Brief Project Description: Nature of project, area, who will implement it, how the need has been evidenced, what it aims to achieve and the proposed timetable for implementation. The project is based at Tyne Riverside Country Park in Newburn in the Outer West of the City. It is a joint scheme led by Newburn Riverside Recreation Association (NRRA) – a registered charity and Newcastle City Council Leisure Services. The NRRA operate the Newburn Leisure Centre and are also licensed operators for waterbased activities on the River Tyne site at Newburn. The City of Newcastle Outdoor Education Services (CNOES) also provide a range of outdoor activities and need a suitable base from which to operate. One of the most serious obstacles to providing a coordinated range of complementary indoor and outdoor activities is the lack of availability of specific facilities which are easily accessible, integrated and managed on the same site. The Leisure centre is a key facility in the Outer West but cannot meet current demand due to facility limitations. CNOES are currently based in the City Centre with no on site access to water and other outdoor facilities. The project will improve and create facilities and opportunities for a wide range of user groups in Tyne Riverside Country Park. It will provide a new base for the City of Newcastle Outdoor Education Service (CNOES) and improve the layout of the existing Newburn Leisure Centre building to develop a range of integrated and modern facilities. Also within the scope of the project are the additional educational, environmental and informal recreational activities that take place in the Country Park. The main objective is to maximise the potential of this location in the Outer West by creating a multi activity environment which offers people a wide range of high quality opportunities to participate in physical activity – casual, organised or competitive – indoor, outdoor and adventurous. How will the project contribute to a cross thematic approach? How will the project contribute to a cross thematic approach The projects main aims are: To significantly increase levels of participation in sport and physical activity by all sectors of the community, in all age groups, in Newcastle. To provide opportunities for learning and social interaction To provide accessible, integrated and affordable opportunities for participation in a healthy lifestyle in an area of high need To develop effective partnerships to ensure the target population benefit, for example, through exercise referral and rehabilitation schemes. To encourage more people to participate in outdoor sport and recreational activities to promote physical and mental health and wellbeing. The Management Committee and members of the Association mainly comprise of residents from the local catchment. The progressive nature of the Association has always been supported and the additional of a new facility that will extend the scope of activities on offer is viewed positively. The range of organisations and individual users involved in consultation of the scheme and programming of the new facility is extensive and includes councillors, community co-ordinators and community groups in addition to: City of Newcastle Outdoor Education Service (CNOES). Which definition of mainstreaming will this project work towards and how? (see page 9 in the info booklet) The project will inpact to some extent on all five elements of mainstreaming. The project is a point scheme between Newburn Riverside Recreation Association, a registered charity and the City Council Leisure Service Department which incorporate facility management, the outdoor workers from Sports Development. The facility has been operating for over 20 years and has a proven track record of providing sport and leisure opportunities and facilities to local people. The proposal will modernise and enhance the facilities and provide additional educational, environmental and informal recreational activities in the Tyne Riverside Country Park. 10b. Describe the level of cross-partner working and collaboration? The Activity Centre project will maintain and foster new links which will add value to existing activities and projects both internally within the centre and externally in the West End and the City as a whole. As well as working with established groups and organisations there will be a strong emphasis on networking externally through community organisations, health organisations, school, youth agencies and groups and training agencies. This proposal is a joint scheme led by Newburn Riverside Recreation Association and Newcastle City Council Leisure Services. This partnership will be responsible for programming, coordination of facilities and staffing and will form a member of other partnerships with the groups identified above in section 9. CNOES already operate a wide and varied programme of outdoor adventurous activities but do not have a dedicated base in the City. The joining up of the service will help improve the management and co-ordination and delivery of outdoor activities. The Health and Fitness facilities will be programmed and managed to work with other health providers in the West of the City. It will provide support and guidance to Lemington Resource Centre and utilise the knowledge and experiences of other schemes such as the West End Resource Centre and West Gate Centre for Sport to develop programmes that tackle health inequalities. 11. How will the project contribute to the Thematic Floor targets?
