CityWest Homes Funding Grant Procedure, Terms & Conditions Application The community chest and aerial funds are not to be used as a revenue grant for ongoing projects. The aim of the grants are to enable as many different groups to benefit from community funds. Therefore, if your group has received funding in the past it may not be successful for a second time. Purpose of the Community Chest and aerial funding 6. Following the vote; the AMC Company Secretarial Assistant on behalf of the AMC will inform the applicant in writing whether their application has been successful. 7. If the application is successful and the applicant is a recognised Residents Association or other recognised Community Group, the Association or Group will need to provide the funds upfront and submit an invoice to the AMC Company Secretarial Assistant within one month of the Event or Project, for reimbursement. 8. If the successful applicant is not a recognised Residents Association or Community Group and does not have sufficient access to funds, the AMC will consider providing all of the requested funds up front to enable the Event or Project to take place. Applicants are required to send supporting documentation in the form of receipts to the AMC Company Secretarial Assistant within one month of the expenditure to show that the funds have been utilised as approved and pay back any surplus unspent. In the event that an applicant refuses or is unable to pay back any surplus within a reasonable time, CWH reserves the right to take action to recover these sums and the applicant may be banned from requesting any CWH or Council funding in the future. 9. Successful applicants will also be required to produce a brief report following the Event/Project, as well as receipts for all monies spent, within one month of the expenditure. Applicants will be sent a template report to complete. Once completed, the report and receipts should be sent to the AMC Company Secretarial Assistant. If the applicant requires administrative assistance in completing the report, they should contact the Residents Relations Team who will provide help to complete. To enhance the quality of life for residents and those visiting our estates. To promote positive relationships between the AMC’s and the areas they are responsible for. To fund events, environmental improvement and other projects in the areas AMCs are responsible for. Who can apply? Any individual CWH resident - assistance to fill in form or obtain quotes from suppliers will be provided by a member of the Resident Relations Team if required. Any group of local CWH residents - priority will be given to those groups that are recognised – for example, Residents’ Associations, Community Groups and other with a constitution that predominantly service our residents. TMOs- may apply for funding however, they can not apply for anything that the TMO is already obliged to provide under its management agreement with the Council. Elected and co-opted members of the AMC are excluded from making an application. However, if an AMC member is also a member of a Residents’ Association or Community Group, this does not preclude such groups from making applications, as long as the application is completed and signed by a different member of the group. The AMC member must excuse themselves from voting on that particular application. Although CityWest Homes (CWH) staff may assist residents in completing an application form from an administrative point of view, the application must be instigated by the resident. The Community Chest fund should only be used for ‘Events’ or changes/improvements to communal areas (‘Projects’), where estate teams or CWH do not have access to other funds. The Aerial Fund should be used for events or public space changes, where estate teams or CWH has no access to other funds. Procedure, Terms & Conditions 1. The grant application form should be completed by the applicant group and sent to the Resident Relations team. If the applicant requires assistance with completing the form, they should contact the Resident Relations team who will provide help to fill in the form if needed (contact details below). 2. Applications must be made no later than two calendar months prior to the date that the Event is to take place or Project is to commence, in order to allow sufficient time for processing. Applications received within one month of the required date will be processed and considered at the sole discretion of the AMC. The Event or Project applied for must be held or delivered in the same financial year that the application is made. If the Event Project is not held or delivered in the financial year the applicant will be required to return all grant monies awarded to CWH within a reasonable time. CWH reserves the right to take action to recover these sums and the applicant may be banned from requesting any CWH or Council funding in the future. 3. All sections on the form should be completed and signed by the applicant to confirm acceptance of these terms and conditions. 4. All applications must be accompanied by a minimum of two quotes, or prices from a retailer or supplier to support the amount requested. 5. The applications will be evaluated by the Resident Relations team and AMC Company Secretarial Assistant to ensure that all applications comply with these procedural requirements and will then be circulated to the AMC to vote. 10. Successful applicants may be required to become involved in further publicity, which might include but is not limited to, entry of their name and details of the Event or Project in CWH publications and website. 11. The Community Chest is intended to benefit as many residents as possible therefore the AMC will seek to avoid giving more than one grant per group or applicant within the same financial year. Also the community chest is a one off grant and will not fund on-going projects/events made by the same applicants. 12. The AMC’s decision to award funding is final. The AMC may at its discretion advise the applicant the reasons why the application has not been successful to assist with further or revised applications but is not obliged to enter into further correspondence on the matter. An application that is unsuccessful at one meeting may be resubmitted at a later date to the AMC although this does not guarantee that the application will be successful if subsequently re-submitted. 13. CWH cannot guarantee the performance of any third party or product and shall not be liable for any act or default by a third party engaged by the applicants to perform any services or provide products paid for from the Community Chest or aerial fund. CWH will have no liability whatsoever for any injuries, losses, costs, damage or disappointment of any kind resulting in whole or in part, directly or indirectly from acceptance of the funds. Nothing in this clause shall limit CWH’s liability in respect of death or personal injury arising out of its own negligence or arising out of fraud.
