1. INTRODUCTION
The aim of this Flood Plan is to provide a guide for Beaminster’s Flood Wardens in the event of
flooding in the town. Events in Crewkerne, Netherbury and Ottery St Mary during 2008 show
that flooding is a real threat and should be prepared for.
Beaminster’s Flood Warden Scheme has been set up by Beaminster Town Council’s
Emergency Planning Team. The initiative comes from the Environment Agency who are
encouraging Town and Parish Councils throughout the country to set up such schemes in
vulnerable communities. Many schemes have already been set up in Dorset.
The aim of the Flood Warden Scheme is to enable Beaminster Town Council to provide a
coordinated local response in the event of a flood. The Town Council’s Emergency Planning
Team will coordinate the Wardens from the Control Centre, based at the Public Hall, 8 Fleet
Street, Beaminster. The Emergency Planning Team and the Flood Wardens will work
alongside the Emergency Services and other key organisations to provide an effective relief
effort within the Town.
The Flood Wardens are Beaminster residents who have volunteered their services for the
benefit of the community (Please see appendix for further information). The role of the Warden is to
make residents aware of the threat of flooding in Beaminster and advise residents on how to
protect their lives, property, businesses and possessions. The Wardens take on a proactive
role in the fight against flooding by working with local residents, the Environment Agency and
other organisations to identify problem areas within the town. Once a problem has been
identified all efforts are then made to find a solution to help reduce the risk of flooding in the
town.
The types of Flooding event referred to in this plan are:

Fluvial (River)
Surface water
The main priority for Beaminster is the safe evacuation of residents. The second priority is for
the protection of homes and property
2. THE ROLE OF A FLOOD WARDEN
Beaminster has been broken down into 11 Sectors (Please see appendix for map). A Flood
Warden has been allocated to each Sector.
Each Warden should:


Be knowledgeable of their allocated Sector
Be knowledgeable of the watercourses (if any) that run through their Sector.
Be aware of identified flood risk areas within their Sector (please see appendix for flood risk
map)




Assess their Sector identifying vulnerable residents/properties
Provide a written report to the Town Council’s Emergency Planning Team on their
Sector highlighting the vulnerable residents/properties.
Ensure drains/culverts/rivers are kept clear – reporting any blockages if found.
Sign up to the Environment Agency’s Floodline Warnings Direct Service.

Encourage residents to report any incidents of flooding or to contact Wardens for advice
if worried about threat of flooding.
Help publicise the Flood Warden Scheme
Be on hand to give advice to local residents i.e. encourage residents to keep a flood
box/emergency box (torch/candles/bottled water etc.) or to keep important/sentimental docs in waterproof
bag upstairs





Keep residents up-to-date with Flood Warden Scheme via delivery of literature
Provide information/local knowledge on flooding to the Environment Agency to improve
their data/mapping i.e taking photos during a flood etc.
Encourage residents to sign up to the Environment Agency’s Flood line Warnings Direct
Service.
Promote Beaminster’s sandbag store at the Memorial Playing Field in Beaminster.
Be present in their Sector during a flood/flood warning situation
3. THE TOWN COUNCIL’S EMERGENCY PLANNING TEAM
The Council’s Emergency Planning Team is responsible for coordinating the relief effort at a
local level.

In the event of an emergency the Planning Team will be based at the Control Centre at the
Public Hall, 8 Fleet Street, Beaminster, DT8 3EF (01308) 863751
The Planning Team is responsible for:




Coordinating the Flood Wardens
Contacting the Emergency Services
Liaising with the Emergency Planning Teams from the District and County Councils
Liaising with key organisations – Environment Agency, Water Companies etc
Liaising with the local media
4. FLOOD WARNING CODES
All Flood Wardens must sign up to receive Flood warnings from the Environment Agency.
Once the Warden is signed up to this scheme they will receive warnings directly from the
Environment Agency’s Flood Warnings Direct (FWD) scheme via phone or text messaging.
Environment Agency’s Warning Codes are:FLOOD ALERT
FLOOD WARNING
SEVERE FLOOD WARNING
Flooding is possible. Be prepared!
Flooding expected. Immediate action required
Severe flooding. Danger to life

