Quatre Bornes (cleansing, management and protection of drains, gutters, canals and streams) Regulation 2004 GN No. 201 of 2004 THE LOCAL GOVERNMENT ACT 1989 Regulations made by the Municipal Council of Quatre Bornes under sections 51,141 and 142 of the Local Government Act 1989 1. These regulations may be cited as the Quatre Bornes (cleansing, management and protection of drains, gutters, canals and streams) Regulation 2004. 2. In these regulations - "Council" means the Municipal Council of Quatre Bornes "Officer" means the Chief Inspector or any Inspector of the Health or Works Department of the Council of Quatre Bornes. "Premises" means any land or building, whether vacant or constructed upon and whether used for residential, commercial or trade purposes situated within the township of Quatre Bornes. "Town" means the town of Quatre Bomes as specified in the First Schedule of the Local Government Act. 3. No person shall deposit or cause to be deposited in a drain, gutter, canal or stream, any earth, rubbish or any materials or other thing calculated to obstruct the free flowing of water. 4. No person shall throw or deposit or cause to be thrown or deposited, in any drain, gutter, canal or stream any dung, filth, offal or other offensive or noxious matter, or any fruit, fruit stone, fruit peel, waste vegetable or such refuse, or any other thing whether offensive or noxious or not. 5. No person shall allow any field or filthy water to run or flow in any drain, gutter, canal or stream from his premises. 6. No person shall throw or cause to be thrown into any drain, gutter, canal or stream any dead animal. 7. No person shall fill up or obstruct any drain, gutter, canal or stream or shall dig the same, without a permit from the Council. 8. No person shall discharge or cause to be discharged waste water from his toilet, bathroom, wash hand bassin, kitchen or wash bassin in any drain, gutter, canal or stream. 9. No person shall wash or bath in any drain, gutter, canal or stream. 10. No person shall cause to be constructed any pavement or slab over any open drain or canal without the consent of the Council. 11. Subject to paragraph (2) any person contravening any of these regulations shall commit an offence and shall on conviction be liable to a fine not exceeding Rs.10, 000. 12.
