RIVER RIDGE RANCH

BOARD OF MANAGER MEETING

Huerfano Community Center

The meeting was called to order at 10:00 a.m. In attendance were board members Craig

Saldin, Bob Martin, Don Derowitsch, Charlotte Haeffner, Karen Rhoads and Dick

Goodwin. Jim Conley was a guest.

Jim Conley asked to be on the agenda to discuss the erosion mitigation project that

Petroglyph started on RRR on west arroyo. The original plan was submitted in June of

2006 and involved 15 lot owners. Discharge waters were causing erosion and a habitat management company designed a plan which included 26 structures to mitigate the erosion. Since the project was started and never completed, Jim Conley requested a site visit on his property on Dec. 18. In attendance were Jim Conley, Habitat Management

Specialist Wayne Erickson, Paul Morgan, Mike Barrett with Petroglyph, Don Derowitsch and a USDA representative.

Craig Saldin on behalf of Petroglyph reiterated the history of the project. He explained that after considerable work had been done upstream, Habitat Management personnel suggested stopping the project since the upstream erosion was reducing the damage downstream. At about that time the discharge issue came up and methane problems which resulted in stopping discharge. Since that time Petroglyph has been trying to determine how to deal with the discharge water and therefore Habitat Management has been asked to reassess the program for mitigating the erosion to plan for future normal run off rather than from discharge water. Therefore, a letter was prepared for the board and Mr. Conley setting out the intention to handle this issue in 2009 and revisit the erosion situation. Army Corp of Engineers permits is required. Within a month a new plan should be provided to Petroglyph by Habitat Management. If approved by

Petroglyph, approval will be sought from Army Corp of Engineers.

Petroglyph will be working with Jim Conley on an agreement to repair the damage to his property.

Petroglyph may be required to process the water discharged into the river. Two options mentioned would be piping or using a more rocky natural drainage to the river.

Petroglyph offered to continue to provide water to the lake and the board agreed.

Petroglyph is still in Phase 1, which is working as expected. There have been no reports by landowners as to whether they have seen any problems or benefits, there appears to be no changes to well levels or methane issues at this point. Phase 2 processes have been started and application has been made to EPA to start up Phase 2. A public meeting and comment period will ensue.

Accounting Report : A notice will be sent out regarding the annual meeting and notify landowners that association fees are due. Budget is good and projections for 2009 show a small increase.

Annual Meeting : March 21 at Cheyenne Mountain Resort. Petroglyph offered to purchase lunch for this years meeting. Meeting will be from 10:00 a.m. to 5:00 p.m. with a one hour lunch.

Dick will prepare the agenda for the annual meeting.

Horses : Two bands growing in population are causing problems with private horse owners. Bob’s family started a foundation to take care of the horse problem. Mrs. Mc

Connell agreed. The board agreed to leave the horses alone and Bob will continue to pull off the young ones and train or sell them and put the money into the foundation.

Set up a wild horse donation for RRR. The board will take no responsibility but Bob will explain the issue.

Roads : Repairs have been made and snow fence installed over much of the ranch.

Dick passed out booklets with covenants, etc. for each board member.

Trash Dumpster issue looks good. We’ll leave it as is for now.

Newsletter Articles: Announce wild horse donation fund in newsletter, noting that checks can be made payable to MIA RISA Foundation. Charlotte will write an article about the horses.

ARC : Prefab houses allowed under the directions of the board. The covenants do not reflect this change, so confirmation will be sought at the annual meeting. Dick will speak to an attorney about combining the covenants and also about the grazing lease.
