Change from manager to Advisor May 14 V Donovan DOCUMENT HS-023 PAGE:2OF8 TITLE: COSHH ISSUETHREE DATE PRODUCED: OCTOBER 2003 VALID FOR TODAY ONLY 12/02/16 1.PURPOSE To define the procedure to ensure COSHH assessments are completed at the RNCM to prevent or control exposure to substances that are hazardous to health. 2.SCOPE Applies to the RNCM only. 3.DEFINITIONS COSHH - Control of Substances Hazardous to Health. PPE - Personal Protective Equipment. RPE - Respiratory Protective Equipment. LEV -Local Exhaust Ventilation. WEL - Workplace Exposure Limit MSDS - Material Safety Data Sheets. 4.RESPONSIBILITIES Each Department will complete COSHH assessments for work activities where there are substances hazardous to health identified. The Health and Safety Advisor will provide training and support to nominated persons in each Department where substances hazardous to health have been identified. The Health and Safety Advisor is responsible for organising atmospheric monitoring where required. The Human Resources Department is responsible for the organisation of any identified health surveillance. The Senior Estates Engineer /Technical Production Manager are responsible for organising repairs to any LEV systems or engineering controls. The appointed College insurance company is responsible for the 14 monthly inspection of the LEV system. 5.RELATED DOCUMENTS The Health & Safety at Work Act 1974. HS-007 Risk Assessment. 6.PROCEDURE 1) Work identified via the risk assessment procedure will identify work activities/processes that require a COSHH assessment. DOCUMENT HS-023 PAGE:3OF8 TITLE: COSHH ISSUETHREE DATE PRODUCED: OCTOBER 2003 VALID FOR TODAY ONLY 12/02/16 2) In addition, an initial department assessment will be completed to identify relevant work activities involving substances hazardous to health. 3) Each Department will nominate an assessor who will receive COSHH training and conduct the assessments in conjunction with the Health and Safety Advisor. 4) The substance inventory HS-023 A1 should be completed. 5) An up to date MSDS must be obtained for each identified substance. 6) The RNCM COSHH Assessment Form HS-023-A2 should then be used to assess the relevant work activity where the substance is used. 7) If required a safe working procedure (HS-007-A2) will be prepared for the relevant work activity/substance and all staff carrying out this activity/using the substance will be trained in the safe working procedure. 8) The substance inventory and COSHH Assessments will be kept in each Department. 7.RECORDS COSHH Assessment Forms will be kept by each Department for the life of the College.
