MINUTES OF THE ARTS ADVISORY COMMITTEE MEETING HELD IN ROOM C,
LEVEL 2, COUNCIL CHAMBER BUILDING, CIVIC PLACE, PARRAMATTA ON
TUESDAY, 11 DECEMBER 2007 AT 6.06 PM
PRESENT
Katherine Knight in the Chair, Kathy Baykitch, Toni Courtelis, Patricia Prociv, Val
Squires, Dianne Turner (arrived 6.14 pm), Dr Ahmad Qasem (arrived 6.14 pm),
Caitlin Vaughn (arrived 6.35 pm).
IN ATTENDANCE
Maggie Kyle - Community Capacity Building Officer, Jane Lowe - Community Place
Development Officer (retired 7.35 pm), Andrew Overton - Arts and Cultural Project
Officer Animating the City (retired 7.35 pm) and Grant Davies - Minute Clerk.
1.
CONFIRMATION OF MINUTES
A copy of the report of the meeting of the Arts Advisory Committee held on 9
October 2007 had previously been forwarded to each member.
RECOMMENDATION
The report of the meeting of the Arts Advisory Committee held on 9
October 2007 be taken as read and be confirmed as a true record of the
meeting, however, it be noted that Jacqui Douglas was actually in
attendance, rather than Kathy Baykitch.
2.
APOLOGIES
An apology was received for the absence of Jacqui Douglas, Gay Hendriksen
(Curator, Heritage Centre), Jane Ho, Lena Nahlous and Judith Rowling.
RECOMMENDATION
That the Committee accept the apology put forward by Jacqui Douglas,
Gay Hendriksen (Curator, Heritage Centre), Jane Ho, Lena Nahlous and
Judith Rowling.
3.
CONFLICT OF INTEREST DECLARATIONS
There were no conflict of interest declarations at this meeting.
4.
BUSINESS ARISING
4.1
Safety Issues in Parramatta
The Committee had decided at the previous meeting to invite the Crime
Prevention Officer, NSW Police Parramatta, to the current meeting to
discuss safety issues, however, the officer was not available for this
meeting.
An invitation would be extended to the Crime Prevention Officer to
attend a future meeting.

REPORT ON MEETING BETWEEN COMMUNITY CAPACITY BUILDING
TEAM MEMBERS AND JUDITH ROWLING AND KATHERINE KNIGHT
Katherine Knight and Maggie Kyle reported on the recently held meeting
between members of the Community Capacity Building Team and Arts
Advisory Committee members Katherine Knight and Judith Rowling, to
discuss the future action plan for the Committee.
The meeting had been productive and clarified the role of the Arts Advisory
Committee to provide advice and input into Council’s arts and festival/ events
program.
Katherine provided an example of where she felt the Committee could have a
valuable role in providing advice in the planning stage of festival/events:
Katherine tabled correspondence from herself addressed to the Lord Mayor
and to Councillor Brown as well as various staff responding to the Riverbeats
Spectacular held recently. The correspondence outlined a number of
observations in relation to the event and suggested a number of possible
improvements.
Andrew Overton advised that evaluations were currently being held on
Riverbeats and a full report would be completed by March next year.
The Committee discussed how it may have input into events in the planning
stages.
The Committee particularly wished to encourage the exchange of information
between Committee members and other artists and to support artist networks
in the local government area.
Maggie reconfirmed that the Advisory Committee was important and relevant
to Council and the Community Capacity Building Team and Arts and Cultural
Teams were committed to providing ongoing support to the Committee.
Note
Dianne Turner and Dr Ahmad Qasem arrived at this point in the meeting
at 6.14pm.
ACTION:
(a)
That future Arts Advisory Committee meetings be held monthly
with every 2nd meeting being for presentations and information
share between Committee members.
(b)
Maggie Kyle will prepare a schedule of meetings for 2008
commencing with a formal meeting in February.
(c)
Ms Karly Smith, Council’s Event Manager, be invited to attend the
February Meeting.
(d)
Andrew Overton will provide a further presentation to the
Committee on Riverbeats after the Report has been completed in
March 2008.

