Subject: Urban Runoff Regulations
On February 21, 2002, the new Jurisdictional Urban Runoff Management Program (JURMP)
was adopted by the City of Poway. The JURMP was part of the new program to control urban
runoff which is mandated by the State. It requires that all industrial/commercial facilities be
inspected by the City.
On a site visit to _____________(name of company), it was discovered that debris and a
mattress were on the ground or in the open trash enclosure on your property. The business
was told to clear the debris and mattress, but they stated the material was not placed in the
dumpster by them.
To comply with the JURMP, the City of Poway requests that the debris be removed. A sign
stating “No Dumping” could be placed by the dumpster enclosure. A copy of the City’s
“Preventing Urban Runoff Pollution” pamphlet is enclosed. We appreciate a quick response to
this issue since the exposed trash and mattress have the potential to create urban pollution
runoff. It also puts the City at risk of being fined by the State up to $25,000 per day.
