State Mandated Program – Chapter 89 Law
Bilingual and ESL funds are generated by an additional 10% of the ADA
for each student placed and served by these programs.
Overview:

Bilingual Education (BE) and English as a Second Language (ESL) are state mandated
programs aimed at addressing the linguistic, cognitive and affective needs of all limited
English proficient (LEP) students.

Bilingual Education uses the English and Spanish languages for instruction in the following
elementary schools: Reagan and San Jacinto.

Students from the remaining eighteen elementary campuses who wish to participate in
Bilingual Education are issued a transfer to one of the above named schools for the duration
of the school year. The school district busses these children from their home campus to
Reagan or San Jacinto and back, at no cost to the parents.

Reagan Elementary School receives transfers from the following schools: Alta Loma,
Austin, Blackshear, Bonham, Bradford, Day, Fannin, Goliad and McGill.

San Jacinto Elementary School receives transfers from the remaining elementary campuses:
Belaire, Bowie, Crockett, Fort Concho, Glenmore, Holiman, Rio Vista, Santa Rita and
Travis.

ESL services are offered to all LEP students in the district without consideration to their
primary language. Elementary, junior high and high school ESL students receive ESL
services at their assigned campuses.

Goals with Benchmarks:
Comply with all components of Chapter 89:
Identify all LEP students, place them in the appropriate BE or ESL programs, conduct all LPAC
meetings within four weeks of the student’s enrollment in school, anywhere in the District, staff
development and training to all appropriate campus personnel and LPAC committee members,
parent involvement requirements, curriculum and state adopted materials in English and Spanish,
budget requirements and expenditures.

technical assistance to campus personnel on all matters dealing with LEP students:
- approximately 60 campus visits have been conducted

purchase and implement A+LS (Advanced Learning Systems) software program for:
reading, language arts, spelling, writing, math, science and social studies for 6 elementary
campuses by combining Bilingual and Migrant funds.
– The 6 campuses selected are: Reagan, San Jacinto, Day, Bradford, Ft. Concho
and Rio Vista.
– These campuses will pilot the program during Spring 2002 and the other
elementary campuses will receive the software in the next couple of years.
– This plan will continue the vertical alignment objective that the district has started
to implement.
– A+LS is currently being used at the junior high school level with funding from
the Ninth Grade Initiative Grant.


“Grow Your Own” Program to enable District teachers to acquire their BE and/or ESL
endorsement.
This program was commended by the August 2001 Texas School Performance Review
Report, page 106. Educational Service Delivery Chapter, pages 104-106:
FINDING
SAISD has encouraged the recruitment of certified bilingual and ESL teachers
by providing academic and financial support for its classroom teachers who
wish to pursue certification or endorsement. The district sponsors study
sessions and provides a one time $250 stipend when teachers receive their
certification. Since the program’s inception in 1995, 330 teachers have
participated in these EXCET study sessions and have received their
Bilingual/ESL certification endorsement (Exhibit 2-32). Teachers who are
already certified in another academic area may receive an endorsement in
Bilingual/ESL education. All program participants must pass an Examination
for Certification of Educators in Texas (EXCET) in Bilingual/ESL education
to receive certification or endorsement.

COMMENDATION
SAISD’s incentives for teachers who seek either bilingual or English as a
Second Language (ESL) certification have helped provide the district with
a large pool of qualified teachers to work with bilingual and ESL students.

Campus visits and on-site technical assistance to all counselors while reviewing student
folders to insure compliance with Chapter 89 guidelines regarding identification and
placement of LEP students in the appropriate programs:
- approximately 60 campus visits have been conducted

Bilingual and ESL Programs drop-out information:
- The Public Education Information Management System (PEIMS) reports indicate that
out of 130 total drop-outs in the district, 6 are ESL students.
- There are currently 489 ESL students enrolled in the district in grades Pre-K through 12.
The drop-out percent = 0.012%
