REQUEST FOR EXPRESSIONS OF INTEREST FOR THE SUPERVISION
OF CONSTRUCTION WORKS

This request for expressions of interest follows the General Procurement Announcement for this
project published in United Nations Development Business, issue no. 651 of March 31, 2005.
The Romanian Government received a loan from the International Bank for Reconstruction and
Development (IBRD) and one from the European Investment Bank (EIB) towards the costs of the
second phase of the Health Sector Reform Project. This international invitation for expressions of
interest is for the supply of construction supervision services for the rehabilitation/modernization
works in the maternal and neonatal health care units in Approximately 22 Hospitals located in
Romania. The Project Management Unit (World Bank) APL2 (PMU–WB–APL2) provides the
project coordination /implementation.
The architectural modernization of maternities and interior installations related to the constructions
(including sanitary, electrical, thermo-ventilations, gas) is made through this project, according to
the latest standards in the field of medical care, namely:
 NP-015/1997 – Norm on the design and verification of hospital constructions and their
related installations.
 Order of the Minister of Public Health no. 914/2006, approving the norms regarding the
conditions to be fulfilled by a hospital in order to receive the sanitary authorization for
operation.
According to the legislation in force in the construction field, MH – PMU – WB – APL2 must
ensure the supervision of works’ execution through authorized site inspectors who must check and
confirm that the works are executed in full accordance with the technical project designs, the
applicable regulations and the authorization issued for the execution of works.
In order to achieve the specific objective of the project, the Consultant will focus its support given
to MH-PMU-WB-APL2 in order to:
 Supervise the execution of construction works through efficient management
The main result of the project is to allow the MH-PMU-WB-APL2 to ensure the good execution of
the work contracts by contracting high-performance services for construction work supervision.
The procurement of the contracts financed by the WB/EIB will be carried out by the MH-PMUWB-APL2, in accordance with the policies of the International Bank for Reconstruction and
Development (IBRD) following the WB procedures set forth in its guidelines (version of May
2004).
The estimated duration of the assignment is 37 months, expected to start in five days from receiving
the commencement order.
The Consultant will be a consulting company having a wide experience in projects in the field of
construction works, gained within the financing agreements concluded with governmental agencies
or international financial institutions. The consultant must also be qualified in design, project
management and supervision of construction works. The consultant should associate with another
consulting company in order to bring the direct experience and practice in the field of engineering
and public works within its team. The candidates having the appropriate qualifications can be
designated for certain fields and specialized positions.
The Consultant must be a company specialized in the supervision of civil works, through site
inspectors authorized according to the legislation and regulations in force in Romania.
The proposed expert team should collectively cover all the fields of experience mentioned above.
Good knowledge of English is essential for all the members of the team working for this
assignment.
The consultants must not be or have been in conflict of interest with the Ministry of Health over the
last 3 years.
The Ministry of Health, through the Project Management Unit – WB – APL2, invites all the eligible
consulting companies to express their interest in providing such services.
The expressions of interest must give information showing the fact that the consulting company is
qualified to perform the above-mentioned services, i.e.:

General information: basic activity and years of experience, presentation of the services
provided, address, contact details and country of registration, etc.;

Specific information regarding the experience of the consulting company in the field of the
assignment: number of years of professional experience, description of previous similar
assignments, references, experience under similar conditions, etc.;

Information regarding the availability of the specialized staff appropriate for the assignment:
qualifications and experience of the key staff, years of experience in the above-mentioned
fields, etc.
The Consultant will be selected according to the QCBS method (Quality and Cost Based Selection),
in compliance with the procedures set up in the World Bank Guidelines: Selection and Employment
of Consultants by World Bank Borrowers, dated May 2004.
The expressions of interest must be sent to the Project Management Unit – WB – APL2, the
Ministry of Health, to the attention of Mr. Francisc Czobor, Project Manager, to the address below
no later than May 05, 2009, 1600, local time. The expressions of interest received by email shall be
accepted, provided that they are immediately followed by the hard copy of the document.
