About the Regional Planning and Policy Stream
Regional Planning and Policy focuses on advising government on matters relating to regional
water security by undertaking the following functions:
 Short and long term water balance modelling;
 Strategic water supply planning on a regional and sub-regional basis, including development
and preparation of the SEQ Water Strategy;
 Advice to Government on Regional Water Security Options to inform development of the
Regional Water Security Program (RWSP);
 Review, advise and report on the implementation of, and compliance with, the RWSP
including the projects described in the Water Regulation 2002; and
 Develop and undertake compliance monitoring of the SEQ System Operating Plan.
Purpose of the role
The purpose of this role is to lead a team within the modelling area to deliver authoritative
modelling advice, strategies and technologies to influence future directions for the Queensland
Water Commission’s South East Queensland Water Strategy. The role will be recognised
internal and external to QWC as a professional technical expert. It will deliver modelling
capability to support projects undertaken by the Regional Policy and Planning Stream of the
QWC and provide authoritative expertise in Geographic Information Systems (GIS) systems
utilising the WATHNET, IQQM, H2O and Arcmap models .
The role will be responsible for the delivery and scrutiny of modelling services provided to the
QWC by contract modellers and other State government agencies.
The role will lead and manage the development, scrutiny and application of models to provide
expert professional advice and solutions that require a high level of ingenuity to solve complex
water supply problems. The models will be utilised to assist in the assessment of regional water
security and the continuing development of efficient and effective integration of urban, industrial
and rural water supply planning and management in South East Queensland. Outputs and
advice provided by the team is critical to the future planning of water infrastructure and services
in SEQ and will be utilised within the SEQ Regional Plan, SEQ infrastructure plan and program
and QWC strategic plan.
The role will lead, participate and represent QWC in a professional manner in research and
development of modelling techniques in order to develop authoritative conclusions to complex
technical issues. The role must provide expertise in all aspects of services such as model
development, validation and updates, infrastructure modelling and water supply forecasting. An
understanding of emerging policies and research on water cycle management from an
International, National, State and local level must be maintained in order to provide strategic
analysis to support policy evaluation and infrastructure planning.
Key responsibilities of the role

Identify, lead and manage the complexities associated with water quantity and quality
issues in SEQ in partnership with the Director, Infrastructure Implementation. The
Modelling Manager will be responsible for programs that are of critical importance to the
State.

A strong understanding of the concepts, theories, techniques and principles of modelling as
they apply to significant complex water supply issues with an ability to interpret and
communicate these issues to non-technical stakeholders being essential.

Lead and manage a team of multi skilled technical professionals to meet the objectives and
priorities of the organisation. The incumbent must exercise professional independence to
scope, interrogate and deliver complex modelling and engineering outcomes.

High level expertise in the applied application of modelling tools involving:
o
hydrologic assessment: catchment scale assessment using models such as IQQM,
and Sacramento;
o
hydraulic pipe network modelling: H2OMap;
o
water supply system assessment and water balance analyses: notably using the
WATHNET system model as developed for assessment of the SEQ Water Grid and
in-house developed water balance and water supply assessment tools;
o
demand balance models as they relate to the assessment of the regional supplydemand balance for a planning horizon to 2056;
o
GIS (ArcGIS) software and data manipulation and interpretation for the
representation of the spatial distribution of selected aspects of the regional water
supply system, such as SEQ Water Grid system infrastructure, supply-demand
balance on sub-regional or catchment scale, rural water entitlements and/or
demand characteristics.

Lead, manage and provide high level authoritative and expert technical advice to support
policy decisions relating to Government priorities and the agency’s’ corporate goals. A
comprehensive understanding of how modelling is applied to water sensitive urban design,
catchment management, network water quality, evaluation of bulk water supply options
and the determination of environmental flows is essential.

Review and provide high quality written briefs and submissions to support high level
programs, as well as providing formal and informal verbal reports to the Minister,
Commissioner, Senior Director and Director and other external agencies.

Monitor, analyse and respond to national and international policies and research on water
supply modelling and technical methodologies.

Scope and resource projects to be undertaken both internally and externally including
preparation of Terms of Reference documentation and assessment of proposals.

Successfully manage a range of discrete projects, including research alliances,
consultancies, and inter-departmental and inter-agency working groups, within key
milestones, budget and time constraints.

Maintain a position as an expert in water modelling techniques through comprehensive
knowledge and understanding of leading edge technology, standards and procedures.

Represent the QWC at intergovernmental meetings and industry forums.
Basis of assessment of candidates for the role
The assessment of candidates for this role will be based on the following:

Demonstrated high level knowledge and ability in and of standards, concepts,
techniques and principles of water modelling, including hydrologic, hydraulic,
engineering, social, economic and environmental assessment processes and GIS
modelling.

Demonstrated high level ability to manage policy analysis and the development,
planning and implementation of complex projects involving multiple stakeholders and to
provide quality technical advice to internal and external project teams and clients.

Using professional independence have a demonstrated high level ability to effectively
lead and manage staff involved in complex specialised water modelling.

Demonstrated knowledge of policies, standards, institutional arrangements and
legislation relevant to the planning and management of water services in Queensland.

Advanced oral and written communication skills combined with proven high-level
consultation and negotiation skills, and proven ability in reporting of and briefings to
Government decision makers or other organisations.
Mandatory qualifications and requirements

A tertiary qualification in either engineering or applied science and a comprehensive
professional working knowledge of water modelling tools is a mandatory requirement of the
position.
