Transport Canada Safety and Security Transports Canada Sécurité et sûreté Transport Dangerous Goods Directorate 330 Sparks Street Ottawa ON K1A 0N5 Direction générale du transport des marchandises dangereuses 330, rue Sparks Ottawa ON K1A 0N5 Equivalency Certificate Certificate No.: SU 4337 (Ren. 7) Certificate Holder: Norris Cylinder Company Mode of Transport: Road, Rail, Air, Marine Issue Date: April 10, 2013 Expiry Date: April 30, 2018 CONDITIONS This Equivalency Certificate authorizes Norris Cylinder Company to manufacture, sell, offer for sale, distribute, or deliver in Canada and authorizes any person to handle, offer for transport, transport, or import into Canada, by road or railway vehicle, by aircraft or by ship, cylinders in a manner that does not comply with sections 5.1 and 5.2, subparagraphs 5.10(1)(a)(i) and 5.10(1)(b)(i), paragraph 5.10(1)(c), subparagraph 5.10(1)(d)(i), and subsection 5.10(2) of the Transportation of Dangerous Goods Regulations, if: Selection and Use (a) the requirements with respect to specification TC-4BWM cylinders in the Canadian Standards Association standard CSA B340-08, “Selection and use of cylinders, spheres, tubes, and other containers for the transportation of dangerous goods, Class 2”, March 2008, are complied with; Page 1 of 6 Equivalency Certificate SU 4337 (Ren. 7) CONDITIONS Manufacture (b) the cylinders are manufactured at 521 Green Cove Road, Huntsville, AL, U.S.A., in accordance with the specific procedures and with drawing No. 5770416-00 filed by Taylor-Wharton, Gas & Fluid Control Group, Harsco Corporation with the Transport Dangerous Goods Directorate; (c) subject to conditions (d) to (o) of this certificate, the cylinders are in compliance with the applicable requirements for specification TC-4BWM set out in the Canadian Standards Association standard CSA B339-08, “Cylinders, spheres, and tubes for the transportation of dangerous goods”, March 2008, cited in the rest of this certificate as CSA B339-08; (d) each cylinder is manufactured by spinning of longitudinal electric-resistancewelded (ERW) pipe or tubing. No other longitudinal seams and no circumferential seams are permitted. The cylinder ends are integrally formed; (e) each cylinder has a water capacity no greater than 5.5 L; (f) the pipe or tubing used for cylinder manufacture: (i) complies with the chemical composition specified in Tables 8 and 15 of CSA B339-08, (ii) is tested in accordance with and meets the requirements of the supplementary requirement S8 in ASTM A513-12, Standard Specification for Electric-Resistance-Welded Carbon and Alloy Steel Mechanical Tubing, published in 2012, and (iii) subject to conditions (f)(i) and (f)(ii), complies with: (A) type E, black finish, in ASTM A53/A53M-12, Standard Specification for Pipe, Steel, Black and Hot-Dipped, Zinc Coated, Welded and Seamless, published in 2012, (B) ASTM A135-09, Standard Specification for Electric-Resistance-Welded Steel Pipe, published in 2009, or (C) ASTM A513-12, Standard Specification for Electric-Resistance-Welded Carbon and Alloy Steel Mechanical Tubing published in 2012; Page 2 of 6 Equivalency Certificate SU 4337 (Ren. 7) CONDITIONS (g) the joint confidence factor of the longitudinal seam (E) is at most 0.85 whether or not any radiographic inspection is performed; (h) the cylinder bottoms have a minimum thickness not less than two times the minimum design wall thickness when measured within an area bounded by a line representing the points of contact between the cylinder and the floor when the cylinder is in a vertical position; (i) the minimum design wall thickness is not less than 2.3 mm for cylinders with an outside diameter larger than 155 mm; (j) the pressure used in performing the test prescribed by Clause 16.8.1 in CSA B339-08 is not less than 3100 kPa; (k) the pressure used in performing the test prescribed by Clause 16.8.2 in CSA B339-08 is not less than 6200 kPa; (l) each cylinder complies with the requirements of Clause 4.7 in CSA B339-08; (m) the weld tensile test prescribed by Clause 16.10 in CSA B339-08 is performed on a sample taken from each heat of starting material or from a cylinder made from each such heat. The sample or cylinder must have been heat-treated as prescribed; (n) no repairs are made to longitudinal seams; (o) the Transport Canada mark, the specification designation, and the service pressure marked on each cylinder is: “TC-SU 4337-” followed by the service pressure marked in bar; and Page 3 of 6 Equivalency Certificate SU 4337 (Ren. 7) CONDITIONS (p) the certificate holder reports, once per calendar year, a summary of cylinder manufacturing and performance experience to the Director, Regulatory Affairs Branch, Transport Dangerous Goods Directorate, Transport Canada. This Equivalency Certificate serves as the registration of Norris Cylinder Company pursuant to Clause 25.2 of CSA B339-08, to manufacture cylinders of the designs specified herein. Equivalent safety is maintained by restricting the cylinder’s water capacity, specifying starting materials and design, and by requiring appropriate quality control tests. However, certain remedies under the Act are available to Transport Canada in this eventuality. These include: 1. detention of dangerous goods and consequently the means of containment containing them (subsection 17(1)); 2. detention of the means of containment whether full or empty (subsection 17(1)); 3. directions not to import the means of containment or to return them to origin (subsection 17(3)); 4. inspectors’ directions (section 19); 5. directions to importers of the means of containment to issue notices of defective construction or recall (subsection 9(2)); and 6. revocation of the certificate, thereby making any use of the means of containment an offence (subsection 31(6)). If none of the foregoing are adequate, Protective Directions may be issued to prohibit or to control the use of the means of containment (section 32). Page 6 of 6