Flood Alert – Is a general alert concerning flooding from rivers, streams, ditches,
watercourses, estuaries and the sea.
Flood Warning and Severe Flood Warning – relate to specific Flood Warning Areas at risk of
flooding from rivers and the sea. Local residents can also register to receive these.
Please note that the Environment Agency only provide warnings based on rising river
levels. Warnings are not sent for surface water flooding.
5. THE ROLE OF THE TOWN COUNCIL’S EMERGENCY PLANNING TEAM
DURING A FLOOD WARNING
On receipt of a Flood Warning/Severe Flood Warning the Chairman of the Council’s
Emergency Planning Team should, if safe to do so:




Go to the Control Centre at Fleet Street
Call the other members of the Emergency Planning Team to come to Control Centre
Call relevant/all Flood Wardens to enter their Sector(s) to survey the area
Wait for feedback from the Wardens
If necessary call all relevant :(i)
Emergency Services (Fire Brigade, Police, Ambulance)
(ii)
Local Authorities Emergency Planning Teams ( Dorset County Council and West
Dorset District Council)
Other organisations (Environment Agency, Water Company, Electricity Company etc.)
Voluntary Organisations (Dorset Search and Rescue, WRVS etc.)
Contact local radio and newspapers to keep local residents up-to-date with latest
developments
Liaise with the Emergency Services on their arrival
Open the Public hall for use as temporary shelter
Keep a register of any resident using the hall as temporary shelter
Maintain action and financial records and pass all relevant information on to key
organisations

Please note ONLY THE EMERGENCY PLANNING TEAM SHOULD CONTACT THE
AUTHORITIES FROM THE CONTROL CENTRE this will help to avoid confusion and duplication.
The other members of the Emergency Planning Team should also act in a supportive role at the
Control Centre.

6. THE ROLE OF THE FLOOD WARDENS DURING A FLOOD WARNING
Once advised by the Council’s Emergency Planning Team a Flood Warden should, if safe to
do so:



Enter their Sector and look for any signs of flooding
Where possible inform residents residing in identified vulnerable properties of the
warning received
Report findings back to the Council’s control centre i.e Flooding, blocked drains, culverts etc.
Help coordinate the distribution of sandbags where necessary

Once advised by the Town Council’s Emergency Planning Team a Flood Warden should if
safe to do so:

Enter their allocated Sector – Please note Town Councillors will also be asked to go to
their allocated Sector to assist with the relief effort.
In the absence of the emergency services the Flood Wardens should bring any
residents who have been evacuated from their homes to the Public Hall, 8 Fleet Street,
Beaminster. A register should be kept of any resident entering the hall. Please
note that The Pavilion in the Memorial Playing Field, Beaminster is the alternative venue
should the Public Hall be flooded.
Give regular up-dates from their Sector to the Council’s Control Centre – if possible via
phone. If telecoms are down a personal messenger should be sent. Clear precise
information is necessary.
Work with the emergency services by providing clear information on vulnerable
residents/properties.
Help coordinate the distribution of sandbags
FLOOD WARDENS SHOULD NEVER PUT THEMSELVES AT RISK AND SHOULD
NOT ENTER INTO DANGEROUS SITUATIONS
8. OTHER AUTHORITIES AND ORGANISATIONS INVOLVED IN A FLOODING
EVENT
The level of response from the local authorities to a flooding incident will depend on what is
flooded or is at risk of being flooded. There are five priority categories:PRIORITY

There are other factors which may influence the level of response. Priority is likely to be given
to children, old or infirm when assisting people and to occupied property when protecting
properties.

Property owners are listed as it is their responsibility to protect their own property from
flooding.

 Receive and record details of all flooding incidents
 Monitor the situation and advise other organisations
 Deal with emergency repairs and blockages on main rivers and own structures
 Respond to pollution incidents
 Advise on waste disposal issues
Dorset County Council:The principal actions of Dorset County Council’s Emergency Planning Team are: Co-ordinate emergency arrangements
 Maintain safe conditions on the roads
 Put flood warning signs on the highway
 Organise road closures and traffic diversions
 Clear blockages on highway drainage systems
 May take action to protect property from flooding by draining water from the highway
where there is a failure of the highway drainage system
West Dorset District Council
The principal actions of West Dorset District Council’s Emergency Planning Team are: Co-ordinate emergency arrangements
 Flood warning dissemination
 Emergency assistance – provide sandbags etc.
 Street cleaning
Beaminster Town Council
The principal actions of Beaminster Town Council are: To delegate power to the Council’s Emergency Planning Team to implement and
coordinate local Flood Plan
 For Councillors to assist the Flood Wardens in their allocated Sectors

