and Clinical Governance Clinical audit is important, both in regard to quality improvement of the department and personal revalidation, and as such you will be encouraged to contribute to the audit and clinical governance activities within the department. - 12 - d) Leave Annual leave entitlement is as laid out under terms & conditions of the new consultant contract. Leave entitlement will be calculated on a pro rata basis for those working part-time. e) Research Opportunities for research exist internally; in addition there are possibilities to cultivate research links with the University of St Andrews. f) Teaching We are part of the South East Scotland Radiology rotation and regularly have radiology trainees joining us from there. We also enjoy teaching students from the Universities of Edinburgh, Dundee and St Andrews on a weekly basis, as well as junior medical staff based in Fife. You will be encouraged to play an active role in teaching all these groups. g) Continuous professional development You will be entitled to 10 days of study leave per year to allow you to fulfill your CPD needs as outlined by the Royal College of Radiologists. - 13 - WORK PROGRAMME The work programme attached to this job plan is detailed in Appendix A. Job Plan Review The Job Plan included is indicative and still to be finalised. In particular, you may be asked to consider extra programmed activities of direct clinical care. The level of participation in on-call will be agreed at job planning and appropriate PAs agreed (either as extra programmed activities or in exchange for other DCC activity). Cover for Consultant Colleagues Annual/Study Leave - You will be required to provide emergency cover for consultant colleagues during absence on annual or study leave. If for any reason such deputising is not practicable, the Operational Division of NHS Fife undertakes to authorise immediate consultant locum cover. GENERAL PROVISIONS You will be expected to work with local managers and professional colleagues in the efficient running of services and will share with Consultant colleagues in the medical contribution to management. We have now outsourced on call CT to an external company between 10 pm and 7 am Monday – Friday and 8 pm to 8 am Saturday and Sunday. There is a secure network to allow reporting of on call scans from home. Out of hours interventional radiology is performed in Ninewells Hospital, Dundee. Although a split of 9:1 between direct clinical care PAs and supporting professional activities is now the advertised standard for all new consultant job plans within NHS Fife; we continue to support an 8:2 split, provided this can be justified by SPA commitments. - 16 - TERMS AND CONDITIONS OF SERVICE The conditions of service are those laid down and amended from time to time by the Hospital and Medical & Dental Whitley Council. TYPE OF CONTRACT Permanent GRADE AND SALARY Consultant £ 76,001 £ 102,465 per annum (pro rata) New Entrants to the NHS will normally commence on the minimum point of the salary scale, (dependent on qualifications and experience). Salary is paid monthly by Bank Credit Transfer. HOURS OF DUTY Full Time 40.00 SUPERANNUATION You have the option to join the NHS Superannuation Scheme, to participate in the State Earnings Related Pension Scheme or to take out a Personal Pension. Employee’s contributions to the NHS Scheme are Tiered based on your earnings and the employers contribution equates to 13.5 % of salary.
