Task Force Formed: October 2001

NCHRP Funds Spent: $2,250,000 (FY02 and FY03); $1.5m requested for FY2004
NCHRP has identified $1.375 for funding in FY2004
Overview of Task Force Need:
The terrorist activities of September 11, 2001 and subsequent potential threats to the
nation's transportation systems have initiated reviews by State DOTs and other
transportation agencies of the vulnerability of their critical infrastructure assets along with
their ability to respond to the mobility needs of the nation in the event of major incidents
on and off the transportation system. Because this is an issue of national significance it
is important there be a consistent methodology and common resources to assist State
DOTs in this effort.
Task Force Charge:
Establish guidance and share practices that help State DOTs prepare vulnerability
assessments of their highway infrastructure assets, develop
deterrence/surveillance/protection plans, develop emergency response plans and
capabilities for handling traffic for major incidents on and off the transportation system
and assess and respond to military mobilization needs in each state.
