Plymouth and District Basketball League Rules of the Competition Administrative Rules o All players must be registered, proof of registration must be provided with the team list prior to each game. Any team playing an unregistered player will forfeit the game 20-0 and incur a £ 10 penalty (per unregistered player). o A team may register any number of Senior National League players, however a maximum of 2 Senior National League players will be permitted to play in any one game. Failure to adhere to this rule will result in the game being forfeited 20-0 and will incur a £10 penalty (per player over this limit). o All fines are the responsibility of the club to pay. Misconduct Penalties o Physical Assault Against a match official, fine of £50 and 12 month ban. Against a player/coach/spectator, fine of £30 and 6 match ban. o Threatening Behaviour Towards a match official, fine of £25 and 4 match ban. Towards a player/coach/spectator, fine of £15 and 2 match ban. o Disqualification from a game will result in a £15 fine and a 1 match ban, this will be the next scheduled match. N.B. 2 unsportsmanlike fouls now constitute a disqualification. The same penalty will be applied to any post match improper conduct. Appeals All appeals must be put in writing to the disciplinary member. A disciplinary committee shall be appointed by the chairman within 7 days of any contentious issue. Reports from all officials, floor and table, must be available for the committee. The disciplinary committee has the authority to increase or decrease these penalties according to the actual circumstances regarding the offence. Meetings All teams must be represented at each meeting. Failure to attend will result in a £15 penalty. Missing 2 meetings in a row will result in a further £15 fine and the committee may consider a points deduction. Transfers and Registration of New Players The last date for registering players is 28th February. Only in exceptional circumstances would the committee consider registrations after this date. Cancelling Games To cancel a game and enable it to be re-arranged notice must be given to the fixture secretary at least 7 days prior to the scheduled fixture. In this instance no charges will be incurred and the fixture will be re-arranged at a later date. o In circumstances out of a team’s control (e.g. cannot raise a team) then giving notice of less than 7 days but not less than 2 hours before tip-off time, the team cancelling will incur the entire cost of court hire and will forfeit the game 20-0. There will be no official’s costs as there is adequate time to notify them of the cancellation. o If a team cancels with less than 2 hours notice prior to tip-off or fails to turn up for a scheduled fixture then they will incur the entire cost of court hire and will also be required to pay all of the officials. The cancelling team will also forfeit the game 20-0. Note: In exceptional circumstances (severe weather, accident etc.) then the costs will be waived and covered by the league. If time permits then the game will be re-arranged. Miscellaneous o The league will pay the entry fee for the league winners to represent the P&D League in the Best of the West Tournament to be held each Summer. o The league will pay all costs involved in the finals of the play-offs (officials and court costs). o Each team will select an MVP from the opposition at the end of each game. Game Fees For the 2013/14 season the cost per team per game will be £58.00 per game per team. - £15 per night per team for referees and £43.00 per game to be invoiced on a monthly basis per team. For 2013/14 season the monthly fees will be: Non Cornwall teams: (£43x11=£473)/5 months=£94.60 Cornwall Teams (£43x8=£344)/5 months=£68.80 All teams are requested to pay their monthly fee by Standing Order. This simplifies things for the treasurer and ensures all teams are meeting their responsibilities.
