REQUEST FOR EXPRESSIONS OF INTEREST

“Technical assistance for the production and delivery of Public

Information Campaign on the Health Sector Reforms in Romania and related

support programs

This request for expressions of interest follows the General Procurement Notice for this project that appeared in United Nations Development Business No. 651 of March 31, 2005.

The Government of Romania has received a loan from the International Bank for Reconstruction and Development (IBRD) and a loan from the European Investment Bank (EIB) toward the cost of the Health Sector Reform Project –Phase 2 and intends to apply part of the proceeds of these

Loans for payment through the Ministry of Health – Project Management Unit-APL2 under the

Contract for providing technical assistance to the Ministry of Health for the production and delivery of Public Information Campaign on the Health Sector Reforms in Romania and related support programs. The Health Sector Reform Project’s implementation is ensured by the Project

Management Unit –APL2 (PMU –APL2).

The overall objective of the assignment is to disseminate information and to raise awareness of target groups regarding the health reform.

The specific objectives of the assignment are to:

design of a communication plan adapted to the target groups;

organize and implement the communication activities determined aiming at informing target groups on changes resulted from the health sector reform, as well as on their impact;

accomplishment of the necessary materials needed for implementing the communication plan.

The estimated duration of the assignment is 10 months and will start within 3 days from the effectiveness date of the contract.

The Consultant needs to be a specialized company/consortium, meeting the criteria below and making available experts with qualifications specified in the following paragraphs. The team of experts and their estimated input will consist of:

1 Project manager – 110 days in total

2 Communication experts: experts in communication/media– 120 days in total

At least 3 local communication experts – 70 days in total

The Consultant must prove the professional experience as follows (as consortium the conditions are cumulative):

At least 3 projects carried out in Romania in communication of social issues with the objective to inform the population or to change attitudes

Experience in implementation of communication strategies in all means of communication on market: media, direct marketing, public relations communication etc.

The proposed team of experts should cover, collectively, all the expertise areas as following:

Experience in projects management in communication of social issues, aiming at informing population or changing attitudes;

Experience in organizing and coordinating social campaigns. Experience in public health mass-media campaign is an advantage, but not a pre-requisite;

Knowledge of legal package in the health sector and related sectors, as well as EU health policies, by the obligation of the Consultant of having a lawyer full time available for study of health sector legislation;

Knowledge of the Romanian health care system as to its structure, functioning, regulations, reforms, performance and evaluation;

Experience in creating communication plans for social and public information campaigns;

Experience in project management for preparation of communication plan; coordination of cross department teams formed of client – specialized departments – advertising agency – PR agency – production houses;

Experience in developing advertising campaigns, implementation of creative concepts, production of communication campaigns in all means of communication:

TV, radio, internet.

Additionally, the Consultant should appoint a Project Assistant, the liaison between PMU and

Consultant, to ensure coordination of project experts and backup in organizing events.

The Project Manager (Team Leader) should have minimum 5 years professional experience, out of which 3 years managerial experience and minimum 3 projects as team leader. Knowledge of procedures and mechanisms of World Bank, proved by participation as team leader / coordinator in at least 1 World Bank project is an advantage.

At least two communication key experts should have the following professional experience:

The participation as expert in at least 3 projects in communication, media campaigns at the level of public institutions.

The participation as expert in at least 1 project in communication domains, media campaigns, participating at activities as: public relations, advertising creation, etc.

The participation as expert in coordination/ implementation of at least 1 public relations project for public institutions.

The consultants must not be in conflict of interest or had been representing contra interests with

Ministry of Health in the last 3 years.

The Ministry of Health, through the Project Management Unit – APL2, now invites eligible

Consulting firms to indicate their interest in providing these services.

The Expressions of Interest must provide information indicating that the Consulting firm is qualified to perform the above mentioned services, respectively:

General information: core business and years in business, presentation of services provided, address, contacts, and country of registration, etc.;

Specific information on the Consulting firm experience in the field of the assignment: number of years of professional experience, description of previous similar assignments, references, experience in similar conditions, etc;

Information regarding the availability of appropriate specialized staff for the assignment: qualifications and expertise of key staff, years of expertise in the areas above mentioned, etc.

The Expression of Interest will be analyzed against the following evaluation criteria:

General qualifications of the Consulting firm – maximum 40 points;

Specific experience of the Consulting firm in the field of the assignment – maximum 50 points;

Availability of appropriate specialized staff to fulfill the assignment – maximum 10 points

The Consultant will be selected using QCBS (Quality and Cost-Based Selection) method, in accordance with the procedures set out in the World Bank’s Guidelines:

Employment of Consultants by World Bank Borrowers , dated May 2004. Following the evaluation of the Expressions of Interest the Consultants selected on the short-list will receive a

Request for Proposals based on which they will submit Technical and Financial proposals. The firm securing the highest combined technical and financial score shall be invited for negotiations. The contract will be subject to the World Bank’s no objection.

Expressions of interest must be delivered to the Project Management Unit –APL2, Ministry of

Health, in attention to Mr. Francisc Czobor and Mr. Sorin Ivan at the address below by May 6,

2009, 16 00 hours local time . Expressions of Interest received by e-mail are accepted only on condition that they are promptly followed by a hard copy of the document.
