Description of content: Main points of Amendments to Livestock Products Sanitary
Control Act, its Enforcement Decree and Enforcement Rule
1.
Amendments to the Livestock Products Sanitary Control Act:
(a)
Changed the Korean term equivalent to Hazard Analysis Critical Control Point to
Safety Management Certification Standard as official translation of HACCP;
(b)
Made HACCP a mandatory guideline for a greater number of processing facilities;
(c)
Added a new clause on exemption from inspection and evaluation on observing
HACCP;
(d)
Allowed only veterinary inspectors to conduct inspection of all domestic animals
and livestock products;
(e)
Stipulated livestock sanitary provisions to be followed by anyone who intends to
ship domestic animals or livestock products;
(f)
Added a new order that grants authority to veterinary inspectors to suspend
slaughter under hazardous circumstances.

Amendments to Enforcement Decree of Livestock Products Sanitary Control Act:
(a)
In order to develop detailed standards of fines imposed for breaching minor
regulations set forth by the ordinance of MIFAFF among labelling regulations and
provisions to be followed by operators, the standards will be established by issuing
an ordinance of MIFAFF;
(b)
Greater fines will be imposed to slaughter operators who violate Sanitary Control
Standard and Hazard Analysis Critical Control Point;

Amendments to Enforcement Rule of Livestock Products Sanitary Control Act;
(a)
Improved sanitary control standards for slaughterhouses to enhance sanitation
conditions in slaughterhouses;
(b)
When the same livestock products as the ones that were determined to be
inappropriate for import in a thorough inspection or random sample test (limited to
the products with the same manufacturing date and/or the same expiration date)
given at the time of importation are cleared customs after document examination,
such products will be collected for inspection. If the same products are imported
again, they shall be determined to be inappropriate for import;
(c)
Improved facility standards for slaughterhouses to enhance sanitation conditions in
slaughterhouses. Established exceptions that allow retail meat sales business and
instant manufacturing, processing and sales business to share space for operation
instead of each required to be operated in a separated or divided area;
(d)
Amended criteria for administrative action for slaughter operators;
(e)
Improved compliance requirements of slaughter operators and their employees;
(f)
Specified standards of fines for violations of labelling standards and compliance
requirements of operators.
