Box 160 135 2nd Street 509-243-2074 Asotin, WA 99402 Fax 509-243-2003 ASOTIN COUNTY REGIONAL STORMWATER PROGRAM REQUEST FOR PROPOSALS (RFP) TO DEVELOP AN EROSION PREVENTION AND SEDIMENT CONTROL FIELD GUIDE The Asotin County Regional Stormwater Program (RSP) has received a grant from Department of Ecology to develop a field guide to assist Phase II Stormwater Permittees, contractors, developers, inspectors, and other parties implementing the requirements of state and local stormwater construction permits. The field guide will be based on requirements in the Stormwater Manual for Eastern Washington (Stormwater Manual), the Eastern Washington Phase II Stormwater Permit (Phase II Permit), Appendix A of the Phase II Permit (Appendix A) and the Ecology Construction Stormwater Permit (Construction Permit). The field guide will be developed with the help of an advisory group consisting primarily of Phase II Permittees and Ecology staff. Project Goals Develop a construction field guide that is transferrable regionally and that is accepted, used and promoted by Eastern Washington Phase II Permittees. The field guide should provide easy to understand guidance for choosing, installing and maintaining erosion and sediment control best management practices (BMPs). Qualifications The successful candidate will be able to: Describe your knowledge and experience working with: • Eastern Washington Phase II Stormwater Permit • Appendix A of Phase II Permit • Stormwater Manual for Eastern Washington • Ecology Construction Stormwater Permit Describe your experience convening and managing an advisory group. Describe your experience meeting deadlines and developing a final product from input received from many sources including advisory groups, technical manuals and your own expertise. Serving: Asotin County City of Asotin City of Clarkston Project Deliverables The following deliverables must be considered when developing your proposal. Convene advisory group composed primarily of Eastern WA Phase II Permittees and Department of Ecology staff. • Contact potential advisory group members. • Schedule up to three meetings. • Set up meetings in central location to advisory group members. • Coordinate distribution of information and meeting materials. • Record minutes and document action associated with each meeting. • Provide digital files of all materials to RSP. Develop drafts and final version of Eastern WA Erosion Prevention and Sediment Control Field Guide. • Evaluate the Kentucky Field Guide and compare to the Eastern WA Stormwater Manual. The Kentucky Field Guide will be provided by RSP. • Develop recommendations for chapters to be included in the field guide. • Draft chapters for field guide based on technical review and advisory group recommendations. • Provide digital files of final field guide. Phase II Permittees will add information from their local construction permit requirements. Consultant Selection Consultant selection will be based on evaluation of the proposal. Selection criteria will include, but not necessarily be limited to, key personnel (and their related experience/qualifications) who will be directly involved with the project and project team; knowledge of Phase II Permit requirements, Appendix A, Stormwater Manual and Construction Permit; project approach; ability to execute and deliver the project on schedule; proposal quality; and any other factors Asotin County Regional Stormwater Program considers significant to be in the best interest of the program. The Regional Stormwater Program may request consultant interviews from short-listed firms as part of the evaluation. Proposals shall be limited to 15 pages, including resumes.
