Dana C. Huff, P.E., Vice President- a Principal at Tighe & Bond, is a registered professional
civil engineer and an experienced project manager on assignments that span a variety of
disciplines, with a primary focus on civil engineering and solid waste projects. Utilizing
technical, analytical, and engineering expertise, he has developed innovative and resourceful
solutions to complex engineering challenges for municipal, state, industrial, and international
clients. Dana currently serves on the International Board of Directors for the Solid Waste
Association of North America (SWANA), as the Massachusetts Chapter representative. He is
also the past President of SWANA’s Massachusetts Chapter. Dana has assisted many
communities with waste management issues and works with all the major waste management
companies in New England. Dana is also involved with renewable energy projects and has
presented at Mass DEP’s workshop on Renewable Energy at Closed Landfills.

THOMAS A. MACKIE is the Managing Shareholder and President of Mackie Shea & O’Brien,

Shanna Cleveland is a Staff Attorney in the Clean Energy and Climate Change Program at
Conservation Law Foundation. Shanna works to advance climate protection through policy,
advocacy and litigation to promote energy efficiency and renewable energy and to reduce
reliance on fossil fuels. Shanna earned her A.B. from Harvard University with honors and her
J.D. from the University of Virginia School of Law where she served as an Executive Editor for
the Virginia Law Review. She worked as a litigation attorney before receiving her LL.M. in
Environmental Law from the Vermont Law School with honors. She is admitted to practice in
the Commonwealth of Massachusetts, the State of Hawaii and the United States District
Courts for Massachusetts and Hawaii.

Jim Colman is the assistant commissioner for the Bureau or Waste Prevention, which includes
air, solid waste, toxics, TURA, and industrial waste water programs. He has been AC since
1997. Before that, he was assistant commissioner of the Bureau of Waste Site Cleanup, where
he ran the 21E clean-up program, and before that deputy director of the hazardous waste
management program.

John DeVillars is an environmentalist and energy and environmental professional with
substantial leadership experience in both the public and private sectors. He is currently
Managing Partner of BlueWave Capital LLC, a renewable energy and brownfields
development company, and Senior Vice President of the environmental engineering and
consulting firm TRC Solutions.During his career, Mr. DeVillars has held several high level
positions in the United States and Massachusetts governments, including New England
Administrator of the U.S. Environmental Protection Agency, Secretary of Environmental Affairs
for the Commonwealth of Massachusetts, and Chairman of the Board of the Massachusetts
Water Resources Authority.
A graduate of the University of Pennsylvania (BA) and Harvard University (MPA), he currently
serves on the Board of Directors of Clean Harbors, Inc., Converted Organics, Inc., Alteris
Renewables, and izzitgreen.com, and several non-profit environmental organizations including
the Massachusetts Environmental Trust.

Paul Gilman joined Covanta in 2008 as Covanta Energy’s first Senior Vice President and Chief
Sustainability Officer. He is responsible for Covanta’s safety, health and environmental
compliance programs, and for sustainability initiatives that further reducing Covanta’s
environmental impact while increasing the use of its technologies. Before joining Covanta Mr.
Gilman was the Director of the Oak Ridge Center for Advanced Studies. He served as the
Assistant Administrator for Research and Development and Science Advisor at the U.S.
Environmental Protection Agency from 2002 until 2004. Prior to joining EPA, he was Director
for Policy Planning at Celera Genomics. Mr. Gilman was previously the Executive Director of
life sciences and agriculture divisions of the National Research Council of the National
Academies of Sciences and Engineering. In addition, Mr. Gilman has held several senior
government positions, including Associate Director of the White House Office of Management
and Budget (OMB) for Natural Resources, Energy, and Science, and Executive Assistant to
the Secretary of Energy for technical matters. He has 13 years of experience working on the
staff of the United States Senate in several capacities, including as a Congressional Science
Fellow sponsored by the American Association for the Advancement of Science.

Robert W. Golledge, Jr. is currently the principal of Golledge Strategies & Solutions LLC, a
consulting firm focusing on environmental matters. Prior to establishing the consulting firm, Mr.
Golledge served in a number of different capacities, primarily in the public sector, including
Country Director for the Peace Corps in Ghana, Secretary of the Executive Office of
Environmental Affairs, Commissioner of MassDEP, Regional Director in Worcester for
MassDEP, Chief of Staff for MassDEP, and Director of Environmental Services at VHB. He
also worked for the City of Lowell and the Town of Dartmouth before joining MassDEP’s
Wetlands & Waterways Division in the late 80s.

Shawn Worster joined HDR in 2003 as a Senior Project Manager. Prior to joining HDR, Shawn
for eight years served as the Executive Director of the North East Solid Waste Committee,
representing twenty three Massachusetts municipalities north and west of Boston in managing
their long term solid waste management needs. He brings thirty years of in the trenches
experience helping public sector clients plan and implement integrated solid waste resource
management programs involving public/private partnerships. He is a former member of the
U.S. Conference of Mayor’s Municipal Waste Management Association, member of the Solid
Waste Association of North American and currently serves as the Vice Chair of the Solid
Waste Processing Division of the American Society of Mechanical Engineers. His current
clients include the City of New York, where he is part of a project team implementing the City’s
Long Term Solid Waste Management Program involving several 20 year public private
partnerships totaling over $5 billion dollars in contracted value. He also represents the Regions
of Durham and York, Ontario in their procurement and implementation of an energy from waste
facility as the fourth R in their integrated solid waste management system. Education - Master
