BACKGROUND NOTES, FORMAT
and
ENTRY FORMS
The Hume Regional Swimming Carnival will be held in Shepparton on Wednesday 7th March.
Entry forms and information for the Regional Carnival will be sent to us at a later date.
State Championships Thursday 29th March. MSAC
Please see information below for our local Upper Hume Division Carnival leading to participation at these
higher levels above for some students.

The 2012 School Sport Victoria. Twentieth Upper Hume Division (Wodonga) Swimming Carnival
is to be held at the Wodonga Olympic Swimming Pool, Stanley Street Wodonga on
Wednesday 22 February, 2012.
The following details are supplied for your information:
1. Entries close with the Division Officer, Events Support Office email to prenter.ian.m@edumail.vic.gov.au on or before
Friday 17 February, 2012 or unless otherwise arranged. (By phone ASAP).
Priority All entries by email only using the entry form provided
as we have done for the last couple of years.
As usual any entries submitted before this date would be greatly appreciated as there are few working hours between closing
date and the sports for seeding of students into appropriate heats etc . Please submit your entries ASAP following your own
school or district carnival or timed trials as in the past few years. This makes it much easier to enter and seed swimmers. Thank
you to those who do this regularly.
2. All competitors must come from schools affiliated with the SSV. Please read carefully information in sub section 2 as there
have been changes made again in 2011 in line with the change from VPSSA to SSV.
URGENT. Check with your Principal, Business Manager, and or SSV to make sure the school is affiliated for 2012.
(Affiliation covers not only swimming but all sports for the year) Entries cannot be accepted without this guarantee. Please
note that as for last year all schools will be invoiced individually from Melbourne re affiliation and these cheques should be
sent directly to Melbourne. School Sport Victoria, P.O Box 13, Coburg 3058
and not to your District Secretary as some schools have done in the past. Money should be sent to District Secretaries only in
Districts where this method of fund raising provides a balance for the District to operate. This is a separate issue from the
affiliation to the SSV. Under the new fee structure, the old category system where schools paid according to category
(Enrolment eg Category 1 800+ $ 880 or Category 7 less than 50 $ 65 ) has been abolished.
The correct affiliation will appear on your new invoice. (Received directly from SSV in late January or early February 2012.)
This is now based on your enrolment as officially recorded for 2011.
Any official queries should be addressed to School Sport Victoria, Melbourne, who generates the invoice.
Ages are calculated as at 31 December of the current year (2012), eg. A student who turns 11 at any time during 2012 will
compete in the 11 year events. Please note and advise parents as this does cause some confusion. There are no under age
classifications eg Under 11 or Under 12. Students of course have been classified by these under age classifications in some
outside sports like football, and Little Athletics over the years causing confusion for some parents
3. A student is permitted to compete in (2 individual events and one relay and one medley) only. However, (See note regarding
Medley Relay 4.2). No student can enter the same event in two different age groups. (Once again see Medley Relay 4.2.)
4.1 PLEASE NOTE (9/10 year age group)
For SSV Swimming and Diving and in fact all sports : Ten (10) years and under age group has been clarified.
Only children who turn 9 years or 10 years (born 2002 and 2003) in the year of competition (this year) are
eligible to compete in this age group at the SSV State Championships.
This policy has been followed at all Division Events to prevent local variation. ie. All students under this rule, should swim at
least two years at the highest level of competition at Primary School with some getting three years. This policy applies
to Cross Country and Track and Field events as well, so please remind teachers, prospective parents and students
to prevent problems during the year.
4.2 Medley Relay
The event, takes the form of an open age event. ie. Open to students at any level 9/10, 11, 12/13.
Please note however An open event for girls only / OR a mixture of girls and boys. (known as Boys Mixed Section). There
can of course be four boys. (in Boys Mixed Section). In line with this we include open medley relays at our own carnival. You
can by this definition of course enter more than one team from most schools including the smaller ones. (See section 5 below).
All these events are timed with the fastest two teams in each section earning the trip to Shepparton. Limitations to this event
include the fact that it is hard to find competent butterfly swimmers. As I have suggested in the past, we don’t want a
spectacular survival event to mark the opening of the carnival, however schools and or combined smaller schools are
encouraged to enter two or three teams in both categories (Girls /Boys - Mixed) , providing the four swimmers are competent
in each of their strokes. NB. A swimmer may swim in only one medley race.
