1. Summary Statement: State the major function(s) of the position and its role in the
university. Attach an organizational chart with positions, ranges, and names for the division

The Administrative Director, Clinical Pathology Laboratory, operates directly under the Laboratory
Medical Director and Chair of the Department of Pathology, University of Nevada School of Medicine
(UNSOM), to organize all administrative and operational functions of the Laboratory. The incumbent
develops marketing strategies for services to enhance fee revenue to cover operating expenses,
prepares requests for proposals, and responds to queries from the Chairman of the Department of
Pathology regarding laboratory programs, expenditures, revenue, and budgets. Clinical pathology is
concerned with the study of human fluids like blood and urine for the purpose of disease diagnosis.
The Administrative Director bears responsibility for implementation of the Laboratory Information
Management System (LIMS) and reports to the Chair of the Department of Pathology.

40% - Laboratory Operations
 Works directly with and reports to the Chair to offer academic clinical pathology to all of the
clinical departments and the greater Nevada community
 Provides technical and operational management to all Clinical laboratories operating under the
UNSOM clinical pathology program (including satellite and STAT facilities)
 Provides leadership, planning and direction for the clinical laboratory(ies), with responsibility
for planning, organizing and directing clinical functions to attract clients and increase fee
revenue
 Operates as Laboratory Manager(s) and Quality Assurance/Quality Control Officer when
required
 Monitors and addresses client satisfaction issues and client submission data to detect
significant changes; develops procedures to correct problems identified
 Monitors workflow and turnaround time for laboratory tests
 Develops new requisitions for test submission
 Develops, evaluates, implements and improves new testing procedures and processes as
needed for clinical testing; medical necessity; market expansion, considering personnel, cost
effectiveness, marketing issues and market demand
 Develops protocols to maximize efficiency, productivity, and quality and writes and maintains
the quality assurance manual for the clinical laboratory
 Prepares laboratory for inspections (i.e., fire department, regulatory agencies), and insures
recommendations are implemented
 Monitors compliance issues and Laboratory’s proficiency testing results required to maintain
certifications
 Insures laboratory equipment is maintained properly and instrumentation repairs are
completed
 Presents new tests to Clinical Laboratory Improvement Act (CLIA) and eventually the College
of American Pathology (CAP) for approval and certification
 Offers the appropriate testing of research material and research related studies
35% - Financial Management and Services Marketing
 Manages budgets for Laboratory
 Searches for new revenue sources (i.e., new clients for existing services, etc.)
 Evaluates Laboratory costs to perform testing

Sets pricing for laboratory tests
Evaluates pricing structures of competitors to remain competitive in the market
Conducts cost analyses on instrumentation for the Laboratory
Conducts cost analyses on new tests proposed for the Laboratory
Prepares special financial reports required by the University
Aggressively markets both established tests and new tests to the greater Nevada community
Attracts clients to enter into contract negotiations with the Chair of the Department of
Pathology and the Practice Plan of UNSOM
Meets with existing and new clients to determine needs and issues
Formulates recommendations for new tests to attract new clients to increase fee revenue for
operating expenses
15% -Laboratory Information Systems Management
 Monitors, updates, and troubleshoots the Laboratory Information Management System (LIMS)
 Monitors and manages data and files for LIMS
 Trains employees on utilization of LIS computer servers
 Installs/troubleshoots LIMS hardware and software
 Installs and configures software updates
10% - Staff Supervision
 Evaluates current, and updates as necessary, work performance standards for all State
Classified employees of the Laboratory
 Monitors employee performance on ongoing basis and annually evaluates employee
performance according to job performance standards
 Assures employees are cross-trained to cover multiple work stations in case of unexpected
absences
 Reclassifies employees, job guidelines, as appropriate, to reflect changing requirements of the
Laboratory
 Performs scheduling, monitors productivity and leave status for all employees
 Resolves employee conflict issues
3. Describe the level of freedom to take action and make decisions with or without
supervision and how the results of the work performed impact the department, division and/or
the university as a whole.
Level of Freedom:
The Administrative Director has full operating responsibility for the Clinical Pathology Laboratory
network within the Department of Pathology that serves the University system and the State of
Nevada. The Administrative Director performs multiple, complex tests related to diagnosis of disease
conditions and maintenance of general health. Due to its complexity, the Laboratory(ies) must
maintain accreditation by Department of Health and Human Services (DHHS) under CLIA88
regulations, with further accreditation by the CAP . The individual is responsible for the laboratories
and develops systems or individual solutions to address deficiencies identified in periodic inspections.
The position is responsible for the development of the laboratory by providing services currently not in
existence; establishment of protocols, procedures, regulations and principles for the operation of the
laboratory and selection/expansion of services offered. The position is responsible for the direction of
laboratory managers and the budgeting and operation of the laboratory network. The Administrative
Director reports directly to and consults with the Chair of Pathology on issues of financial solvency
and compliance with mandates of State and Federal laws to meet the requirements of the University
to provide laboratory services.

Impact:
The position is visible to the public and therefore has a direct impact on the perception and reputation
of the Laboratory, UNSOM and the University. Inadequate performance may result in contractual
obligation failures resulting in loss of future contracts. Failure to perform as expected could result in
loss of accreditation, failure to meet standards, or failure to provide quality service. Inconsistent or
inaccurate information from the incumbent would have a detrimental impact on the organization’s
continued sustainability.

Bachelor’s Degree from a regionally accredited institution with emphasis in medical
technology, or chemical or biological science

Minimum type and amount of work experience, in addition to the above required
education necessary for a person entering this position.
Bachelor’s Degree and four years of clinical or research laboratory experience to
include six months of experience in working in and managing a clinical laboratory and
with Laboratory Information Management Systems
Preferred Licenses or Certifications: None

Current Nevada General Supervisors Laboratory License or ability to obtain within
three months of hire
Current Board of Registry (ASCP or NCA) certification as a Medical Technologist or
Clinical Laboratory Scientist (AMT not acceptable)
