STATUTORY AUTHORITY: KRS 161.027, 161.028, 161.030, 161.048

NECESSITY, FUNCTION, AND CONFORMITY: KRS 161.048 establishes alternative
5
options to teacher certification. KRS 161.028(1)(t) establishes a university alternative
6
administrator preparation program. KRS 161.048 requires the Education Professional
7
Standards Board to promulgate administrative regulations establishing the standards and
8
procedures for the university alternative option. This administrative regulation
9
establishes the requirements for entry and completion of the teacher and administrator
10
university based alternative certification options, the responsibilities of the employing
11
school or school district, and the responsibilities of the approved college or university
12
alternative program.

Section 1. Definitions. (1) “Alternative administrator program” means a college or
14
university post baccalaureate administrator preparation program for an individual who is
15
enrolled concurrently with employment in a local school district as an assistant principal,
16
principal, assistant superintendent, guidance counselor, director of special education,
17
director of pupil personnel, supervisor of instruction, or superintendent. The employment
18
position shall be consistent with the area of certification being sought through the
19
preparation program.
20
(2) “Alternative teacher program” means a college or university post baccalaureate
21
teacher preparation program for an individual who is enrolled concurrently with
22
employment as a teacher in a local school district or Kentucky private school. The
23
individual enrolled may be seeking initial teacher certification or if the individual is a

professionally certified educator, an additional area or areas of teacher certification. The
2
employment position shall be consistent with the area of certification being sought.

(3) “Private school” means a regionally or nationally accredited non-public school, or a
4
non-public school meeting the state performance standards as established in KRS
5
156.160.

Section 2. University Requirements. (1) An accredited college or university seeking to
7
offer a post-baccalaureate alternative teacher or administrator preparation program shall
8
apply to the Education Professional Standards Board for program approval in accordance
9
with 16 KAR 5:010.
10
(2) In addition to the appropriate National Council for Accreditation of Teacher
11
Education standards incorporated in 16 KAR 5:010, as well as the Education Professional
12
Standards Board requirements of 16 KAR 5:010, the educator preparation institution
13
seeking program approval shall develop and publish a plan of selection and admission of
14
candidates to the alternative program. The plan shall be filed with the Education
15
Professional Standards Board and shall describe:
16
(a) A method to verify that the applicant has a minimum of a bachelor’s degree from an
17
accredited college or university and the minimum grade point average required for
18
admission to the program.
19
(b) One or more assessments to measure academic proficiency for program admission;
20
(c) An evaluation of the candidate’s disposition for the education profession;
21
(d) The teacher or administrator candidate’s review of the Professional Code of Ethics for
22
Kentucky School Personnel established in 16 KAR 1:020; and

(e) The declaration signed by the teacher or administrator candidate affirming a
2
commitment to upholding the Code of Ethics and acknowledging awareness of
3
information required for state certification.

(3) The alternative program shall be designed in a manner that will provide the candidate
5
with adequate coursework and mentoring that will permit the candidate to maintain
6
employment in an eligible position and successfully complete the applicable assessments,
7
followed by any applicable internship programs requirements within a period of:
8
(a) three years for those enrolled in an alternative teacher program; or
9
(b) two years for those enrolled in an alternative administrator program.
10
(4) Upon approval, in addition to the requirements imposed by 16 KAR 5:010, the
11
alternative teacher or administrator program unit shall bear responsibility to:
12
(a) Assess the candidate’s educational background and develop a plan of coursework that
13
will adequately prepare the candidate for successful completion of the requirements for
14
program completion and certification for the areas and grade ranges that correspond with
15
the candidate’s school placement.
16
(b) Provide the candidate written and dated documentation of eligibility for the university
17
alternative certification program so that the candidate may be considered for employment
18
pursuant to KRS 160.345 (2) (h). Candidates shall begin course work no later than 90
19
days from the date of the eligibility notice to be issued the initial temporary provisional
20
certificate.
21
(c) Upon employment in an eligible position, provide, in consultation with the
22
administration of the candidate’s employing school, an annual minimum of 15 hours of
23
observation and monitoring of the candidate in practice in the candidate’s employment

setting. This requirement is not applicable when the candidate is participating in the
2
Kentucky Teacher or Principal Internship Program.

(d) Provide adequate faculty to mentor the candidate throughout the period of enrollment
4
in the alternative program. The ratio of university faculty to alternative certification
5
candidates shall be no more than one faculty member for every twenty (20) candidates.
6
(e) Maintain open communication with the employing school or school district so that
7
the university and employing school can assist the candidate as needed and address
8
identified areas of improvement.

Section 3. Participation in the alternative teacher program. (1) Participation in the
10
university alternative teacher program shall be available only to individuals who meet the
11
university alternative program admission requirements.
12
(2) After notice of acceptance into the alternative teacher program and subsequent
13
notification of selection for an eligible position, the candidate shall apply for a
14
Temporary Provisional Certificate by submitting a completed TC-TP Application for
15
Temporary Provisional Certificate to the Education Professional Standards Board.
16
(3) Upon verification that the candidate has met all eligibility requirements for certificate
17
issuance, including those imposed by KRS 161.120, the Education Professional
18
Standards Board shall issue a temporary provisional certificate. The temporary
19
provisional certificate shall be issued for a period of one year contingent upon the
20
candidate’s continued enrollment in the alternative preparation program and employment
21
in an eligible position that corresponds to the candidate’s certification program.
22
(4) The candidate shall be eligible for no more than two renewals of the temporary
23
provisional certificate. Application for renewal shall be made by submitting a complete