Same provisions apply for combining schools as apply with the regular age relays (see 5 below). A swimmer may only swim in
one leg of one medley relay. This swim will not be counted against the swimmer in his/her two individual events and one age
relay. These races will be staged as the first events of the carnival providing ample time for recovery before the individual and
age relay events. Please enter teams for the medley relay on the entry form indicating the approximate combined time
of the four swimmers so that the teams may be matched to provide the best competition, especially for the two teams
progressing to Shepparton. Please do not just list the individual best times of each of the swimmers as this takes time to
calculate the team time. Also in many cases teachers leave the time blank making it impossible to rank teams for competitive
races. I am speaking from experience answering parent questions. No collective time will mean the computer will not be able to
allocate or seed according to time and therefore not necessarily provide the best competition for the students. This is an issue
that sometimes comes from keen parents related to regular swimming clubs.
4.3The four members of each relay team (Freestyle and Medley) must be students from the same school except schools with less
than 124 pupils, which may select a combined relay team from schools within their Sports District provided that the total
enrolment of the schools combining does not exceed 300.
Note; Age restrictions apply in the case of the freestyle relays only, however a student may swim up an age division but not
down, to make up a team and should not swim twice (in two individual relays or two medley relays).
4. Conditions for all events are contained on the SSV website and in the 2010 VPSSA Sports Manuel in the swimming section
with the appropriate updates and state times etc. Check your school or District Secretary for this manual. Current conditions
should also be available on the SSV website when available. There is a general move from the manual to the website.
PLEASE NOTE THESE NEXT SECTIONS 6 and 7 CAREFULLY AS THE ISSUE CONTINUES TO
PROVOKE DISCUSSION IN SOME DISTRICTS.
ALL DISTRICTS CONDUCTING A PRE CARNIVAL FOR DISTRICT SELECTION TO DIVISION
SHOULD MAKE IT CLEAR TO PARENTS RE THIS SECTION AND ITS INTERPRETATION AT THAT
PARTICULAR LOCAL DISTRICT LEVEL. THOSE FORTUNATE TO HAVE A LOCAL POOL AND A
DISTRICT CARNIVAL SEEM TO BENEFIT GREATLY IN EVENTUAL PLACEGETTERS
PROGRESSING TO REGION AS THEY HAVE ENTERED MAINLY MORE SEASONED SWIMMERS.
THE WORD “APPROXIMATE” BELOW PERMITS SOME STUDENTS WITH RAW ABILITY IN AREAS
WITHOUT THE POOL FACILITIES TO BE ENTERED AT THE DISCRETION OF LOCAL
COMMITTEES OR PRINCIPALS BEARING IN MIND THE TIMES BELOW.
6. Your school or affiliated District may nominate unlimited competitors provided that they can swim approximately equal
to or under the following approximate times. Please check carefully the student times submitted with your entry sheet, as
failure to provide these times may cause agro with students swimming in the “wrong” heats. (Swimming Club swimmers
particularly, are used to being matched against competitors with similar times to produce the best results.) See the entry form
for further notes on entry conditions and the word “approximate”
When entering multiple swimmers in the same event please try where possible to rank your swimmers by fractions of a
second eg 50.1secs and 50.3secs (and not five swimmers all with a time of 50.0 secs ), even where these are rough
guesstimates, as the computer cannot put more than one swimmer in each lane and I believe spreading the times out a bit will
prevent swimmers from the same school being placed in adjacent lanes and give them more experience against “other”
swimmers. This addresses the situation of coming long distances to swim against all your mates in the one race.
7. Please remember that all events are run in heats with no finals. The fastest four students overall fill the placings.
(Not necessarily the first four in each race.) Students however have been placed in appropriate heats according to the
qualifying times supplied by their schools to maximize their opportunity to swim fast times. Swimmers have been seeded in
each heat where possible with the fastest swimmers in the middle lanes etc..

I appreciate that very accurate and competitive times are difficult to draft because of the size of country pools and
the lack of known PB’s and emphasis on the times. This issue is discussed annually in some detail with the decision to
remain with the status quo to cater for the majority.

