1) Chief Engineer Jabalpur Zone, Bhagat Marg, Post Box No. 84, Jabalpur-482001, on behalf of
President of India invites applications from eligible enlisted Contractors of MES and enlisted/ unenlisted Contractors working with other Government Departments meeting eligibility criteria for
selection of Contractors for issue of tender of under mentioned work:

2) The Job involves complete project management form concept to completion including geo
technical survey, soil investigations, preparation detailed project reports, design and drawings, bill of
quantities, cost estimates, preparation of tenders and evaluation bids, quality control and assurance
program, checking of running accounts and final bills, supervision of work, project progress reporting
including electronic media etc for CONSTRUCTION OF ACCOMMODATION FOR OFFICERS
TRAINING ACADEMY (OTA) GAYA including connected services like; electric supply, water supply,
sewage disposal, drainage, road net work etc.
3) PREQUALIFICATION CRITERIA: The consultancy firm in addition to fulfilling the requirement as
per Para above must have the following also: a) Preferably in possession of a valid IOS certification.
b) Have technical staff strength of at least 20 qualified & dependable engineers on their muster
roll.

c)
Be a profit making company.
d) No consortium of companies will be allowed to submit the BID.
4) Please note that in the absence of adequate eligible applicants as per the laid down
prequalification the Accepting Officer reserves the right to modify the prequalification.
5) Following documents are mandatory & required to be submitted alongwith application: a) Name & status of the firm with details of establishment/ registration, constitution along with
attested copies of deeds/ article of association/ partner ship deed.
b) Name of bankers and full address of the bank giving solvency certificate indicating financial
capacity.
c)
Details of annual turnover/ financial strength/ carry forward losses, if any, enclosing copies of
audited balance sheets, profit/ loss statements for the last three years ending 31 st March
2010.
d) Organizational setup with details of technical staff.
e) List of projects completed for which project management consultancy services have been
rendered in the mane of applicant during last five years indicating name of the clients, name
of the projects, cost of projects, year of completion and performance reports.
f)
List of projects under execution indicating name of the clients, name of the projects, cost of
projects, year of completion, present percentage progress and performance reports
6) Application should be sent to HQ Chief Engineer Jabalpur Zone PB 84, Bhagat Marg, Jabalpur 482
001 (MP), either by post/ by hand so as to reach by 05 Feb 2011. The application should be
accompanied with cost of tender as mentioned in Para 1(g) above which shall be non refundable if
after scrutiny of the documents the applicant is selected for issue of the tender and a blank copy of
tender is issued to the firm. However, they shall not have any claim whatsoever on this account on
Government. The applicant firm shall not become automatically entitled for issue of the tender by
virtue of enclosing demand draft. Application not found with DD will not be entertained & summarily
rejected.
7) Application for CONSULTANCY FOR DETAILED ENGINEERING AND PROJECT MANAGEMENT
FOR PROVISION OF KLP ACCOMMODATION FOR EST OF OTA GAYA, supported with documents
should be submitted in a sealed envelope duly super scribed with the name of work. The application
will be received up-to 1500 hours on 05 February 2011.
8) Please note that the Accepting Officer reserves the right to reject any or all bids without
assigning any reasons whatsoever.
9) Invitation of application for issue of tender does not constitute any guarantee for issue of tender
to the applicant, even to contractors of appropriate class enlisted in the MES. Issue of tender will be
decided by the Accepting Officer based on interalia past track record, financial position and
experience of similar works executed by the applicant contractor. The Accepting Officer shall consider
applications received up to the due date of receipt of application for issue of tender. No appeal /
representation shall be entertained in respect of applications for issue of tenders received after the
due date of receipt of application / extended date of receipt of applications.
10) The applicant/contractor not considered eligible for issue of tender will be informed regarding
non-issue. The applicant contractor, if he so desires, may appeal to next higher engineer authority i.
e. HQ Chief Engineer Central Command, Lucknow with a copy to the Accepting Officer. The decision

of the next higher engineer authority shall be final and binding. Applicant contractor shall not be
entitled for any compensation what-so-ever due to rejection of his application.
11) Tenders will normally be issued only to those contractors who are on the MES list of approved
contractors and within whose tendering limit the amount of the proposed work lies. Tenders may also
be issued, at the discretion of the Accepting Officer, to registered contractors working with other
Government Department. The decision of accepting officer in this regard shall be final.
12) The contractor shall enclose a Demand Draft (DD)/ Bankers Cheque from any nationalized bank in
favour of Garrison Engineer mentioned above, towards the cost of blank tender form. The DD/
Bankers Cheque shall be non-refundable if the application for issue of tender form is accepted by the
accepting officer. However, it shall be returned to the applicant, in case the application is rejected.
The contractor shall bear the cost of Bank charges for procuring & encashing the Demand Draft etc.
& no claim whatsoever in this regard shall be entertained.
13) The applicant/contractor not considered eligible for issue of tender will be informed regarding
non-issue. The applicant contractor, if he so desires, may appeal to next higher engineer authority i.
e. HQ Chief Engineer Central Command, Lucknow with a copy to the Accepting Officer. The decision
of the next higher engineer authority shall be final and binding. Applicant contractor shall not be
entitled for any compensation what-so-ever due to rejection of his application.
14) Earnest Money shall be deposited alongwith the tender by the contractors who have not
executed any standing security with the MES.
15) The Accepting Officer reserves his right to accept a tender submitted by public undertaking,
giving price preference over other tender(s) which may be lower as are admissible under the
Government policy. No claim for any compensation or otherwise shall be admissible from such
tenderers whose tenders may be rejected on account of said policy.

16) Application not accompanied by requisite value DD/Bankers Cheque towards tender cost shall not
be considered for issue of tender.
