C Washtenaw CC Wayne County CCD Call to Order: The Michigan Occupational Deans Administrative Council membership meeting was called to order at 1:00 p.m. at Delta College by Chuck Parker, president. Judy Miller and Ginny Przygocki welcomed the members to Delta and covered some business functions such as dinner plans and hotel accommodations. She shared with us the facts that most of our gifts for the day were made of recycled material. Introductions: Those present for the meeting introduced themselves and stated the organization they represented. Officers’ Reports President- Chuck Parker Partnership Agreement for Construction Technology (PACT) – there seems to be movement on individual college agreements taking place. Nothing is being done on a statewide basis. Chuck shared that at Kellogg they have developed an associate degree for articulating the credits from the trade unions; an Associate in Applied Science in Skilled Trades. Mike Hanson will be here tomorrow and willing to discuss a statewide initiative. There were several colleges that identified themselves as interested (Macolm, GRCC, Delta, SWM, Oakland CC, and Kellogg) Michigan Career Conference – Chuck Parker and Jim Taylor have volunteered to present a session at the conference on what we are doing at community college. If you are going to be at the conference and have something going on at your college that you want to present to the secondary schools, please let Chuck and Jim know. Tech Prep data – if you are interested in this topic send Chuck an email and he will send you a summary of the information he has collected by attending various meeting on Tech Prep data. Chuck reported on a recent MCCA sponsored conference call related to Entrepreneurship. His shared that there seems to be two difference tracks that the group were divided into. Conversation with MACET (Michigan Association for Continuing Education and Training) indicating one is “just-in-time” training, the other is “just-in-case” traditional/curriculum approach. There doesn’t seem to be enough interest/need to share curriculum. The traditional approach included embedding entrepreneurship topics into existing programs/course. Vice President—Jim Taylor Jim continued the discussion about MACET and the Entrepreneurship initiative. One item that surfaced in the conference call was MACET’s interest in a partnership in the TRENDS conference, which didn’t seem to continue once the issue was discussed. Another item was collaboration with the credit and non-credit departments at community colleges. Nothing definitive was determined At last Augusts meeting we had identified 5 focus topics – Jim was working on the baccalaureate degree. Mike Hanson will be here tomorrow to discuss this issue further. Secretary—Kathy Marsh Minutes are posted on the web site Treasurer—Bob Marsh (presented by Chuck Parker in Bob’s absence) The current balance is 29,257.70 as of 12/2/2008 with the following breakdown: Checking – $1,934.32 Savings – $11,586.96 CD – $15,736.42 Everything is about normal; most dues for this year have been paid and so far the reduced amount hasn’t bankrupted us. Bob is currently in contact with GRCC to get the Trends expenses and revenues closed out. For those that have subscription to Community College Enterprise that may have received notice of cancellation, the subscription will be paid soon. Past President— Bob Ferrentino No Report At Large Delegates - Rosemary Wilson and Bill Barber No Report Other Reports MCCDEC (Michigan Community College Data Evaluation Committee) — Leslie Kellogg and Bob Marsh In Leslie and Bob’s absence Jim Folkening gave the report. We had met all the state target values. The group talked about the 1P1 indicator data, Ronda has some data from other states on certifications/licensure. There is a problem with CIP codes and the how they are grouped and how they align with the certification. Jim reiterated that the “devil is in the details” and that is what the group is dealing with. January 23rd next meeting Regarding the Programs of Study initiative we need a new strategies; look at what some colleges are trying to do on their own; standards and how to link to what the secondary schools are doing. The group discussed the need to update the reporting taxonomy (60+ reports – not all to the state, some are to the feds). They are trying to be consistent with data definitions with all the reports. May not be as much duplication in reporting as it appears if the definitions are clarified. The group also discussed on how to improve communication with all colleges on MCCDEC activities. The role of MCCDEC is that of an advisory group to DLEG. May need to look at the possibility of starting a new associations for data research personnel; something different from Mi-AIR (includes four year colleges and private colleges) and MCCADAR (not met for 3-4 years). MLAD (Michigan Liberal Arts Deans)—Denise McNeil Tomorrow is our joint meeting. Last met in conjunction with TRENDS (Friday afternoon); the group is looking at mission./vision. Trying to assure there is representation from all colleges. The LAND conference this year is Feb 20, 21st at Port Huron (SC4). MOSPA (Michigan Occupational Special Populations Association) —Dan Woodward Registration for Spring Conference in May is now electronic. There are two MOSPA Awards that they are currently taking nomination for; a professional and a student award. There will be two keynote speakers at the conference, one from secondary and one from post-secondary. MACET – Chuck Parker Tomorrow’s Fall Drive-In conference was canceled. scheduled for March 20, 2009. Next drive-in conference is TRENDS—Fiona Hurt & Sue DeCamillis See later discussion MCCETI (Michigan Community College Emerging Technologies Initiative) — no representative Last meeting we identified a couple of individual that might be interested in taking on the leadership of that group. It is not a MODAC initiative and the agenda item will be dropped on next agenda. A comment was made that the initiative never had context. CECR (Career Education Consumer Report) – Chuck Parker and Leslie Kellogg The Reporting Cycle subgroup met in September. The group is proposing an annual reporting cycle, as opposed to on-going reporting. New programs could happen at any time a college has a new program, however, updates should have an annual due date – December was proposed, when all updates need to be entered so the web site can be updated in January. MDE – OCTE (Michigan Department of Education – Office of Career and Tech Ed) Patty