Application form WRE001 – Increasing Recycled Content in Welsh Manufacturing Voucher Testing Scheme Could your business benefit from expert advice and support? 1. Background The Recycled Content Voucher Testing Scheme (REMake) provides eligible SMEs in the manufacturing sector with expert consultancy support and advice to help them use or increase their use of recyclate in either the manufacturing processes or specified packaging. The Welsh economy has a significant manufacturing sector, with a particularly high proportion of small to medium size enterprises (SMEs). WRAP believes that much of the recyclate from Wales leaves the Principality for additional refining and incorporation into new products, as opposed to providing a feedstock for Welsh business. Furthermore, research undertaken to understand barriers to the use of recyclate by Welsh manufacturers identified that there a need for external support in order to incorporate or increase recycled content into manufacturing processes. Innovative manufacturing SMEs that qualify for the voucher will therefore be able to access expert support with specific skills in the business areas they are seeking to develop. The REMake voucher, which is funded in part by European Commission under the Competitiveness and Innovation Programme (CIP) will help both established and new businesses to achieve real technology, product or capacity developments. 2. How does the scheme work? If you are an SME manufacturer based in Wales and you want to incorporate or increase the use of recyclate in a manufacturing process then you are eligible to apply for voucher support. Applications are welcomed from organisations in both the private and not-for-profit/community sectors. Although innovative projects in other manufacturing sectors may be proposed and considered for the voucher scheme, the project primarily targets the following activities: Plastics Electronics Paper Packaging Textiles Aggregates Each application will be assessed to ensure that your business has the appropriate needs and requirements for the voucher scheme and the project meets with WRAP’s overall aims and objectives. For example, this could mean you aim to increase the use of recycled content into your product or packaging, or that you are considering using recycled materials but need technical advice and support to help you do so. Once the application is approved WRAP will provide a formal commitment in the form of a grant agreement to fund the costs at an agreed level of the consultancy services with defined objectives. 1 WRAP will then work with you to select an appropriate consultant for your requirements. Once a consultant has been selected, support can commence. 3. What can be funded? The vouchers will be used to provide expert advice and support to manufacturers seeking to increase the use of recycled materials in the packaging or manufacturing processes. Within this remit the services delivered to SMEs may involve (but are not limited to) the following: Environmental technologies – resource efficiency, new/improved manufacturing processes, cleaner process technologies. Product & service innovation – new or environmentally improved products or services that are less resource intensive. Organisation innovation – supply chain management, close material loops. The vouchers should be applied for costs relating to specific project development and will not be used for general waste management, Environmental Management Systems development or support provided through other mechanisms or agencies. Vouchers cannot be applied to projects as match funding for projects receiving support through other European funding instruments (as per Council Regulation (EC, Euratom) No 1605/2002 Article 111 which states that in no circumstances shall the same costs be financed twice by EU budget). 4. How much funding is available? Two levels of consultancy support are available through the voucher testing scheme: Voucher 1 testing - up to £6,800 excl VAT; Site visit including audit of client’s current use of recyclate (if any) in production processes Desk research Summary report including: o Review current position o Potential to increase use of recyclate and recommendations o Potential capital investment required o Identification of sources of input material o Fitness for purpose demonstration requirements o Outline implementation plan o Potential costs savings/ROI and other benefits. Voucher 2 testing - up to £17,000 excl VAT; Hands-on implementation support to increase use of recycled materials which could include: o Talk to the SME clients about the implications of a switch to recycled content o Work with suppliers of recyclate to ensure the quality of input material is appropriate o Set parameters for design testing, oversee any testing and analyse results o Advise on the life-cycle implications of the switch to recycled content o Discussion with equipment suppliers regarding any changes to process equipment o Advise on changes to the SME quality management systems to incorporate changes to feedstock material Documented work plan with timeframes and quantifiable outcomes Summary report including: o Final verification of work undertaken, areas of innovation o Benefits/outcomes o Issues faced o Further recommendations. The type of voucher and level of support offered will be determined as an outcome of your completed application. 5. What is required in return? Practical project outcomes and milestones will be agreed for each successful application, based on information provided in the application form. These will help to provide the consultant with set objectives, define the support required and determine the success of the project. 2 Successful applicants will be required to provide information on projected gross income/ turnover and projected tonnage of recyclate used from the date of operation of the project for the following 3 years. Information will be requested on a six monthly basis. Once the consultant has fulfilled their commitments, a WRAP Business Account Manager will meet with you to review the support received, project outcomes, achievements and overall objectives in relation to your business needs. 6. Applications and decision process Please complete the application form below (alternately the form can be downloaded from www.wrap.org.uk/REMake), providing as much information as possible to enable the application to be reviewed fully and returned to WRAP Cymru. Closing date for applications is 1st March 2012 and is available on a first come, first served basis. The REMAke programme closes at the end of July 2012, so no further funding will be available after this date. WRAP Cymru will aim to provide a response to applicants within a maximum of two weeks of receiving a completed application form and requested documents. Each application will be assessed against the following evaluation criteria: value for money in terms of the potential tonnage of additional recyclate incorporated into the applicant’s manufacturing process(s) as a result of the voucher support the need for support the applicant’s track record and ability to deliver the project access to input recyclate access to end markets location of the project and existing/required infrastructure innovation and potential for duplication/dissemination Once the application has been approved WRAP will meet with successful applicants to finalise activities and milestone payments. WRAP will then provide a support agreement to the applicant which will specify the agreed support levels to be funded over the duration of the project. Once signed the successful applicant is free to commence selection of a consultant in agreement with WRAP and delivery of the project. 7.