8. All events are conducted over 50m with legs of the relay and Medley relay being 50m also.
9. There is catering available at the canteen but students /schools may prefer to bring their own drinks/snacks/lunches for a
picnic. There will be no official recess/lunch breaks as students will be expected to eat/drink between their events, enabling
students especially from great distances to get away earlier and not interfering with bus times.
10. Division Carnival The entry fee will be $4.00 per student. ( $2 of this goes to the pool management (entry),
while the remainder ($2) is levied to cover, hire of equipment including lane ropes, judges stands, PA system, electronic
recording officials cost of referees and first aid etc.
Please pay by cheque or direct credit etc. after the event. An invoice will be forwarded to the school following the sports.
PLEASE NOTE The invoice again this year will also include the levy for students progressing to Shepparton for the
Regional Carnival. Entry cost is $8.00 per student.
Total Costs The total for a student progressing to Region will be $12.00
(Please Note)
This cheque should be made payable to the
“Wodonga Primary School.” And returned to the address on the invoice. Or Direct Credit as per usual arrangement.
11. The entry fee to the pool for students at Wodonga is paid in bulk at the end of the day. At Shepparton too competitors do
not pay as they enter as this has already been paid at school. They should however get names registered at the gate.
Invoices will be forwarded to school following this carnival.
REGIONAL CARNIVAL AT SHEPPARTON
12. The first four place getters in each individual event (not heat), and the first two place getters in each relay
(free style and medley) will qualify for the Hume Regional Swimming Carnival to be held in Shepparton on
Wednesday 7th March.
Details for this day will be given out to the first four place getters etc. at our Division Carnival.
Students who do well at Shepparton will then progress to the State Championships in Melbourne
on Thursday 29th March. The winner of each race only in Shepparton will progress to State.
This will be a one day event and students progressing to Melbourne will receive their information at Shepparton.
Travel to and from this Regional Carnival at Shepparton as with Melbourne is the responsibility of
individual parents in liaison with their school. Information for students progressing from the Upper Hume Division
Carnival, will be issued at Wodonga on the day, including a map.
13 ENTRY FORM
Please find attached entry form in relation to officials for the Division Carnival and
entries to our carnival. Electronic Timing at the Carnival.
Again this year the Carnival will be run using a computer and Meet Manager (a programme designed to run Swimming Carnivals).
For this to work, it is essential that the entry details for each swimmer are filled in on the form provided.

DOUBT IS PROBABLY MORE LOGICAL TO YOU, OR ONE FROM FIVE YEARS AGO AS THIS
INCREASES THE AMOUNT OF TIME AT THIS END. Please ask for the form to be resent rather
than having to complete the form again.
It would be greatly appreciated if you would type in your entries please this year and email the
entry form to me as this will cut down process time and hopefully streamline the operation.
Thank you to those schools and districts that emailed entries last year. The other advantage is
a confirmation of spelling and names and the elimination of many phone calls to schools
checking handwritten information re times and spelling.
This is a request. Please contact me by mobile if you are considering entering by alternative
method.
End of Commercial
14. IMPORTANT Officials: Two officials per School/District at least or the equivalent are required for the conduct of the
sports. Please see the entry form. Please submit these names as soon as possible. This is urgent as responsibilities need to be
allocated pre carnival for the smooth running of the meeting. Responsibilities will be displayed at the entry to the pool if you have
not been contacted before the date. Failing this nomination process, schools and districts will have lanes allocated to them to staff
during the day roughly in proportion to their entries.
15. Cancellation: In the case of bad weather (thunderstorms etc.) an announcement will be made over
FM 106.5 between 6.30 and 7.30 am on the day of the carnival. The reserve date will be Friday 24 th February at the
same time and place. Wodonga.
16. State Championships: Thursday 29th March
Information to competitors given at Shepparton.
This date is much earlier than in the past permitting continuity in training patterns for
competitors.
