ACCESSING LANDFILL COMMUNITIES FUNDS IN HEREFORDSHIRE UPDATED JULY 2015 1 What is the Landfill Communities Fund? The Landfill Communities Fund (LCF) is a tax credit scheme enabling operators of landfill sites to contribute money to organisations enrolled with ENTRUST as Environmental Bodies (EBs). EBs carry out projects that comply with the objectives (Objects) set out in The Landfill Tax Regulations 1996 (Regulations). The Government introduced a tax on landfill waste in 1996 to reduce the amount of landfilled waste and to promote more environmentally sustainable methods of waste management. The LCF is also a way for Landfill Operators (LOs) and EBs to work in partnership on projects that create significant jobs, environmental benefits, and which improve the lives of communities living near landfill sites. LOs are able to claim a credit (currently 5.7%) against their landfill tax liability. This is 90% of the contribution LOs make to EBs. They then either bear the remaining 10% themselves or can ask an independent third party (usually described as the Contributing Third Party) to make up the differencei. What is ENTRUST? ENTRUST is the regulator of the Landfill Communities Fund (LCF) but does not allocate or have influence over the distribution of landfill tax monies. ENTRUST regulates both Environmental Bodies’ (EBs) activities and the works they undertake through delivering an approved project (object). They assess all projects before any LCF money is spent to ensure it is clearly going to deliver an approved object. What are Approved Objects? There are six main objects that can be undertaken using LCF monies: Object A: the remediation or restoration of land. Object B: the reduction, prevention or mitigation of effects of pollution. Object D: the provision, maintenance or improvement of a public park. Object DA: the conservation of a specific species or a specific habitat. Object E: the repair, maintenance or restoration of a place of worship. Object F: the provision of financial, administrative, or similar services to another organisation. If you are applying for LCF monies you need to ensure that your project meets one of these objects. Sometimes they are referred to by the objectives letter, whilst other funders prefer to summarise them in other words, but ultimately these are the headings under which ENTRUST will accept projects. Am I eligible to receive Landfill Communities Fund (LCF) funds? A very wide range of not-for-profit organisations may register as Environmental Bodies (EBs) and receive Landfill Communities Fund (LCF) money. In addition, many organisations benefit from LCF funding without enrolling as EBs, choosing instead to work with other EBs who provide funding. ENTRUST strongly recommend that you find your funding before applying to enrol with us as there is a £100 enrolment fee and not all routes of funding require you to be enrolled as an EBii but some funders will want you to be registered before they will consider. 2 Registering your project with ENTRUST Even if you have registered your organisation as an EB, you will still have to register your project with ENTRUST and this has to be done for every separate project you wish to undertake; this is done by completing Form 2. The form is in place to ensure that your proposed project meets ENTRUSTs criteria. Some funders will want this form completed before they consider your application, whilst others will only require it if they award you the funding. http://www.entrust.org.uk/environmental-bodies/forms/ How do I find out about Landfill Sites in Herefordshire? LCF Schemes require that projects are within 10 miles of an active landfill site; however this is not necessary a traditional landfill site, but a licensed waste operation, which might be a quarry, recycling company or waste treatment plant. To locate you’re nearest licensed waste operator please search the public register on the Environmental Agency website using the link below - select Environmental Permits (Waste Operations) from the dropdown menu: http://epr.environmentagency.gov.uk/ePRInternet/searchregisters.aspx Schemes also require that the project is within a specified number of miles of one of their own sites (anywhere between 3 and 25 miles dependent upon the scheme). Generally the LCF providers will have a postcode checker to enable you to see if you are within their area or not. Please note that miles are as the crow flies. It is only if you meet both of these basic requirements that you can proceed to the application stage. Accessing Landfill Communities Funds in Herefordshire: There are a wide range of LCF providers across the country, some of which are based in Herefordshire. Below is a summary of the LCF schemes that are available in Herefordshire, but please be aware that they only cover specific areas, not the whole county. The Severn Environmental Fund The Severn Environmental Fund administers LCF on behalf of Severn Waste Services and gives grants for community and environmental projects across Herefordshire and Worcestershire under the following objects: Improve community amenities that are open top the public and not operated with a view to profit. To provide open spaces for recreation and leisure activities. To conserve the natural environment. To improve buildings of historical or architectural value for public benefit. Grants of up to £20,000 are available, but the average grant size tends to be around £5,000. Biffa Award currently provides funding through two grant schemes: the Small Grants Scheme (SGS) offers grants between £250 and £10,000; the Main Grant Scheme (MGS) offers grants between £10,000 and £50,000iii. Both the Main Grants Community and Small Grants funding schemes require an active Biffa operation to be within 7 miles of the project site. However, if you're applying under the Main Grants Biodiversity theme, the radius is extended to within 15 miles. Repair, or restore buildings or structures which are of religious, historical or architectural interest. Applying for funding is a 2 stage process, Stage 1 is open to all applicants but Stage 2 is open to shortlisted applicants only.
