January 12, 2009 To: Nursing Facility Providers Intermediate Care Facility for Persons with Mental Retardation (ICF/MR) Providers Home and Community Support Service Agencies Subject: Department of Aging and Disability Services (DADS) Information Letter No. 2009-03 Cost Information Requested by January 22, 2009, for LTC Services Provided to NonMedicaid Evacuees during Hurricane Ike Funds have been appropriated to Texas for Hurricane Ike-related costs. DADS is collecting information on hurricane-related costs incurred since September 7, 2008, by Long Term Care (LTC) providers that accepted nonMedicaid eligible evacuees. This information will be provided to the Health and Human Services Commission (HHSC) for use in prioritizing needs and authorizing the available funds. DADS will publish a notice to inform providers when payment has been authorized and claims will be processed. The information is being collected through January 22, 2009, using the DADS disaster payments website. For a limited time, the following DADS providers may submit cost information incurred due to Hurricane Ike: Nursing Facilities, ICF/MRs, and Home and Community Support Service Agencies (HCSSAs) that accepted evacuees with special needs (nonMedicaid LTC residents) as directed by Local, State or Federal officials. HCSSA costs would be related to Personal Attendant Services (PAS) only. This information will be provided to HHSC so that policy decisions can be made. Timeframes Providers may submit claim information for nonMedicaid-covered services that, beginning September 7, 2008, were provided to DADS clients as the result of Hurricane Ike. DADS needs to receive this information by January 22, 2009. Please note that failure to submit information by this date may result in non-reimbursement of services. DADS Disaster Payments Website All information should be submitted using the DADS disaster payments website, which includes instructions. This website is available at the following address: https://disasterpayments.dads.state.tx.us Reimbursement When any payments are approved, they will be made at the lowest default rate. Designated Counties Any reimbursement authorized would be only for approved services provided to evacuees from designated counties.
