Terms of Reference/ Job Description National Consultant Project Title: Pakistan Trade Related Technical Assistance (TRTAII), Trade Policy Capacity Building Project Number: PAK/70/02A Assignment title: National Consultant on Trade in Livestock and Livestock Products and Trade in Dairy and Dairy Products Contract duration: Lump sum from ASAP to 31 December 2012 Duty station: Home-based (Pakistan) Background: The Trade Related Technical Assistance (TRTA II) programme is a project funded by the European Union which aims at strengthening the capacity of Pakistan to participate in international trade. Component 1 of the programme, Trade Policy Capacity Building, implemented by the International Trade Centre (ITC), is aimed at the Ministry of Commerce and Government of Pakistan in developing a coherent trade policy and attendant regulations for export competitiveness. The ITC has constituted a Public Private Dialogue Steering Committee (PPDSC) with the approval of Ministry of Commerce to hold public private dialogues (PPD) on issues related to trade policy and regulatory reform. The Committee is also mandated to commission a number of research studies to feed into the PPDs and to better inform the dialogue on the selected issues. Two PPDs were organized during 2011; one on “Promoting exports of Professional, Computer Related and Transport Services of Pakistan” and the other on “Enhancing Exports of Light Engineering and Textile made-ups to Economic Cooperation Organization member countries”. The two PPDs resulted into policy recommendations for the two sectors which were formally submitted to the Government for consideration and potential implementation. Similarly in 2012, the TRTA II programme will support three separate public private consultative processes. In its meeting held on 07 May 2012 the PPDSC selected “Benefiting from improved trade relations with India and full implementation of SAFTA”, “Trade in Agriculture” and “Benefitting from EU GSP plus scheme 2014 through enhancing competitiveness in the qualified sectors” for holding PPDs during 2012. Technology up-gradation and foresight for export competitiveness was selected for holding PPD in the first quarter of 2013. Topics for a number of research studies were also selected for conducting policy research which would identify the challenges facing exports in the selected sectors and recommend a way forward to overcome those challenges. The outcome of the research study would be presented by the researcher during a one day PPD event for consideration of the stakeholders to draw plausible results and recommendations for the Government regarding trade policy and domestic regulatory reform. Specifically, the research undertaken by the consultant will contribute to informing the PPD consultative process, “Trade in Agriculture”. Objectives of the studies ITC seeks to contract expertise to undertake two separate research studies on the analysis of livestock and dairy sector with a view to enhance exports of the two sectors. The study is specifically required to address the following objectives: INTERNATIONAL TRADE CENTRE Page 2 Identification of domestic challenges hindering the development of livestock and dairy sector for exports. For the former this may include but not limited to establishment of slaughter houses, packaging, transportation etc; and for the later collection, processing, distribution and value addition. Conduct mapping and analysis of the regulatory regime for the livestock and dairy sectors with a view to identify laws which may need to be updated or new laws to be enacted in light of leading international best practices for development of the sector for exports. Identify and analyze potential markets for exports of livestock and livestock products as well as dairy and dairy products with a view to promoting exports to those regions/countries Clearly set out and articulated recommendations for domestic regulatory reform to address domestic challenges, development of laws to regulate the sector, and promotion of exports including through compliance to SPS measures. The recommendations should provide long term and short term strategy and should address challenges faced behind the border, at the border and beyond the border. The recommendations should be derived from a combination of analytical research and stakeholder consultations. To a great extent the consultant should aim to reach a stakeholder common position for the final recommendations, but where clear divergences exist in stakeholders views on the recommendations (and underlying challenges), such divergences should be tracked and represented by the consultant. Any laws, regulations and policies which may need to be changed should be identified and proposals furnished to amend those. The two separate studies produced by the researcher will be peer reviewed by international experts to ensure quality of the research and to guarantee that all important aspects of the two sectors are addressed. The consultant would be required to address/incorporate the recommendations of the peer review into the final drafts of the studies. Duties: The National Consultant will work under the direct guidance of the Programme Officer, Trade Policy, ITC (Islamabad based) in coordination with the Senior Officer, Business and Trade Policy (BTP), ITC and the overall supervision of the Chief, BTP. The consultant will share with Programme Officer Trade Policy his/her plan for data collection, draft questionnaire before meeting the stakeholders and will submit a list of the stakeholders consulted after the consultations. The consultant may seek guidance from ITC Geneva through the ITC Islamabad, if needed. The National Consultant will: Activities (non-exhaustive) Undertake review and analysis of relevant literature concerning livestock and livestock products sector and dairy and dairy products sector Prepare two brief analysis and strategy papers for the two studies Expected output All relevant documents, studies and reports reviewed Issue papers are produced Discuss with peer reviewer(s) the brief analysis and strategy for the studies Discussion is carried out Collect data and consult with the relevant stakeholders in Islamabad, Faisalabad, Sargodga, Sahiwal and Lahore to ascertain challenges facing exports of the sector, domestic regulatory reform needed etc.. Consultant may like to consult stakeholders in some additional cities Data collection and stakeholders consultation is completed INTERNATIONAL TRADE CENTRE Page 3 as well through appropriate means. Analyse collected data and survey/discussion with the stakeholders to deduce findings Analysis completed Prepare/write a research study on “Policy to enhance exports of livestock and livestock products” addressing the objectives of the study and write a second research study on “ Policy to enhance exports of dairy and dairy products” addressing the objectives of the study Two draft final studies are prepared Incorporate the recommendations of the international peer review in the draft studies Recommendations are incorporated in the drafts Make a presentation of the studies during the PPD on Trade in Agriculture in the fourth quarter of 2012 Presentation is made Participate in an expert working group one day session1 on the PPD policy recommendations and gather findings for policy recommendations paper (as below) Participation in expert working group Prepare a policy recommendation paper incorporating the recommendations of the two research studies, the PPD, recommendations/position papers submitted directly by stakeholders and the inputs of the working group. Policy recommendation paper is submitted Payment schedule: The lump sum amount for the assignment is US$9000. The payment schedule will be as under: After submission of issue paper (not later than ten days of the award of contract) 20% of the contract amount After submission of final draft study (Within six weeks after the discussion with peer reviewer) After incorporating peer review recommendations in the study (within two weeks after the receipt of comments of peer review) After presentation at the PPD and submission of the Policy recommendation paper (within three weeks after the PPD) 40% of the contract amount 20% of the contract amount Balance of contract amount Qualifications, Competencies and experience required: The National Consultant will have: 1 a Masters degree in international trade, economics, business, Agriculture, law, marketing or related field; Between seven to 10 years of research and report writing experience in the abovementioned fields; Strong knowledge of the WTO law/international trade in the two sectors Demonstrated knowledge of the value chain and exports procedures in agriculture sector Whether this meeting is to go ahead is still to be confirmed. INTERNATIONAL TRADE CENTRE Page 4 Prior work on Livestock and Livestock products sector and/ Dairy and Dairy products sector would be an added advantage Experience in trade policy research and practice/teaching; Excellent presentation and communication skills; and Capability and readiness to work in a team with colleagues from ITC. Languages: The National Consultant will have excellent drafting skills and fluency in written and spoken English.
