A new Chapter 652 14 (Floodplain Management Ordinance), Ordinance Code is created, to 15 read as follows: 16 CHAPTER 652. Floodplain Management Ordinance 17 PART 1. GENERAL 18 Sec. 652.101. Considerations for issuance of variances. 3 In reviewing requests for variances, the SSPAC shall consider all 4 technical evaluations, all relevant factors, all other applicable 5 provisions of the Florida Building Code, this ordinance, and the 6 following: 7 8 9 10 11 (a) The danger that materials and debris may be swept onto other lands resulting in further injury or damage; (b) The danger to life and property due to flooding or erosion damage; (c) The susceptibility of the proposed development, including 12 contents, to flood damage and the effect of such damage on 13 current and future owners; 14 15 16 (d) The importance of the services provided by the proposed development to the community; (e) The availability of alternate locations for the proposed 17 development that are subject to lower risk of flooding or 18 erosion; 19 20 21 (f) The compatibility of the proposed development with existing and anticipated development; (g) The relationship of the proposed development to the 22 comprehensive plan and floodplain management program for the 23 area; 24 25 26 (h) The safety of access to the property in times of flooding for ordinary and emergency vehicles; (i) The expected heights, velocity, duration, rate of rise 27 and debris and sediment transport of the floodwaters and the 28 effects of wave action, if applicable, expected at the site; 29 and 30 31 (j) The costs of providing governmental services during and after flood conditions including maintenance and repair of - 27 - 1 public utilities and facilities such as sewer, gas, electrical 2 and water systems, streets and bridges. 3 Sec. 652.708.
