PROJECT NARRATIVE INSTRUCTIONS

LAND ACQUISITION
GENERAL INSTRUCTIONS
On the Narrative Tab within the RACERS application, please describe the proposed project as
it relates to the DCNR priorities outlined in the four Selection Criteria listed below. Ensure that
your project narrative is thorough, concise and follows the numerical order provided. It is
strongly recommended that high quality maps, photos and site drawings, as appropriate for your
project, be uploaded to your RACERS application, to more fully illustrate and support the
information provided in the project narrative.
Please note that your application will be rated and ranked based on the responses you provide
on your Project Narrative, as well as your responses on other sections of the application,
including the Budget, Public Value & Use Form, etc.
1. PROJECT NEEDS AND BENEFITS
(Points: Maximum 45)
1. Briefly describe the needs, issues and urgencies that this project will address; relate
directly to your proposed project description and scope of work.
2. List and describe the community, recreation and/or conservation outcomes/benefits of
your project.
A. If acquiring parcel(s) for Critical Habitat and/or Open Space, describe and address
how the project:
I.
Will address the urgent and time sensitive nature of this project (e.g. timing of
land donation, settlement, etc.).
II. Will protect the critical habitat and/or special features of the open space/natural
area. Reference any designations on the County Natural Heritage Inventory and
the
Pennsylvania
Natural
Diversity
Inventory
(PNDI)
(www.naturalheritage.state.pa.us); a regional/ county open space prioritization
model; significant ecological attributes (Important Bird Area, Important Mammal
Area, vernal pools) or other identification of rare and endangered plants and
species.
III. Will protect the area from significant threat of habitat fragmentation or other
incompatible land use alternatives (e.g. recycling plant, firehouse, library,
hospital, landfill, etc.).
IV. Will add buffer areas (e.g. riparian buffer, lands adjacent to preserved parcels,
etc.).

B. If acquiring parcel(s) intended for future Community Recreation/Park
Development, describe and address how the project:
I. Will address the urgent and time sensitive nature of this project (e.g. timing of
land donation, settlement, etc.).
II. Will use the property, after it is acquired.
III. Will enhance the existing recreational opportunities in your community.
IV. Will allow for park expansion, through the purchase of this property, which is
located adjacent to an existing neighborhood, community or regional park.
V. Creates opportunities for citizens to connect to parks, a major statewide
greenway, significant regional greenway, a local connector trail, rivers and/or
other waterways.
VI. Creates or enhances connections and linkages to other natural, cultural, historic
or recreational areas; community assets such as main streets, parks, schools,
rivers, residential developments, business centers, state lands and other
communities. Identify all connections.
3. Describe the anticipated economic impact this project investment will have on your
community or region, both short and long-term (e.g. job creation including construction,
operations, maintenance, programming, professional services; funding or other
investment leveraged; impact on local business activity; creation of new business
opportunities; coordination with other economic revitalization activities; promoting
tourism and the economic benefits of incorporating greening practices into the project).
4. Identify if your project is within a DCNR designated Conservation Landscape (CL) or a
PA State Heritage Area. If so, identify if it is a high priority project and/or how it supports

5. Describe your organization’s ability to efficiently and effectively manage grants. Include
in your answer: the ability to complete grant projects; to implement funded studies; to
adequately maintain developed areas and facilities; and to minimize conversions of
acquired/developed lands to non-recreation, park and conservation uses.
2. RELATIONSHIP OF YOUR PROJECT TO STATE, REGIONAL, COUNTY and/or LOCAL
PLANS and PUBLIC ENGAGEMENT
(Points: Maximum 20)
1. Describe how your project is consistent with and/or advances the goals of local, county
or regional plans. Specifically, identify if your project is a high priority, an early
implementation project or has some other ranking status. Identify plans by title, date and
relevant page number(s). If the plan is online, please provide the link to the plan.

