Guidelines for funding applications
Background information
What is Landfill tax?
Landfill Tax was introduced on the 1 October 1996 and is levied on all the waste that is
deposited in landfills at a rate depending on the type of waste. This Tax money is regulated by
Customs and Excise through ENTRUST a portion of the tax has been allocated by the
government for environmental projects within the following categories:





Restoration of derelict land
Cleaning of polluted land
Biodiversity
Improvement or maintenance of public or other amenity
Maintenance or restoration of a church or historic or architecturally significant buildings

The Levenseat Trust
The Levenseat Trust was established on 31st of December 1996 to take advantage of the
provisions of landfill tax legalisation.
The funding is provided by the Levenseat Ltd, Waste Management site this is an independent
body.
The Trust is committed to the development of sustainable environmental projects that clearly
demonstrate community involvement and benefits. There must be no personal gain in projects
funded by the Trust.
Work on Projects must be started within one year from registration by ENTRUST and
completed before March 2017.
All of the projects supported by the Trust must also be approved by ENTRUST. Applications
will be judged on how they meet our shared objectives. To date the Trust has supported over
90 projects within the local area which have:

enhanced the rural and urban environments

encouraged waste minimisation (no longer an ENTRUST criteria for funding)

restored derelict and polluted land

Raised environmental awareness
Which areas does the Trust cover?
The Trust can support projects within the Addiewell, Auchengray, Braehead, Breich,
Fauldhouse, Forth, Longridge, and Stoneyburn areas.The boundaries of the Trusts area are
clearly defined and adhered to.
Funding of between £1000 to £50000 have been given in the past by the Trust

Processing applications
Once your application is completed and forwarded to the Trust you will receive a letter of
acknowledgement advising you when your application will be considered.
The Trust’s Directors meet every 2/3 months to review applications.
Once the Directors have approved applications, they are then forwarded to ENTRUST who
must also approve your project before the Trust can release Landfill tax money. This can only
be done on the receipt of invoices.
Terms and conditions
Project agreements
All successful applicants will be asked to sign a Project Agreement with the Trust. This
agreement seeks to clarify:


your responsibilities
the information we need for our records
Monitoring projects
The Levenseat Trusts takes responsibility for the overall monitoring of projects and is
accountable to ENTRUST for this. To assist in this process we require you to submit
progress reports every three months, until the completion of your project. Payments to
organisations and groups will be withheld if these are not submitted
A photographic record should also be maintained throughout the lifetime of your project
Publicity
You must publicise your project, at least through the local press and any local newsletters. All
publicity relating to the project must be agreed with the Trust before it is sent out.
