Program Overview
The Leadership Fellows Program is designed to build on the knowledge, skills, and abilities of
practicing* and accomplished* leaders in the Howard County Public School System who promote
success for all students.
Leadership Fellows is a standards-based program designed to:
 Enhance critical leadership skills outlined in the NASSP 21st Century Skills for School
Leaders,
 Increase the leadership capacity of highly-qualified school and central office leaders,
 Create and sustain a professional learning community between and among schools and
offices, and
 Develop research-based applications to meet school and/or system challenges.
The Leadership Fellows Program is limited to 30 practicing and accomplished leaders in the
Division of Instruction who have successfully demonstrated:
 Leadership in the field of education,
 A commitment to their own learning as well as the learning of others,
 The ability to eagerly commit to an intensive program of Leadership Development, and
 A strong motivation to fully engage in all leadership learning opportunities and to take
full advantage of the opportunities and challenges offered throughout the Leadership
Fellows Program.
Those accepted in to the Leadership Fellows Program must commit the time necessary to
complete all requirements, including:
 A minimum of 10 full-day academies from September 2011 to June 2012 (dates TBA),
 Individual Professional Coaching two times a month,
 On-line learning,
 Special simulations and assessments, and
 Develop a research-based project to meet a school and/or system challenge.
Qualifications
Applicants must meet all of the following qualifications to be considered.
The Leadership Fellows Program is open to current Principals, Assistant Principals,
Coordinators, Facilitators, Instructional Facilitators, Specialists, and Resource Teachers within
the Division of Instruction who have successfully served as a leader in the field of education.
Applicants must complete the application (attached to the email) and be highly recommended
by both their Director and the leader to whom they currently report.

Application Process
Please follow the application instructions carefully as incomplete applications may not be
considered. The following documents must be received in the Office of Professional and
Organizational Development by the closing date (July 1, 2011):
 Cover Letter describing your interest in the Leadership Fellows Program, including:
o What you hope to gain both personally and professionally,
o The gifts as a leader that you will bring to the program
 Professional Résumé, which must include:
o A complete listing of employment locations (including school names)
o Dates of employment
o A listing of all relevant leadership experiences
 Fully Completed Application Form (attached)
 Two Reference Forms from Director and current Supervisor (use attached forms)
Definitions
Leader - A leader is an individual (or, rarely, a set of individuals) who significantly affects the thoughts,
feelings, and/or behaviors of a significant number of individuals.
Leadership – Leadership is the process of influencing people while operating to meet organizational
requirements and improving the organization through change.
Practicing Leaders – The practicing leader directs and guides staff and stakeholders in all areas of the HCPSS
Leadership Standards and Skills.
Accomplished Leaders – The accomplished leader focuses on challenges in all areas of the HCPSS Leadership
Standards and Skills, or vertical development for a future position.
