Response to Bombing Incidents Course
May 7-8, 2011
This course utilizes facilitated instructional techniques in order to provide participants with response considerations
related to strategic and tactical considerations necessary to identify pre-attack indicators of a bombing incident, predetonation prevention, preparatory, and response actions, identification of potential terrorist threats and targets as well as
how to provide safe and effective medical response for patients suffering blast effects from a bombing incident.
The target audience for this program is as follows: Pre-Hospital EMS, Firefighters, Police, Emergency Department
Physicians, Emergency Department Nurses, Trauma Center Surgeons and Nurses
Course Objectives
Module 1: Case Study
1. Describe the London bombing and the subsequent response.
2. Relate the events of the London bombing to objectives and information in modules 2-11 of this course.
Explain how to apply the lessons learned from the London bombing to help prevent and/or respond to a possible local bombing
incident.
Module 2: Identification of Potential Terrorist Threats and Targets
1. Describe factors that encourage terrorists to use explosives in attacks against their targets.
2. Define the various types of terrorism and explain their potential impact on the medical community.
3. Identify potential targets for terrorist attacks utilizing explosive materials.
Module 3: Explosives and Characteristics
1. Differentiate between High Explosives (HE) and Low Explosives (LE) and provide examples of each.
2. Identify blast physics variables related to bombing injuries.
3. Explain unique characteristics and components of Improvised Explosive Devises (IED).
4. Describe the relationship between explosives and Chemical, Biological, Radiological, and Nuclear (CBRN) agents.
5. Recognize the need for hospital personnel and first responders to be prepared, trained, and equipped with appropriate Personal
Protective Equipment (PPE).
Module 4: Pre-Attack Indicators of a Bombing Incident
1. Describe vulnerabilities of potential target facilities.
2. Describe activities associated with potential terrorist attacks.
4. Identify the nine phases of terrorist attack planning.
5. Describe injuries and indicators associated with the process of Improvised Explosive Device (IED) production.
Module 5: Bombing Incident Injury and Patterns
1. Explain primary, secondary, tertiary, quaternary, and quinary blast injuries.
2. Describe appropriate medical management for primary, secondary, tertiary, quaternary, and quinary blast injuries.
3. Explain unique treatment aspects of blast-related Mass Casualty Incidents (MCI).
Module 6: Triage
1. Describe the use of the Simple Triage And Rapid Treatment/Transport (START) and JumpSTART triage methods and the primary
goal of each method.
2. Compare and contrast commonly used triage systems and their applicability to bombing incidents, both during on-scene response
and at the receiving hospital.
3. Apply a triage system by means of a bombing incident.