Caitlin Vaughn arrived at this point in the meeting at 6.35pm.

REVIEW OF COMMITTEE’S PRIORITIES
6.1
Improving communication between the Committee and relevant teams
in Council including Arts and Culture and Events
The Committee agreed that the discussion and Actions identified in the
previous Agenda item, would improve communication between the
Committee and the Arts and Culture and Events Teams.

Networking and information sharing between artists and relevant
groups in Parramatta
It was agreed that the following methods were effective in
disseminating information to local artists in Parramatta:
Artfiles was very beneficial as was the information distributed by
Michael Dagostino. Better utilisation of the opportunity to place
information in SASS Magazine as distributed by Cumberland
Newspapers was also considered a good idea.
Email distribution was very effective and members agreed to provide
their respective email addresses to each other as a medium for
information circulation.
ACTION:
Katherine Knight will create an email mailing list including
members of the Committee. Katherine will email Maggie who will
then forward it to Committee members, asking them to contact
Katherine with their addresses.

Promoting and supporting the arts in Parramatta Local Government
Area
The Committee agreed that the discussions that occurred under the
above Agenda items would be effective in promoting and supporting
the arts in Parramatta.
INFORMATION SHARE
7.1
Power point Presentation by Andrew Overton - Arts and Cultural
Project Officer – Animating the City
Andre’s presentation included the Arts and Cultural Team’s key
projects including:

The Parramatta Cultural Trust

The Artist Studios

The City Animation Program

Telling Parramatta Stories

New Generation Centre and Gallery.
A copy of the presentation presented by Mr Overton will be circulated
to Members with these minutes.
Patricia referred to the need for opportunities for public art to be
available in Parramatta for young artists.
Toni asked where Council advertised for artists to carry out public art.
Andrew responded that for developments, developers must bring on
board an artist planner. Should Council be commissioning works,

Council approaches some 60 artists available on an artist register and
narrows down from there. Council is happy to add other artists to the
register.
Katherine suggested that a future information share be held on
opportunities for skills to be developed by younger artists in the area.
The Committee thanked Andrew for his presentation.

Andrew Overton and Jane Lowe departed the meeting at 7.25pm.
7.2
Ahmad Qasem
The Australian Palestinian Council are currently documenting
traditional songs with a view to completion by next year.
7.3
Dianne Turner
Dianne has applied for a Social Enterprise Grant concerning a
ceramics workspace and is anxiously awaiting results of application.
7.4
Caitlin Vaughn – The Artfiles launch will be in February next year. Also
the group Hiatus will be carrying storey telling training in January.
7.5
Katherine Knight
The Artist Forum will resume in February next year. To improve
networking, alternative locations to Mars Hill Cafe, including the Art
Society and possibly the Artists Studio, are being considered to hold
future forums. Toni Courtelis may be a guest speaker. Anyone who
wishes to be placed on the email contact list, please contact Katherine.
7.6
Kathy Baykitch
The last season of the triennium has just been completed at the
Riverside Theatres. Audiences were a bit thin due to the HSC,
however, performances were well received by the press.
Discussions are currently being held with Bird Talk with a view to a
youth focussed program at the Theatres.
Kathy has been working with Bernadette Lagong, an Indigenous
choreographer, in relation to a dance project.
The Sydney Festival Program is available at the Theatres and the
Parramatta Booklet will be launched next week.
7.7
Patricia Prociv
Funding has been received from Council for an installation in
Parramatta Park on reinterpreting history. The installation is likely to be
completed by the end of February 2008.
7.8
Toni Courtelis
Toni advised that she has stood down from the Executive of the Art
Society but remains a life member. Toni will be acting in an advisory
capacity if needed. The Art Society has now closed until February.

CL……. COMMUNITY CARE
Valerie Squires
The Friends of Riverside Theatres have been very busy with mail outs
etc associated with the Theatres 20 year Anniversary in February
2008.
Val Squires also reported that the workshop for persons with a
disability had recently been held at the Theatres with the participants
having a great time. The Lord Mayor was in attendance and handed
out certificates to the delight of all. Valerie noted that Robert Love,
Director of the Riverside Theatres is also a great help on such
occasions.
