COMMITTEE MANDATE POLICY
Effective Date: May 12, 2006
Introduction:
This policy outlines generally what the SCSU Standing Committees oversees, and what the committee is
generally responsible for addressing.
Section 1: Academic Committee

Provide direction and oversight for the Vice-President Academics
Ensure that the Vice-President Academics adheres to the responsibilities outlined in their
respective job description
Create Academic Issues Policy
Be a forum for discussion regarding academic issues including those that arise at the various
bodies at UTSC, such as the UTSC Academic Committee of College Council
Ensure that where academic issues are being discussed or decided within UTSC bodies,
students are adequately represented
Oversee and guide the implementation of the SCSU Anti-Calendar
Ensure that workshops and/or seminars are conducted for both SCSU Directors as well as
members of the UTSC community regarding academic issues on campus
Ensure that the academic student experience at UTSC is continually improving
Ensure that campaigns regarding academic issues local to the UTSC community are
conducted
Section 2: Campus Life Committee

Provide direction and oversight for the Vice-President Campus Life
Ensure that the Vice-President Campus Life adheres to the responsibilities outlined in their
respective job description
Ensure development and maintenance of policy relating to Campus Life
Be a forum for discussion regarding SCSU events
Ensure that SCSU provides assistance to clubs at their request
Ensure that SCSU events are well publicized
Ensure continual improvement of campus spirit
Make assessments as to labour needs for events and forward requests to the Human
Resources Committee
Ensuring effective communication between SCSU and campus clubs
Section 3: External Committee

Ensure that the Vice-President External adheres to the responsibilities outlined in their
respective job description
Create External Issues Policy
Be a forum for discussion regarding issues that transcend the UTSC community, including
those that arise at the various bodies at UTSC
Ensure that where local UTSC issues are being discussed or decided on bodies outside UTSC,
UTSC students are adequately represented
Ensure that workshops, and/or seminars are conducted for both SCSU Directors as well as
members of the UTSC community regarding issues that transcend the UTSC community
Ensure that campaigns about issues that transcend the UTSC community are conducted
Ensure that SCSU is liaising and communicating effectively with relevant external bodies
Oversee community outreach activities

Ensure that the Vice-President Human Resources adheres to the responsibilities outlined in
their respective job description
Ensure development and maintenance of Human Resource Policy
Be a forum for discussion regarding issues of a Human Resources nature pertaining to SCSU
Oversee development of Volunteer Placement Program
Ensure that SCSU job descriptions are continually improved, and reviewed at least once a
year
Development and Standardization of Hiring Processes
Ensure continual training of staff and volunteers
Oversee development of conflict resolution mechanisms
Ensure that SCSU is a positive work environment
Section 5: Finance and Service Committee

Provide direction and oversight for the Vice-President Operations
Ensure development and maintenance of policies on Operations
Be a forum for discussion regarding issues of an Operational nature pertaining to SCSU
Review audited financial statements prior to them being considered by the Board
Express an opinion on the SCSU Annual Operating Budget as well as the SCSU Forecast
Budget
Be an intermediary body between the BOD and students to hear proposals/ideas related to the
SCSU VP Operations portfolio prior to being presented at the Board of Directors.
Ensure that SCSU services are continually improved, and reviewed at least once a year
Empowered to authorize spending of up to and including $600.00 on any one agenda item
Responsible for reviewing recommendations made by Standing Committees to the Board on
spending above $600.00, prior to consideration by the Board.
When reviewing recommendations to approve money, decision should be apolitical, and
based on the budgetary and financial implications of SCSU.
Receive monthly summary statements for all Student’s Union accounts.

Ensure that the Vice-President Students and Equity adheres to the responsibilities outlined in
their respective job description
Create equity and other non-academic Issues Policy
Be a forum for discussion regarding Equity, and other non-academic issues including those
that arise at the various bodies at UTSC.
Ensure that where equity and other non-academic issues are being discussed or decided
within UTSC bodies, students are adequately represented
Ensure that workshops and/or seminars are conducted for both SCSU Directors as well as
members of the UTSC community regarding equity and other non-academic issues
Ensure that UTSC is accessible to all students
Ensure that the non-academic student experience at UTSC is continually improving
Ensure that campaigns regarding equity and other non-academic issues local to the UTSC
community are conducted
Section 7: Policy and Bylaw Review Committee

Receive and review all policies created through other Standing Committees, prior to approval
of the Board
Work with the Vice-Chair of the Board to ensure that any proposed amendments to current
policies or newly created policies from Standing
Committees are in accordance with existing policies, bylaws, the Constitution, and the Act.
Treat all policies that are presented for review in an apolitical manner.
Responsible for recommending changes and/or updates to the SCSU bylaws.
Responsible for reviewing all SCSU policies and the SCSU bylaws at least once a year

Advise the President in the execution of his/her duties
Forum for communication amongst Executives
Implement resolutions of the Board of Directors
Supervise the affairs of the Student’s Union
Ensure that programs are implemented in accordance with the direction of the Board and
accepted policy of the Students' Union
