Main Purpose of Job
Overall reasonability of the delivery of statutory services related to special educational
needs for Richmond and Kingston.
To lead the organisation to deliver a new and improved service improving outcomes for
children and young people with special educational needs.
This will be replaced by all associated tasks regarding the forthcoming Children and
Families Bill in 2014.
Main responsibilities of the post
Professional Function:
 Management responsibility for the budgets in both Local Authorities.

Contract management with NHS providers for therapies.

Line management of the Principal Case Officers in Richmond and Kingston

Parent Partnership commissioner

Designated officer at Joint Funding Panels

Named officer for Special Educational Needs

Chairing SEN panel meetings

To be part of a team to develop high quality inclusive practice across all specialist
provisions and maintained schools

To contribute to further developments regarding special schools and provisions

To support schools to deliver good value provision

To facilitate increased confidence and competence of school and community
professionals to deliver high quality support for children with special educational needs

To contribute to the development of policies, practices and procedures which the
support outstanding service delivery

To meet with parents and their representatives with regard to the statutory assessment
procedures and the decisions made in respective SEN panels

Management of performance data across both Richmond and Kingston

To be accountable for the responses to 1st tier tribunals and the associated liaison with
legal services. This may include attendance at some tribunals.

Leading the communication strategy with schools and parents connected with the
forthcoming legislative changes
Other Duties
To be aware of and adhere to RBK’s equal opportunities policy and implement it through

To be fully conversant with and adhere to relevant statutory provisions, codes of
professional practice and conduct and Customer Care procedures.
To undertake such additional or altered duties consistent with the purposes of the post as
may reasonably be required from time to time by the Statutory Assessment Team
Manager.