17. Directions: to Wodonga Pool: Adjacent to TARGET/ PLAZA, but in Stanley Street Wodonga.

Swimwear Extract from Swimming Victoria Competition By-Laws
Swimwear (effective as of 1st November 2009)
Unless otherwise directed by Swimming Victoria Inc., in all levels of competition within
Victoria, competitors may wear ‘traditional ‘suits provided the suits meet the following criteria:
(i) Suits must be of a textile material and may not contain any material such as polyurethane, neoprene
or like materials.
(ii) Male costumes or briefs may not extend above the waist. Nor below the knee. Female costumes
may be one or two piece and shall not cover the neck, extend past the shoulders, nor below the knee
and may not utilize zippers or other fastening devices.
(iii) Only one costume may be worn in competition.
19.
Supporters, Coaches, Parents, Friends, CODE OF BEHAVIOUR
 Remember that children play sport for their enjoyment, not ours.
 Encourage children to participate. Do not force them.
 Focus on the child’s efforts and performances rather than winning or
losing. “If you lose say nothing, if you win say even less.” Winners will
always be fairly obvious. How they conduct themselves however can vary.
 Encourage children to always participate according to the rules.
 Never ridicule or yell at a child for making a mistake or losing a game or
race
 Remember that children learn best from an example. Applaud good efforts
by all teams, relays and individuals
 Support all efforts to remove verbal and physical abuse from sporting
activities.
 Respect officials’ decisions and teach children to do likewise.
 Show appreciation of volunteer coaches, officials and administrators
parents and student assistants. Without them, our children could not
participate.
Please read section 20 especially subsection 5 and take note and pass on information to
students and parents as this section and rule always causes great angst on the day of the
carnival when the swimmer is disqualified and it appears not clear to the observers.
“ The student was unsteady on the blocks last year and in fact left the blocks after the other
swimmers.” It was ruled a disqualification which took a lot of overturning and begging
ignorance on our part.
The following rules are provided again to try and do the “right thing” and to try and
prevent embarrassment at the Regional Carnival where disqualification is disappointing
and sometimes brings out the ugly side if we are unaware of the rules being rightly enforced
by the officials.
20.
Wodonga Division Swim Start
Starting Instructions and Disqualification
1.
When the swimmers have been placed behind the starting platforms, the Starter will
announce the Event and Heat number, eg. Event 4 Heat 2.
2.
On the long whistle from the Referee, the swimmers shall step onto the starting
platform or beside it and remain there. For backstroke they shall immediately enter the
water and a second long whistle shall bring them back to the starting position.
3.
On the command “Take your marks”, the swimmers will immediately take up their
starting positions with at least one foot at the front of the starting platform, or in a position
directed by the starter in the case of those not mounting the starting platform, or in the
case of Backstroke their starting position in the water and remain stationary.
4.
When all swimmers are stationary the Starter shall give the starting signal.
5. Any swimmer starting before the starting signal has been given, shall be
disqualified. If the starting signal sounds before the disqualification is declared, the
race shall continue and the swimmer or swimmers shall be disqualified upon
completion of the race. If the disqualification is declared before the starting signal,
the signal shall not be given, but the remaining swimmers shall be called back and
start again.
6.
Swimmers must finish in the lane in which they start, and will remain in the water in
their lanes at the finish of the event. On the signal from the Referee swimmers are to leave
the water by the side of the pool.
7.
Breaststroke and Butterfly must finish with a two hand simultaneous touch,
Backstroke must finish on their back.
8.
Medley relay, each section must be finished in accordance with the rule which applies
to that stroke.
21. PROGRAM
Students may have a short warm up if they need to until requested to leave the pool.
Please note that all students warming up must have the permission of the accompanying teacher or parent and be
supervised at all times.
9:45am Marshall for the first event. All students are to move promptly to the marshalling area at the deep end of the
pool when their event is called.
Program to commence at 10 am with Medley Relays.
Re Finals Further to section 7 above.
There will be NO official FINALS swum on the day. All heats will be swum as TIMED FINALS. However, the
exception to this being insufficient numbers for multiple heats, then a straight final will be swum.
Following the relays, the individual program will commence with freestyle, starting with youngest age group with girls swimming
first in each stroke. Starting times can be approximate only as we have no way of knowing the numbers qualifying and
entered in each event and therefore the number of heats at this stage. Please alert parents to the approximation of these times
as some parents take time off work to support their children.