Cantu reported on current activities of OCTE. There’s a lot of thing changing and it’s so important that we maintain a constant communication. CTE students are going to be looking different, all CTE programs (53) now have standards. These standards should make articulation and alignment easier with our programs. Standards were created with community college faculty input; now looking at assessment and will be asking again for faculty input on their advisory committee. Let Patty now if you have faculty that would be interested in getting involved. There are 16 advisory groups and movement is slow because they can’t use third party assessment because students aren’t at that level. Dr. Jean Goodnow, President of Delta College, welcomed the group and reemphasized the importance of sharing information. MDLEG - OPS (Michigan Department of Labor and Economic Growth – Office of Post-secondary Services) Report Dan Woodward indicated that compliance visits are coming up. Dianne Duthie was introduced and thanked the group for being invited. DLEG has been reorganized. The Bureau of Workforce Transformation was formed in April. Two deputy directors were named; one for employees and one for employers. The web site is www.michigan.gov/bwt We are currently faced with 1.7 million people in Michigan that are below college entry level; do not have a high school diploma or GED. Emphasis will be on remediation of our adult learners; the goal is to get 850,000 of that population trained. Need to develop new ways to handle this vast endeavor and will be asking to restructure adult education. Decision on TRENDS conference location for 2011 – Fiona Hert Fiona gave us a quick review of the information that has been collected to help with the decision about where to hold the TRENDS conference in the future. She shared the feedback information that was collected at the Thursday lunch tables (not individuals) of TRENDS and also the proposals from the Amway Grand and Grand Traverse resorts. Currently we have a contract with the Amway Grand through 2010. She reviewed the “needs” list for such a large conference. The recommendation is to move the conference to Traverse City for three years. It was also recognized that we need some consistency in the administration of the conference, which is why the recommendation was for three years. The executive committee will negotiation transition year either 2010 or 2011. There was a question regarding if the Detroit area/southeastern Michigan area had been considered. Members commended that there aren’t many facilities that could handle the number of breakout session that TRENDS requires. In the past it was suggested that if someone could identify such a facilities it would be considered. It was noted that the one time we did have the conference at some place other than Traverse City or Grand Rapids, at the Kellogg Center, we had the lowest attendance. B. Ferrentino – moved that we accept the recommendation. R. Wilson seconded. It was unanimously approved. Thank you to Fiona for all the work she has put into this issue. Fiona thanked her committee members. J. Folkening shared with the group a list of current sub-committee members and the schools that they represent. Work on the subcommittees only requires two meetings January 23rd and one in June. The January meeting the members look at proposals and come up with a draft agenda. Sub-committee chairs work with other committee chairs to coordinate the program offerings. BREAK 1P1 Q&A: Open time for questions on 1P1 – Judy Miller Judy indicated that her faculty have reviewed the NOCTI test and it won’t work for their accounting program so what are the possibilities of having their faculty write an exam? She asked about what are other colleges doing. J. Folkening indicated that we have 300 occupations to find assessment for. With all the logistics involved we are taking it slow and steady in trying to administer the 1P1 requirement. We are still negotiating with the feds on the requirements, and that is the reason why the people in CCSU are not pushing hard to not get ahead of ourselves. The group supported that faculty should collaborate with their colleagues at other colleges to work on common assessment instruments for benchmarking for accreditation requirements. Several members expressed their concern that we are going to get into a crunch situation near the end of the grant and we as a state will not be ready for the collection of the data needed. We are not a “state” system such as North Carolina, which makes our task more difficult. Jim Folkening and Dan Woodward will try to put together a small group of interested colleges to work on a new approach to putting together the assessment required for 1P1 on a couple of pilot programs. Someone asked if we can use Perkins dollars to pay for exam costs that aren’t required for employement. Yes! If the exam is required for the institution then the institution will carry the burden. Hot Topics – A time to ask questions of fellow MODAC members - Higher Education Act Reauthorization – Leslie Kellogg send a handout about IPEDS data for our information. Chuck also provided a handout that contained a cut/paste from the original Act about issues that concerned him, such as the ability to authenticate online students. It was also pointed out that colleges must publish textbook list with ISBN number on their web site. - New Jobs Training Program – Mike Hanson will be here tomorrow to talk about this. Where are schools at? J. Lorenson said the presidents are in a wait and see mode to see what comes out of the legislature. - “Achieving the Dream” – J. Folkening shared data from ACS report. - Grade Book issue – J. Taylor asked about record retention? Some feedback from the group indicated that ifyou collect it electronically you can keep it forever. Some schools that have written policies on appeal process that is limited to one year destroy grade books after that year. - Open resources/online textbook – is anyone doing anything about this? Not much response. Delta is going to start a textbook rental system. Some use of customized textbooks are combating the increasing cost of publisher bought textbooks. - Ethics – Question was asked about finding qualified faculty to teach occupational ethics courses. Most colleges teach a general ethics course. - Interior Design – how many schools have agreements with four year schools for their program? Kendle will accept courses but not full articulation. Possibly LTU. CCS might be another possibility. Ferris Tech degree.
