Invitation for Bids (IFB)
For
PROCUREMENT OF CIVIL WORKS FOR:
Installation and Commissioning of Optical Fiber Cables in Ducts and the
Related Equipment over 521 Kms of Routes in Afghanistan under 05
different Bids for 05 Lots
IFB No: MCIT-NCB-Works-OSP-521 Kms Routes/W-1.1/05 different Lots
1.
This Invitation for Bids follows the General Procurement Notice for this Project that
appeared in Development Business on 10th September, 2010.
2.
The Islamic Republic of Afghanistan, Ministry of Communications and IT (MCIT),
Kabul has received a grant from the International Development Association towards the cost
of ICT Sector Development Project, and it intends to apply part of the proceeds of this grant
to payments under the Contract for Expansion of Optical Fiber based Backbone Networks.

The Ministry of Communications and IT (MCIT) now invites sealed bids from eligible
and qualified bidders for each of the following Lots, to install and commission Optical Fibre Cable
Routes to connect the given Provincial Capital Cities and the Districts with the existing OFC based
Backbone Networks of Afghanistan:
(a) Lot-1: Mehmude-raqi{Kapisa’s Provincial Capital City} to be connected with the existing OFC
Backbone at Jabalsaraj OFC Junction and via Kabul New City Area to Pule-Charkhi (Kabul) OFC
Junction—[Route Distance is 94 Kms];
(b) Lot-2: Asadabad {Kunar’s Provincial Capital City} to be connected with the existing OFC Backbone
at Jalalabad OFC Junction--[Route Distance is 96 Kms];
(c) Lot-3: Customs Office at Ghulam Khan Location on Khost-Pakistan Border Road to be connected
with OFC Backbone at Khost---[Route Distance is 33 Kms];
(d) Lot-4: The existing Mazaresharief OFC Backbone Communication Node to be connected with
Daresuf Payeen District Node on Mazaar-Bamiyan Road [This Asphalted Road has a Route Distance of
123 Kms];
(e) Lot-5: District HQ of Daresuf Payeen District as established under Lot-4 on Mazaar-Bamiyan Road
to be connected with the Doorahe-Junction on Bamiyan-Yakawlang Road [This Gravel Road has a
Route Distance of 175 Kms];
Total Route Distance of all the 05 Lots is about 521 Kms. Bidder can opt to submit his Bids for any one
lot or for more number of Lots or for all the Lots; Separate Bid will be submitted for each Lot by the
Potential Bidders. However, every successful Bidder will be assigned only one lot out of 05, based on his
Quoted Costs and Experience and as per the decisions given by the Evaluation Committee of MCIT.
4. The construction period is 15 Months for each Lot, after the Contract Signature Date, with
06 Months of Mandatory O & M Period thereafter.

Bidding will be conducted through the National Competitive Bidding (NCB)
procedures specified in the World Bank’s Guidelines: Procurement under IBRD Loans and
IDA Credits, May 2004 and Revised October 1, 2006 and is open to all bidders from Eligible
Source Countries as defined in the Bidding Documents.

Bidders can also inspect the Bidding Documents at the address given above from 9:00 to
16:00 Hrs from Saturday to Wednesday.
7. Minimum essential Qualification requirements are as under:-
a) The minimum required annual volume of construction work for the successful bidder
in any of the last five years shall be as under:Lot-1: 1.20 Million USD;
Lot-2: 1.28 Million USD;
Lot-3: 0.40 Million USD;
Lot-4: 1.60 Million USD;
Lot-5: 2.40 Million USD
As a proof, Bank Statements showing equivalent or more cash balances to above
given requirements should be provided along with the bids.

b) Similar Contracts: A bidder offering price for any of the following Lots or for all the
Lots should have completed one contract of civil work of value as given below in any of
the last five years:
Lot-1: 0.90 Million USD;
Lot-2: 0.96 Million USD;
Lot-3: 0.30 Million USD;
Lot-4: 1.20 Million USD;
Lot-5: 1.80 Million USD
c) The minimum amount of liquid assets and/or credit facilities net of other contractual
commitments of the successful Bidder shall be as under:Lot-1: 0.375 Million USD;
Lot-2: 0.400 Million USD;
Lot-3: 0.125Million USD;
Lot-4: 0.500Million USD;
Lot-5: 0.750 Million USD.
As a proof, Audited Financial Statements for last 05 years will also be submitted
along with each Bid of each Lot.
For detailed post qualification verification, please refer to Section I - Instructions to
Bidders and Section II- Bid Data Sheet of the bidding documents. A margin of preference
for eligible national contractors/joint ventures shall not be applied.
8.
The bidders may choose to quote for one or more lots and all the lots will be
evaluated and awarded separately. However, any one successful Bidder will be given
Contract only for one Lot.
9.

10. Pre-Bid Meeting: Pre-Bid Meeting will be held at Ministry of Communications and IT(4th Floor),
Kabul, at 2.00 PM on 31st May, 2015. Two Representatives from each Potential Bidder are
requested to attend. Bidders are advised to finish 100 % Survey of the Project Routes and the
given Communication Nodes enroute prior to attending the Pre-bid Meeting.

11.
Bids must be delivered to FPD of MCIT at the address given above, at or before
10.00 AM (Kabul Local Time) on 22nd June, 2015. Electronic bidding shall not be
permitted. Late bids will be rejected. Bids will be opened physically in the presence of the
bidders’ representatives who choose to attend in person at MCIT’s 16th Floor, at 10.00 AM
(Kabul Local Time) on 22nd June, 2015.
12.
All bids for the following Lots shall be accompanied by a “Bid Security” as follows:
Lot 1: 37,600 USD; Lot 2: 38,800 USD; Lot-3: 13,200 USD;
Lot -4: 49,200 USD; Lot- 5: 70,000 USD;
Bid Security shall be valid for 28 days beyond the validity of the Bid; i.e. up to 118
days from the date of bid opening.