2. Describe how your project implements the PA Outdoor Recreation Plan. Reference the
plan at www.paoutdoorrecplan.com.
A. Strengthen connections between outdoor recreation, healthy lifestyles and economic
benefits in communities.
B. Reconnect people to the outdoors and develop a stewardship ethic through outdoor
recreation opportunities and experiences.
C. Develop a statewide land and water trail network to facilitate recreation,
transportation and healthy lifestyles.
3. Public involvement is essential in all projects.
A. Describe, in detail, how the public has been engaged or will be in the development
and design of this project (e.g. public meetings, park & recreation board
recommendation, press releases, etc.).
B. Describe how the public will be involved in the implementation, long-term
maintenance and stewardship of the project.
3. PROJECT PARTNERS and COMMITMENT
(Points: Maximum 15)
1. Describe how this project leverages partners, investments and other resources. It is
essential that you solicit and engage the appropriate partners for your project. List your
major partners and describe the nature of their engagement; such as providing support, ,
providing cash and/or non-cash match, etc. Include all types of partners – local,
municipal, county, state, federal, private foundations, private business, friends groups,
local trail organizations, etc.
2. Upload commitment letters from all partners providing secured cash or non-cash match
(as itemized on the project budget worksheets). The letters should detail the amount
and when the match will be provided.
A. Should you have no funding partners, please provide additional information on your
financial commitment to the project and describe the local and community
organizations that have demonstrated public support for this work.

3. For projects that cross municipal boundaries, provide letters of support from all
municipalities that will be partners or are affected by the proposed project.
4. SUSTAINABLE AND GREEN PRACTICES
(Points: Maximum of 20)
The Bureau requires all grant applicants to address and incorporate sustainable and green
practices, as appropriate, to your site and project. Specifically, describe what green and
sustainable practices are/will be incorporated into your project.

technical assistance information.
Please note that upon award, it is expected that all green practices proposed in this
application will be incorporated into your project.
The following are some examples of how you may address the Sustainable & Green
Practices in your project.
1. Site Location - Select project and location that minimizes disturbance to existing
conditions or repairs already damaged systems
A. Use an experienced design team.
B. Minimize impacts or changes to the natural landscape (e.g. steep slopes, hillsides,
tree cover, rock outcroppings, native vegetation, soil structure, etc.).
2. Water– Protect and restore systems associated with a site’s hydrology and sensitive
ecosystems
A. Promote natural stormwater infiltration through installation of rain gardens, bioswales, naturalized detention basins, etc.
B. Use permeable surfaces for pathways, parking lots, overlooks, etc.
C. Incorporate proper drainage and design.
D. Restore or enhance riparian areas and buffers along rivers, streams, creeks, lakes,
rivers, etc.
E. Control erosion through buffer stabilization.
F. Protect, enhance or repair wetlands, floodplains, seasonal pools, streams or
headwater areas.
3. Natural Landscaping- Protect and restore site vegetation, species and habitat
A. Creative reuse of existing developed site and/or brownfield.
B. Site work/project being proposed is suitable to the physical site chosen (e.g.
Baseball Field is placed on a flat area vs. on a hillside near a river).
C. Invasive plants are managed and controlled on site.
D. Plant new native trees, whenever possible.
E. Landscaping is incorporated into project, using native plants, shrubs, trees, in
swales, rain gardens or other planted areas to keep invasive plants from
reestablishing.
F. Protect critical habitat for threatened or endangered species.

G. Protect environmentally sensitive lands for health, habitat, and biodiversity through
acquisition, conservation easement, planning and zoning or other conservation
measures.
4. Connecting People to Nature- Building healthy communities and teaching
environmental stewardship
A. Provide opportunities for passive recreation and interaction with nature (e.g. nature
paths, meadow trails, viewing areas, sensory gardens and spaces for low-noise
relaxation, etc.)
B. Provide opportunities for children to participate in unorganized activities in a natural
environment.
C. Provide opportunities to connect with scenic overlooks.
5. Environmental Stewardship Messaging- Describe how you will interpret/educate the
public regarding green practices implemented by the project
A. Install interpretive signage and/or develop programming that educates visitors about
interesting features, habitats and sustainable practices within the park.
B. Foster sense of responsibility and stewardship ethic by users (e.g. volunteer
maintenance days, clean-up days, restore vegetation work days, friends of park
groups, etc.).
