The DC-WASA Board of Directors rejected the single bid received and placed the project on hold until a more favorable bidding environment is experienced (possibly two to three years). In the interim, WASA will monitor the construction bidding environment, regulatory initiatives affecting land application, and monitor evolving wastewater treatment technologies. Nothing new to report. Design on the three sites in Maryland was essentially complete by late November, 2006. When final plans were submitted to NPS (both C&O Canal and GWMP Parks), despite having seen the designs numerous times during the last several years, NPS staff identified major design issues that would necessitate major redesign and additional costs. DC-WASA management intends to escalate the issues to higher levels of NPS management. Concurrently, WASA is conducting a review of the basis of design for the odor control process in light of numerous cost escalations and schedule delays.
