Welcome: Stephen Siciliano welcomed MODAC to NMC; he provided some information on the Maritime Academy program and the culinary arts program also offered in this building. Stephen thanked the group for their work on the much needed career and technical education programs in the state. Introductions: Those present for the meeting introduced themselves and stated the organization they represented. Officers’ Reports President—Jay Anderson Announced changes to agenda. Agenda changes were approved by the membership. PALA (Professional Association Leadership Alliance) is a group of various state association presidents/officers that met with MCCA President Mike Hanson recently in Lansing. The group talked about the new proposed legislation to allow community colleges to offer applied baccalaureate degrees, P20s and what each association was currently working on. Vice President—Chuck Parker A ballot of new officers was presented; voting would take place later in the meeting. Bob Marsh - Treasurer Bill Barber – At Large Representative Jim Taylor – Vice President Secretary—Kathy Marsh Minutes are posted on the web site and she will present proposed new features for surveying and the listserve at tomorrow’s meeting. Treasurer—Bob Marsh Current balances as of June 3, 2008 are Checking - $1319.32 Savings - $12,754.75 CD - $15,736.42 There will be a discussion under Hot Topics tomorrow about what we should do to spend down the fund balance. Past President— Bob Ferrentino No report At Large Delegates - Rosemary Wilson and Bill Barber No report Other Reports MCCDEC— Leslie Kellogg MCCDEC hasn’t met since last MODAC, but they are still working on Perkins Core Indicator, the next meeting will be June 20th to prepare for Data Workshop in August. They are looking at hiring a consultant to gather information on the 1P1 indicator. This person would investigate if there is a third party assessment instrument available, by CIP code, and if colleges can obtain the result of individual students for their institutions. MCCDEC currently has five position on the committee that they need filled: 2 faculty members (1 from an occupational/Perkins eligible program), a business services/data management, occupational education, and special populations. They are also looking for someone with assessment background. If you know of someone that might be interested in being on the committee please contact Leslie Kellogg at lkellogg@hfcc.edu MLAD—Denise McNeil MLAD met on April 18th at Delta College. In the morning they had two professional development sessions: Grant Writing and Mentoring New Faculty. The group is working on updating their by-laws. They are also considering merging the Critical Thinking Conference with the LAND Conference. The next meeting with be on June 20th at Jackson CC. MACET—George Waite MACET is also working on updating their mission statements. A summer conference titled “Innovation: When a collection of Brilliant Minds, Dedicated Hearts, and Diverse Talent Integrate to Achieve Transformation” will be held Aug 4th -6th at the Waterford Holiday Inn. MOSPA—Dan Woodward MOSPA held their annual state conference May 7-9th at the Inn at Bay Harbor, Jeanie Kincaid was the keynote speaker. Secondary education students are now only required to have their IEP’s updated every three years so the special population’s coordinator should expect some of their students will have old IEP’s. It was a good conference. TRENDS—Fiona Hurt & Sue DeCamillis The Trends Outstanding Educator award nominations are due June 6 to Sue DeCamillis. A motion was given to extend the deadline for two more weeks because there weren’t many nominations. The hope is that with the extension more nominations will be submitted. B. Sweet made the motion, B. Barber supported it. Motion was approved by the membership. This year’s conference is on track for October 2nd and 3rd. It was suggested that the Thursday night reception be moved closer to the vendor area and ask vendors to help support the reception. Also should we consider having the coffee breaks sponsored also by vendors? Discussion ensued about moving the reception to the open area. The group supported the move. The remaining conversation about financing coffee breaks was shifted to the budget discussion that will take place tomorrow. J. Anderson asked if times for the round table discussions about 1P1 Gold Standard for faculty of different disciplines had been determined so that faculty could plan – not yet, was the answer. MCCETI—Jay Anderson There will be a link from MCCA to the MCCETI site. The next meeting will be in June to discuss getting on the presidents calendars to present information on MCCETI. The group is looking at conventional technologies with emerging trends as well as emerging technologies. MCCCAO– Bill Barber MCCCAO is working on developing leadership for community colleges. There will be a breakout sections at TRENDS. They are looking at having a speaker but not sure how to cover the expenses for such a presentation since they do not pay dues and do not have an association fund. Bill also discussed the PALA meeting that Mike Hanson from MCCA had in Lansing recently. Topics discussed included the applied baccalaureate, P20s, and reports on what each of the associations are doing. MDLEG Report Perkins Allocations for 2008-2009 – Federal letter of credit has not been received yet. When CCSU receives the letter, probably sometime in July, they will enter the grant amount on the budget page of your annual application and send a grant award letter to each college. Fast Track Allocations for 2008-2009 – this year spent more than any other year, please release unused funds so other colleges can used. Best Practice will be presented at the Presidents Conference in July. R. Harkness is also looking for any “green” initiatives that colleges are working on to present at the same conference. Final Reports for 2007-2008 are due August 31, 2008 – Judy Becker and Darlene Miller can answer questions on grants. Five year plans were all submitted and approved, occupation contacts should review when preparing local annual application. Gender Equity Grants – Four community colleges were awareded grants of $15,000 which was allocated in the 2007-08 State Leadership Spending Plan. The purpose of the grant is to improve Core Indicators 5P1 and 5P2. Jackson CC, Southwestern Michigan C, Monroe County CC, and St. Clair Count CC were awarded these grants. Core Indicator 1P1 – Paula Puckett will be the consultant that will put together a listing of available assessments by CIP codes. Summer 2008 Data Workshop – August 1, 2008 at the Henry Center – clarify definitions and data collection. Pact Discussion – Jay Anderson Groups will meet June 12th in Perry Michigan to write a shared vision and start working backwards to set milestones on how to get to the vision. Reciprocity is still the pivotal issue, which allows students to get a reduction of RTI training time for academic education they have obtained. In turn the community colleges will articulate in credit for journeymen credentials. Instructional Minutes – Mark Curtis The question at hand is what constitutes an instructional minutes, how does 800 minutes equals 1 credit hour relate to a 55 minute-hour. It appears that this rule seems outdated with new online education and other modalities for delivering instruction. The rule doesn’t account for time missed for snow days, faculty absences and student absences. Scheduled time is what must be accounted for and course learning outcomes are what some college hold as their measure of accountability. The “seat-time” rule doesn’t seem to fit with 21st century teaching methodologies. MODAC elections See VP’s report for slate of candidates. C. Parker moved that we accept the list of nominees; B.
