Copyright vs Freedom of Expression
Does copyright legislation breach our basic right to freedom of expression?
Robert Clark is Associate Professor in the Law Faculty of UCD. He is Chair
of the Copyright Association of Ireland and Irish National Representative on
the Copyright Experts’ Group to the European Commission.

Public Lending Right
The current international PLR situation and the main approaches to PLR
prevalent in the 19 countries with PLR systems. The current EU situation
with special reference to implementation of the 1992 Lending Right Directive
and steps being taken by the Commission to promote wider implementation.
A working PLR system - the main features of the UK system (celebrating its
25th anniversary this year) with emphasis on the benefits that can be
derived from PLR both by authors and libraries.
James Parker has been Registrar of PLR in the UK since 1991; prior to this
he worked for the Royal Commission on Historical Manuscripts where he
had responsibility for the National Register of Archives. As Registrar, Jim
has been involved in promoting closer links between national PLR systems,
hosting first international PLR conference in UK in 1995. He is also coordinator of the International PLR Network which runs training seminars for
countries interested in setting up PLR systems and a website with news of
latest developments etc (www.plrinternational.com).

The current situation relating to fair dealing and other issues in libraries.
Joseph Donnelly is currently Librarian in the Judges’ Library, serving the
judiciary and the staff of the Courts Service.

Database Rights and Recent Caselaw in national courts and the European
Court of Justice.
Sally Hinfey has a BCL Degree from University College Dublin and is
currently undertaking an LLM in UCD on Database Rights.

Internet and Online Publishing
Bart Daly is barrister and publisher and had wide experience in the
publishing, and legal publishing sector, in Ireland over a long number of
years, including as editor, contributor and publisher to many leading journals
and publishing houses in Ireland.
Paul Lambert (paul.lambert@merrionlegal.com) is an IP and IT lawyer with
MERRION LEGAL and advises on a wide range of technology related
issues. He frequently speaks at seminars in Ireland and abroad and
regularly contributes to professional and academic journals. One of his
particular areas of interest is “M-Legals” i.e. the legal issues surrounding
mobile and wireless services.
