MODEL OF THE PERMANENT COUNCIL FOR OAS INTERNS (MOAS/PC) JOB DESCRIPTION FOR THE MOAS/PC SECRETARY GENERAL The MOAS Secretary General performs an advisory function during the MOAS/PC, by suggesting initiatives, or informing about any activity being already implemented in relation to the topics of the agenda. She/he may advise delegates and/or the Chairs, on procedural issues and bring to the attention of the MOAS Coordination any issue that may arise during the preparatory stages of the MOAS/PC. RESPONSIBILITIES 1. Participates with voice but without vote in the deliberations of the Model OAS General Assembly. 2. Participates in an advisory capacity during the MOAS/PC. 3. Brings to the attention of the MOAS Team any issue worth of praise, concern or awareness that may take place during the MOAS/PC, as well as any suggestions for improvement of the proceedings. Constant communication and coordination with the Chairs and MOAS Team are essential. 4. Ensures the adequate development of the Model, by overseeing, in collaboration with the Chairs, the work of delegates, exhorting interns to conduct their work in accordance with the Modus Operandi, the topics of the agenda, and reminding delegates to stay within the policies and interests of the countries represented. 5. Provides advice in relation to the application of the MOAS/PC Modus Operandi. If there is an issue with regards to the interpretation of the MOAS/PC Modus Operandi, before the MOAS, it must be brought to the attention of the MOAS Coordination staff. During the MOAS/PC, the final decision is made by the MOAS/PC Chairs. 6. Submits a Report during the Closing Session of the MOAS/PC, on the activities of the MOAS/PC including an overview of the work of the Committees, as well as about any challenge encountered during his/her term as MOAS/PC Secretary General, and possible solution. ABILITIES AND SKILLS 1. Ability to establish good working relationship with the MOAS authorities and the delegates. 2. Strong public speaking skills: Excellent command of spoken English. 3. Capability to advise interns and MOAS authorities on the application of the MOAS Rules of Procedure. 4. Ability to summarize ideas and present them in his/her final report. 5. Keep a diplomatic posture and promote negotiation throughout the sessions. 1
