LANDFILL MAINTENANCE TECHNICIAN

DEFINITION

Under general supervision, performs the maintenance activities associated with the closed

McCourtney Road Landfill site. Provides reports to supervisor regarding contracted vendor s’ compliance with contract; and performs related work as required.

CLASS CHARACTERISTICS

Incumbents work with general independence on a variety of assignments related to landfill maintenance activities, system operation activities, and transfer station operations.

EXAMPLES OF DUTIES (Illustrative Only)

Essential:

 Performs maintenance activities at the closed McCourtney Road Landfill site according to a schedule that has been developed and routinely updated to meet Federal and State mandates.

 Monitors and operates leachate pumping stations/evaporation system

 Conducts onsite structure methane gas monitoring activities

Conducts monitoring of landfill methane gas probes and landfill cap surface monitoring

Conducts Class II surface impoundment LCRS system testing

Operates and maintains landfill gas collection and control system

Operates and maintains fire suppression system

Performs troubleshooting and basic repairs on installed landfill control systems

Assists in the analysis of field data collected to most efficiently operate the landfill gas collection system and the leachate collection storage system

Interface with contracted vendors related to Transfer Station operations, landfill gas systems, leachate collection, storage and hauling, and ground water monitoring

Recommend course of action to avoid or correct environmental, health, safety or economic problems at the closed landfill site or transfer station

Utilize computer-based landfill gas management and basic office software to prepare reports

Operate water truck, sweeper truck, backhoe, tractors, all terrain vehicles, mowing equipment and other County vehicles as assigned

QUALIFICATIONS

Knowledge of:

Operation, maintenance and adjustments of the landfill gas collection system and leachate collection and storage system

Hazards and requirements associated with leachate, landfill gas, and confined spaces

Proper use and the limitations of heavy equipment (such as backhoe, blade and tractor)

Topographic maps and plans

Techniques for working with people to secure cooperation

Skill in:

Safe working practices

Preparing reports associated with landfill monitoring activities

Operating a pickup truck, water truck, small tractor, and small power tools

Operating a computer and using software programs

Operating well-monitoring equipment

Listening and communicating in a tactful manner with difficult customers

Establishing and maintaining effective working relationships with those contacted in the course of the work

Education and Experience:

A typical way of gaining the knowledge and skills outlined above is:

Graduation from high school or GED and one year experience in closed landfill maintenance and monitoring, sanitary engineering, or a closely related field. SWANA certification in landfill technician category required at time of application. Hazwopper 40hour training preferred.

Licenses and Certificates:

Possession of a valid Class C California driver’s license within 30 days of hire.

Possession of HAZMAT certification within 12 months of hire.

Must pass the HAZMAT refresher course annually, once employed.

Completion of the Manager of Landfill Operations Training Course through the Solid

Waste Association of North America within 12 months of hire.

Physical Demands and Working Conditions:

Manual dexterity to operate hand and power tools, equipment controls, and cashiering equipment; strength to lift or maneuver heavy containers when assisting customers, and tools and equipment in performing maintenance; vision to read printed materials and displays; speech and hearing to communicate in person and by telephone and in a noisy environment.

Working in inclement weather, including temperature extremes, and unpleasant smells, and in controlled exposure to fumes, dust, and equipment noise associated with the work.

May be required to work overtime, on-call and weekends.
