Guidance Notes for Completion of Qualification Questionnaire
1.0 Questionnaire Purpose
1.1 Angus Housing Association wish to procure a contract for the proposed Improvements to 30
properties in Condor Crescent, Montrose. The purpose of this questionnaire is to allow the
Association to identify a number of suitably qualified and experienced contractors who will be
invited to tender for the Contract.
1.2 Inclusion in the PQQ process implies no guarantee of selection or inclusion in the final tender
process
2.0 Basis of tenders
2.1 The contract period shall be from around March – May 2015
2.2 Suitably qualified contractors are required to complete and submit a PQQ together with all
other relevant information required by the questionnaire to support their bid.
3.0 Description of works
3.1 The contract comprises the replacement of kitchens, boilers and radiators. The Tender
Documents and tender drawings will provide more detail.
3.2 The contract has an estimated value of £190,400, (excluding VAT) and will be based on
Traditional form of Contract.
3.3 The association will shortlist contractors to tender based on the information submitted through
the PQQ process (see 2.2 above).
4.0 PQQ evaluation
4.1 The purpose of this questionnaire is to allow us to identify suitably qualified and experienced
contractors who will be invited to tender for the works. Contractors will be assessed against key
criteria which are set out in section 7.

4.3 Questionnaire Responses
Questionnaires will be available for downloading from the Association’s website –

Completed questionnaires must be submitted electronically, to Angus Housing
Association, for the attention of Ron McArthur, Asset Manager at admin@aha.org.uk

Candidates are advised that their responses may be reproduced and that no further indication or
request prior to publication will be made.
Only information provided as a direct response to the questionnaire will be evaluated.
Candidates should respond to the questionnaire on the basis that the Association has no
prior knowledge of their organisation. Information and detail which forms part of general
company literature or promotional brochures etc. will not form part of the evaluation process.
Marketing material should not be included
Supplementary documentation may be attached to the questionnaire where applicants have been
directed to do so. Such material must be clearly marked with the name of the organisation and
the question to which it relates. All questions must be answered.
Where necessary, we may request clarification of answers provided or ask for additional
information.
The response should be submitted by an individual of the organisation or company who has
authority to answer on behalf of that organisation or company.
Candidates should be aware that erroneous or incorrect responses may result in exclusion from
the selection process. In the event that errors are discovered after invitations to tender have been
issued the candidate may be required to return tender documents which will be deemed void. In
the case where the error or misrepresentation is not discovered until after the contract is
awarded, the Authority reserves the right to determine the contract and all costs incurred by us as
a result of the determination shall be recoverable from the provider under the contract.
NOTE: In respect of an expression of interest which includes sub-contractors, the lead
organisation should complete the questionnaire. We may request further information from the
lead organisation should it be deemed necessary for evaluation purposes.

6.0
OVERVIEW OF THE REQUIREMENT
6.1
Angus Housing Association Ltd is a charity registered in Scotland and a
registered social landlord that provides quality affordable accommodation for people in
housing need.
6.2
Value of work - approximately £190,400
6.3
Period of contract – approximately 12 calendar weeks
7.0 QUESTIONNAIRE SELECTION CRITERIA
7.1 Questionnaires will in the first instance be reviewed for completeness and a
satisfactory response to the Business Probity (Part C), Financial Status (Part B), and
then General Company Details (Part A questions).
Candidates who fail to answer all of the questions and submit all of the required
information will, save in the case where the right of the Partner Housing Associations
to call for further information has been reserved, will be excluded.
Candidates who fail to provide a satisfactory response to the business probity (part C)
questions will be excluded in accordance with Regulation 23 of the Public Contracts
(Scotland) Regulations 2006.
The responses to the Financial Status (part B) questions will be assessed on a
pass/fail basis to ensure that suitably qualified and experienced candidates have the
financial standing to perform the contract(s). Candidates who fail will be excluded.
Then the remaining candidates service operation capacity and quality of service will
be assessed based on part D candidates will be ranked according to the scores
achieved.
In the ranking of candidates, the Associations will apply a scoring and assessment
methodology in which responses to the PQQ questions will be ranked according to a
pre agreed scoring system on a 0-10 scale. The scores for the questions within each
section will then be multiplied by the weighting factor assigned to each question of
group of questions on the basis of its relative importance. The weighted scores for
each question will then be added together to give a total weighted score for the PQQ
response

While Angus Housing Association reserves the right not to invite any candidates to tender. If we
do so, we will invite at least the top 5 ranked candidates (who reach the minimum total weighted
score) to tender. The minimum weighted score is 75%.
The contract will be let using SBC Standard building contract with quantities 2011. Full details of
which will be provided to those invited to tender.