TC-TP form. The Education Professional Standards Board shall renew the temporary
2
provisional certificate, subject to the provisions of KRS 161.120, if the candidate
3
provides verification of continued enrollment in the alternative preparation program and
4
employment in an eligible position.
5
(5) During the period of enrollment in the alternative teacher program, the candidate
6
shall successfully pass all assessments required by the Education Professional Standards
7
Board as outlined in 16 KAR 6:010.
8
(6) When the university determines that the candidate has successfully passed the
9
required assessments and completed sufficient course work, the university shall provide
10
written notice to the district that the candidate is eligible to participate in the Kentucky
11
Teacher Internship Program in the subject area(s) covered by the temporary provisional
12
certificate and in accordance with 16 KAR 7:010.
13
(7) Upon receipt of the written notification regarding readiness for internship, the
14
employing school district shall submit to the Education Professional Standards Board, a
15
Confirmation of Employment in electronic form, or hard copy if the electronic system is
16
unavailable.
17
(8) If the candidate fails to successfully complete the assessments, the internship, and the
18
required coursework during the initial issuance and two renewals of the temporary
19
provisional certificate, the university may transition the individual into the university’s
20
traditional preparation program and recommend the candidate for the Statement of
21
Eligibility upon the candidate’s completion of the preparation program and the required
22
assessments.

(a) Nothing in this administrative regulation shall prohibit an individual who has
2
exhausted the issuances of the temporary provisional certificate, but failed to complete all
3
alternative program requirements during that period, from being issued a provisional
4
internship certificate after completion of a traditional preparation program.
5
(9) If a candidate fails to complete all alternative program requirements during the initial
6
issuance and two renewals of the temporary provisional certificate, the school district
7
may submit an application for emergency or conditional certification on behalf of the
8
former employee to allow the individual to continue employment, subject to the
9
provisions of 16 KAR 2:010 and 16 KAR 2:180.
10
(10) If the alternative teacher candidate’s employment in a covered position or
11
enrollment in the alternative certification program permanently ceases, the district and/or
12
university shall provide written notice to the Education Professional Standards Board.
13
Section 4. Participation in the alternative administrator program. (1) Participation in
14
the university alternative administrator program shall be available only to individuals
15
who meet the university alternative program admission requirements.
16
(2) After notice of acceptance into the alternative administrator program, and subsequent
17
notification of selection for an eligible position, the candidate shall apply for a temporary
18
provisional certificate by submitting a completed TC-TP Application for Temporary
19
Provisional Certificate to the Education Professional Standards Board.
20
(3) The temporary provisional certificate shall be issued by the Education Professional
21
Standards Board upon submission of all required documentation and subject to the
22
requirements of KRS 161.120.

(4) During the period of enrollment in the alternative administrator program, a candidate
2
seeking principal certification and serving in a local school district as a principal or
3
assistant principal shall successfully pass all assessments required by the Education
4
Professional Standards Board as outlined in 16 KAR 6:030.

(a) When the university determines that the alternative administrator candidate has
6
successfully passed the required assessments and completed sufficient course work, the
7
faculty shall provide written notification to the employing school district of the
8
candidate’s readiness to participate in the Kentucky Principal Internship Program.
9
(b) Upon receipt of the written notification regarding readiness for internship, the
10
employing school district shall submit a Confirmation of Employment in electronic form,
11
or hard copy if the electronic system is unavailable, to the Education Professional
12
Standards Board and shall assign individuals to the internship committee in accordance
13
with the provision of KRS 161.027,161.028(1)(t) and 16 KAR 7:020.
14
(c) The candidate for principal certification shall be issued no more than one renewal of
15
the temporary provisional certificate upon application and verification of the candidate’s
16
eligibility for certification including continued employment in an eligible position,
17
continued enrollment in the alternative administrator program and subject to the
18
requirements of KRS 161.120.
19
(d) The application for renewal shall be made on a TC-TP, Application for Temporary
20
Provisional Certificate.
21
(e) If the candidate fails to complete the assessments, the internship, and the required
22
coursework during the two year period established for the maximum time allowed for the
23
temporary provisional certificate and participation in the alternative certification

program, the university shall notify the district of the candidate’s ineligibility for the
2
alternative certification program.

(f) The university may transition the individual into the university’s traditional
4
preparation program and recommend the candidate for a statement of eligibility upon the
5
candidate’s completion of the preparation program and the required assessments.
6
(g) Nothing in this administrative regulation shall prohibit an individual who has
7
exhausted the two year limit for issuance of the temporary provisional certificate, but
8
failed to complete all alternative administrator program requirements during that period,
9
from being issued a provisional internship certificate after completion of a traditional
10
preparation program.
11
(5) During the period of enrollment in the alternative administrator program, a candidate
12
seeking superintendent certification and serving in a local school district as a
13
superintendent or assistant superintendent shall successfully complete the coursework
14
prescribed by the alternative administrator program, the Superintendent Training Program
15
and the assessments as outlined in KRS 156.111.
16
(a) The college or university faculty shall maintain contact with the employing school
17
district and the Kentucky Department of Education regarding the completion of
18
coursework to ensure that the superintendent candidate has completed sufficient
19
coursework to prepare for the assessments or participation in the Superintendent’s
20
Training Program.
21
(b) The candidate seeking superintendent certification is required to complete all course
22
work, the Superintendent’s Training Program, and the required assessment within a
23
period of two years.

(c) If the alternative administrator candidate’s employment in a covered position or
2
enrollment in the alternative certification program permanently ceases, the district and/or
3
university shall provide written notice to the Education Professional Standards Board.

Section 5. Upon completion of the alternative program, the assessments, and the
5
internship or Superintendent’s Training program as applicable, the university shall
6
provide a recommendation for the professional certificate on the candidate’s TC-1 form.
7
Subject to verification of all requirements and the provisions of KRS 161.120, the
8
Education Professional Standards Board shall issue a professional certificate.