The principal actions of the Fire and Rescue Service are: To rescue

Electricity, gas and telecommunication Companies
The principal actions of the electricity, gas and telecommunication companies are: Attend to emergencies relating to their service at properties putting life at risk as a result
of flooding
 Attend to flooding emergencies at their own service installations
Property owners
The principal actions of owners of property at risk of flooding or which is flooded are: Move to a safe area if life is at risk
 Prevent water from entering the property if possible
 Switch off electricity and gas supplies at mains
 Move valuable possessions upstairs if liable to be flooded
10. THE ROLE OF THE FLOOD WARDENS AFTER A FLOOD
After a flood it is important for a Flood Warden to report back to the Town Council’s
Emergency Planning Team on the following:

The likely cause of the flood – i.e river, surface water, blocked drains/culverts etc.
Any additional properties that were effected which had not been previously identified in the
Plan

The effectiveness of the Flood Plan in their Sector i.e were sandbags distributed to the right
houses at the right time?



The effectiveness of the communication network between Flood Wardens and the Council’s
Control Centre.
Any preventative measures that could stop the flood from happening in the future
Provide any information and photographic evidence of flooding which can be passed on to
the Environment agency for their records

 A culvert runs along the length of Tunnel Road. The culvert and
associated structures at its inlet (Monmouth Gardens) are the
responsibility of Wessex Water. The Environment Agency have
management responsibility for the watercourse, but Wessex Water are
responsible for the condition of their assets (culvert, debris screen) and
removing blockages and obstructions from them.
Dorset County Highways are responsible for any road gullies that enter

 The drain in the Courtyard behind Beaminster’s Library blocks and causes

Fleet Street




The main drain in Fleet Street cannot take rain water at more than ½ inch
per hour before the water comes up through the manhole covers.
Kerb drains tend to overflow in the event of a prolonged heavy downpour.
It has been known for water to run like a river down through Fleet Street
and onto the pavements.

Manor Park Drain

The Manor Park Drain extends from Bowgrove Road, Beaminster to the
River Brit. The watercourse in the main is open channel with some short
culverted lengths. It flows through the new Barn Fleet development and
the outlet weir to the Manor House lake and onwards through culverted
and open channel lengths at Danisco where it joins the River Brit at Prout
Hill.
As part of the Beaminster Flood Alleviation Scheme a by-pass culvert,
weir structure and debris screens were constructed to minimise the out of
bank flow to Fleet Street. The location of these structures is at the new CG
Fry development at Barn Fleet.
The Environment Agency took the opportunity to re-align the existing bypass culvert as part of the CG Fry development. The culvert has been
structurally improved with new access points and the alignment has been
improved to minimise blockages within the culvert.
The Environment Agency has overall responsibility for the maintenance of
the Manor Park Drain.



Lake View Farm (formerly Shatcombe Farm) and Stonecombe Farm. The
streams join just above the storage reservoir in an area known as two
rivers.

Hollymoor Lane
 Downhill surface water could create a problem further down where houses
start but the road generally has good ditching and some run-offs.
 Farmland on either side is well drained and the higher reaches of the Brit
run into a very deep ravine until reaching the two rivers junction.
Riverside
 The river runs to the rear of the homes of the Riverside residents but at a
significantly lower level. Homes appear to be at minimal risk
Whitcombe Road
 Water flows down Whitcombe Road into Beaminster during and after a
heavy downpour. Most surface water should flow through the Whitcombe
Road/East Street junction and exit into the river at Prout Bridge.
 At Higher reaches Whitcombe Road is bounded by agricultural land which
inclines into a natural valley.
Woodswater Lane
 The road on the East Street side of the ford rises steeply and there
appears to be no flood risk to the houses. The river course is clear and
when the water level does rise the water runs freely.

 The Church Street Drain extends from Lane End Farm, Beaminster, to
the existing main River Brit, near St Mary Well Street. The Church Street
Drain consists of one main watercourse, which is culverted for the majority
of its length. The watercourse is spring fed and rises in the Beaminster
Downs approximately 700m north of main river.
The Environment Agency has no structures on or adjacent to this
watercourse other than a peak level gauge which is situated at the inlet to
the Wessex Water debris screen.
